REQUIREMENTS AND PROCEDURE FOR SELECTION OF THE OIC YOUTH CAPITALA. INTRODUCTION:
1. OIC Youth Capital was initiated by the Islamic Conference Youth Forum for Dialogue and Cooperation (ICYF-DC), an international institution affiliated to the Organization of Islamic Cooperation (OIC),at its 2ndGeneral Assembly held in October 2014 and approved by the 42ndSession of the OIC Council of Foreign Ministers, held on 27-28 May 2015, in Kuwait.[OIC CFM Res. No.: 8/42-C (b)];
2. The OIC region consists of more than 1.6billion Muslims and 1/3 of it is constituted by youth. The main reason d’être of the OIC Youth Capital International Programme (OYC) is to provide a yearlong stage to foster cooperation among the Member States in the field of youth policy as well as enhancing Muslim youth solidarity, fostering inter-cultural diversity and the spirit of “unity” of youth from the OIC geography through different kinds of activities. The Programme is envisaged to encompass a chain of activities and events in the field of culture, academic life, youth leadership, entertainment, sports, youth capacity building within the understanding that the interests and benefits of Muslim youth are celebrated all year long.
3. The idea of OYC was highly appreciated by the delegates of the ICYF-DC member institutions attending the Institution’s 2ndGeneral Assembly. As a result, Istanbul was honored by being elected as the first OIC Youth Capital, which was observed in 2015/16. The Ceremony of announcing Istanbul as the first OIC Youth Capital was held in October 2014 in presence of H.E. Dr. Iyad Ameen Madani, the Former OIC Secretary General, along with representatives of the OIC institutions and members of the Host country Government. The proposal was also approved by the OIC Council of Foreign Ministers held in Kuwait in May 2015.According to the resolutions No.: OIC/ICYSM-3/2016/R9-Y and 8/43-C respectively adopted by the 3rd Session of the Islamic Conference of Youth and Sports Ministers (5-7 October 2016, Istanbul) and the 43rd Session of the OIC Council of Foreign Ministers (18-19 October 2016, Tashkent) the cities of Putrajaya (Malaysia), Shiraz (Islamic Republic of Iran) and Fes (Kingdom of Morocco) were approved as the hosts of the second edition of the “OIC Youth Capital” (2017).
4. The program contains various youth events and activities throughout a year, with the objective:
4.1. To contribute to the development of youth work and youth policies in the OIC Member States;
4.2. To provide a space for Muslim youth for getting to know each other and strengthen the solidarity among them;
4.3. To create a learning environment for the youth with different cultural and geographical background and to strengthen the cooperation among them;
4.4. To provide a platform for the Muslim youth to introduce and promote their cultures and traditions in an innovative and creative ways;
4.5. To promote the active citizenship of Muslim youth from various parts of the world that has different cultures but common values;
4.6. To strengthen the brotherly ties and promote the spirit of “unity”;
4.7. To promote active youth participation through social, cultural, artistic and academic activities and to contribute to their personal development;
5. According to the Resolutions of the OIC Council of Foreign Ministers [Res. No.: 8/42-C (b)] and the ICYF-DC General Assembly [Res. No.: GA2/016/2014]the following are the main instruments and procedure for selection of hosts and implementation process of the OIC Youth Capital Programme:
B. Implementation Instruments:
1. Implementing Agency: ICYF-DC is Implementing Agency and responsible for development of the Programme’s implementation procedure and supervision of its realization. ICYF-DC cooperates with the OIC Member States and with relevant OIC Institutions within the framework of the Programme’s other implementation instruments as identified below.
2. The Selection Committee is responsible for final decision on City to become the next OIC Youth Capital; and it is composed of members of ICYF-DC Board; a representative of the OIC General Secretariat; a representative of the current Host Agency (see below) and a representative of the previous Host Agency of the OIC Youth Capital. The Selection Committee is responsible of undertaking the selection and approval of the OIC Youth Capital.
3. The Organizing Committee: is responsible for coordination of the Programme’s implementation in the Host city, being composed of representatives from each of the following organizations: ICYF-DC, the OIC General Secretariat, the Host Agency as well as 1 representative (with no voting power) of the Host Country’s Ministry of Youth and Sport, and Ministry of Foreign Affairs and Ministry of Internal Affairs.
4. Host Agency: This refers to the relevant agency of the Host country (either municipality or governmental agency) which is both prime applicant for hosting the programme in the host city and responsible for organizational and financial matters steaming out of hosting the OYC. The host agency is basically responsible for organizing all local hospitality, providing organization and budget according to the Protocol with Implementing Agency.
C. REQUIREMENTS
1. Each OIC Member State may propose Candidate City/(ies)to the ICYF-DC Secretariat and nominate them as candidate “OIC Youth Capital” City. For that, they should fulfil the following requirements:
2. The Member State will submit:
2.1. Filled in and duly signed/stamped “Application form” (Annex 1)
2.2. “Support Letter” signed by Mayor of the town or city that shows the interest in running for hosting “The OIC Youth Capital”;
3. All the OIC Member States are eligible to propose their Candidate City/(ies) for being an OIC Youth Capital.
D. APPLICATION AND SELECTION PROCEDURE:
1. In follow up to the basic documents identified above, the Board of ICYF-DC developed the below “Application and Selection Procedure” for selection of the Host City of the next OIC Youth Capital Progamme:
a. Launch of the call: 01 March 2017
b. Deadline for the call: 01 May2017
c. Research and short listing of the nominations: June 2017
d. Short-listing of 3 nominations: 30 June2017
e. Selection of the OIC Youth Capital: July 2017
f. Signing of the Implementation Protocol between the Implementing Agency and Host Agency: September 2017
g. Announcement of the OIC Youth Capital 2018: by October 2017
h. Start of the Programme: January 2018
2. CLARIFICATION:
2.1. The ICYF-DC Secretariat launches the call for application at the end of February2017 and expects to receive the Application Form and Support letters by the Applicant countries no later than until the 31 March 2017.
2.2. The ICYF-DC Secretariat will study and research the Applications so as to short list nominations to 3 candidate cities. The Secretariat will present 3 recommendations to the Selection Committee.
2.3. Implementation Protocol will clarify all the details of the programme as identified in the application Forum (attached) and responsibilities of the Implementing Agency and Host agency in this regard. In case of failure to sign the implementation protocol by the Host Agency, the OIC Youth Capital status will be given to the second applicant in the list.
3. Instrument of assessment (Criteria) of the selection process will be officially distributed to all OIC Member States to ensure the objectivity and transparency of the evaluation exercise;
4. The OIC Youth Capital will be selected in accordance with the selection mechanism and criteria;
5. Each OIC Youth Capital will present interim and a follow-up reports to ICYF-DC Secretariat about the Progress made in this concern.
6. The OIC Youth Capital period will start in January 2018 and end in December 2018.
