FinalMandate of the FEAD Evaluation Partnership[1]

1.Membership

Partnership members are officials in Member States' national and regional administrations and the European Commission involved in FEAD evaluation activities.

The Commission chairs and ensures the secretariat of the meeting.

2.Objectives

The FEAD Evaluation Partnership (hereafter 'the Partnership') is a forum for discussion, consultation and coordination for and evaluation of FEAD and where relevant for data collection systems.

In the context of the implementation reports requirements laid-down in article 13 and of the evaluations task laid down in articles 15, 16, 17 and 18 of the Regulation (EU) No 223/2014, the main objectives of the Partnership during the 2014-2020 programming periodwill be:

To steer and capitalise on evaluation work of activities supported by the FEAD with a view to assess the contribution of actions supported by the FEAD.

In particular, it will aim at:

  • providing guidance on evaluation methods and questions, relevant for OP I and OP II to ensure quality evaluation evidence at national and EU level;
  • promoting the availability of reliable information based on delegated act on common and specific indicators and the monitoring guidance;
  • providing guidance on the requirements for the structured survey on end recipients to be carried out in 2017 and 2022;
  • exchanging and sharing FEAD evaluation practices throughout the Union;
  • promoting and facilitating the use of evaluation results in policy design and implementation.

Deliverables may take the form of reports, synthesis notes, methodological guidelines, etc.

3.External Expertise

External experts may be invited to participate in an ad-hoc manner and, in the context of possible tendering procedures, only if that does not compromise the principle of equal treatment and access to information and does not represent a conflict of interest. Consultants carrying out specific studies may be asked to present their findings and discuss them with the Partnership.

4.Practical arrangements

This forum is distinct from the Committee for the Fund for European Aid to the Most Deprived and from the Expert group for the Fund for European Aid to the Most Deprived.

The frequency of meetings will take account of needs, with at least one meeting planned per year. They are based on a mutually agreed work programme and conclusions are formalised in minutes.

Meetings and exchanges of information are facilitated through an internet based group platform placed in the CIRCAB system.

The Commission will reimburse the travel costs according to the relevant applicable rules.
