32Minutes of the last Meeting
The Minutes were approved, accepted and signed by the Chairman. Action
33Matters arising from the Minutes
1. Minute 18:1 Traffic Calming- The Clerk to keep chasing Seb Willemsen and Chris Stark at WSCC
regarding the Traffic Calming costs. Action
2. Minute 18:2 Parking and Speed issues at Christ's Hospital. At the CLC meeting on 7th March it
wasreported that aspeeding survey had been done on behalf of Christ's Hospital and the outcome of
thesurvey was noted that the roads within the survey were not that busy. Parking at Christ's hospital
was also discussed and Christ's HospitalSchoolhas promised some land so this hopefully will ease
the situation. It seems that it might be a better idea to upgrade Christ's Hospital Station rather than build a
new station north of Horsham.
3. Minute 18:3 Parking outside BarnsGreenPrimary School. The Clerk has not yet received a reply
from the school regarding the parking, however an email had been receivedfrom the Clerk to the
Governors of BarnsGreenPrimary School inviting a member of the Parish Council to attend the
committee's next meeting on 16th May 2016. No decision was made on this.
The Clerk reported that she had received a reply from Chris Chatfield of Compass Travel stating
that as the bus route 74 is operated by Compass under contract to WSCC itwould be best for us to
work with the WSCC to find a solution. The Clerk to send a copy of the letterto CountyCllr Action
Amanda Jupp. It was suggested that it may be a good idea to put a bus shelter up opposite the village
green.
4. Minute 20:2 The Chairman reported that she has not yet spoken to the Headteacher regarding
the HM Queen Elizabeth 11 90th Birthday commemorative medals for all the children in the school. Action
5. Minute 26:2 The Clerk reported that she had not had a response from the owners of Madgelands
Farm about clearing out their ditches.
6. Minute 26:3 Footpaths by Ashmiles development. Cllr Dawn Armstrong had contacted the Site
Manager and reported back that the block paving to the railway track will be completed within a week
and the footpaths will be re-instated by mid-June.
7. Minute 26:4 "Clean for the Queen and Barns Green" This is all organised for Saturday 16th April
starting at 9.15. Darren Rolfe from WSCC will be bringing all the equipment as he did last year.
The Clerk to put up some posters. An article has also gone into the BIG MAG. Action
Cllr Victoria Barrett reported that during the summer MunthamHouseSchool will be adopting the
village with a scheme called 'Adopt a Street'. The idea is to help keep the village tidy.
District Cllr Patricia Youtan arrived at 7.45pm straight from a meeting at HDC.
34Open Session for Members of the Public- there were no members of the public present.
35Chairman's Announcements
- Casual Vacancy -The Chairman reported that she had gone to see James Sheppard and he is
willing to be co-opted onto the Parish Council. The Chairman proposed that James Sheppard be
co-opted onto Itchingfield Parish Council, seconded by Cllr Sanjeev Joshi and agreed
unanimously. The Chairman to write to James Sheppard to invite him to our next meeting on
25th April 2016. Action
- Parking at Christ's Hospital - there is going to be another meeting next week. As
mentionedpreviously there is a parcel of land that could be signed over for a specified
period of time but this is only a temporary solution. Cllr Nigel Currie said that he is slightly
concerned that this will make the situation worse. If Christ's Hospital Station is more
attractive to park then more people will come and park there.
3. Ashmiles - The Chairman said that she has been invited to the opening of the subsidised
housing at the Ashmiles.
36Planning Applications
1. New Applications:
DC/16/0491 - Mr. and Mrs. K. and L. John, Yonder Thatch, Bashurst Hill, Itchingfield -
Internal and external re-ordering, including new 2 storey extensions to the rear.
The proposed extensions are in keeping and proportionate to this substantial dwelling which is set in
large grounds well back from the road. The proposed extensions and modifications will not adversely
affect adjacent properties.
Itchingfield Parish Council therefore has no objections to this planning application and recommends
for approval.
DC/16/0395 - Mr. and Mrs. P. Carpenter, 2 Trout Lane, Barns Green - Proposed 2 storey
extension to north end of the existing semi-detached property. Formation of a porch
incorporating a WC. Room in the roof, Single storey rear extension.
This proposal would turn a 2 bedroom cottage into a 5 bedroom house. The only concerns are
(1) the internal height of the roof of the 5th bedroom and (2) the use of Velux light Pipes which does
not appear to have been properly shown in the drawings. However, both these matters are Building
Regulation matter rather than planning matters.
Itchingfield Parish Council therefore has no objections to this planning application and recommends
for approval.
The Clerk to write to the Planning Department with the above representations. Action
37Neighbourhood Development Plans
The Clerk reported that Itchingfield Parish Council has been successful in applying for a Grant from
Locality. A grant of8,750.00 has been confirmed from Locality.
Following on from the Public Planning Meeting on 6th February, the focus groups which came out
ofthat meeting have been getting together.
The Clerk to ask Peter Hammond for a copy of the last two sets of IPCNPSG Minutes. Action
38Report by County and District Councillors
District Cllr Stuart Ritchie gave the following report:
1.Stuart reported that there is a site visit at Twigs on Friday 1st April from 9.30 to 11.00 am.
Stuart, Patricia and Penny will be going.
2. Waterfarm Planning Application: There has been an organised meeting on -site and now the
applicant has put in another planning application.
District Cllr Patricia Youtan gave the following report:
1. HDC are keeping the Cabinet System rather than a Committee system. This will mean
any member will have access. The formal adoption of this proposal will take place on 27th April.
2. Kingfisher Farm - there are lots of on-going concerns and the police are aware.
39Grant Application Committee
Cllr Nigel Currie reported that everything is now in place regarding the new car park. The
land transfer just needs to be signed and completed. The Clerk to chase up Anna Chapman for
written confirmation that the Section 106 Money can be used for the purpose of the new car park.
Also the Clerk to request that the contractor Tidey and Webb re-send the estimate addressed to
Itchingfield Parish Council. Aformal letter should then be sent to the Barns Green Playing Field
and Village Hall Trust. Action
The Village Hall project, the Barns Green Sports and Social Club project and the Playground
project arestill progressing.
40Signing of Land Transfer Documents
1. It was proposed by Cllr Matt Treasure-Jones that the Chairman signs the two documents
regarding the land transfers and this be witnessed by the Clerk. The first one transferring
part of the Jubilee Field land from Itchingfield Parish Council to the Barns Green Playing
Field and Village Hall Trust. The second one to transfer land from Berkeley Homes to
Itchingfield Parish Council as part of the ancient woodland. Seconded by Cllr Dawn
Armstrong and agreed unanimously. The documents to be signed at a Parish Council Meeting
sometime in the future in the presence of the Clerk and Parish Councillors.
41Accounts for Payment
There weresixpayments.
One cheque was drawn out of meeting £438.00 to Gillian Gadd & Co Solicitors in respect of the
legal costs to transfer at MarlandsPark. The following cheques were then raised.
£22.00 to Orange HomeUK in respect of the Internet Service for March 2016.
£82.50 to Barns Green Village Hall Committee in respect of the Public Planning Consultation
Meeting on the 6th February, theIPCNPSG Meetingon the 22nd February and the Parish Council
meeting on 29th February 2016. £30.55 to HDC in respect of the emptying of the dog bin from
1st April to 30th June 2016. £24.58 to Staples in respect of stationery. £790.54 to the Clerk
consisting of£708.61salary for March and £81.93expenses.

43Police Matters/Highways/Emergency Planning/Litter
Police Matters - nothingto report
Highways- It was reported that the ditch near to MunthamHouseSchool requires clearing. The
Clerk to write to the Headteacher Mr. Richard Boyle. Action
Emergency Planning - Nothing to report.
Litter Warden - nothing to report..
44Parish Council Website
1. The new website is almost ready to go live. We are just waiting for the provider to sort
out the 'running banner 'and a few other bits and then it should be ready. The Clerk to chase
up. Action
