Administration of Justice(Report Due: October 15, 2010)
Program Description (source: Faculty)Students desiring careers in administration of justice may elect a program of study designed for upper division transfer, or one which is oriented toward job entry with employment at a local, State, or Federal Law Enforcement Agency.
Students intending to transfer to a four-year college should consult that college for specific requirements. Students planning to pursue a career in administration of justice after graduation should include more specialization and emphasis in these courses. There are certain minimum physical and good moral character requirements for peace officers. Students may obtain more specific information about those requirements from the department staff. Students who are transferring to College of the Desert from another college must take at least six units of administration of justice courses at College of the Desert, in addition to regular required courses to be eligible for graduation.
Certification and approval of the administration of justice curriculum has been received from the California State Commission on Peace Officer Standards and Training (POST).
AJ-61 is the first of three modular courses designed to meet the state mandated training requirements of the Basic Peace Officer Training Modular Program. This initial course satisfies Peace Officer Standards and Taining (POST) certification requirements for Level III Reserve Police Officer. There are a total of 168 hours required in this 7 unit class.
AJ-62 is the second of three modular courses designed to meet the state mandated training requirements of the Basic Peace Officer Training Modular Program. This middle course satisfies Peace Officer Standards and Training (POST) certification requirements for Level II Reserve Police Officer. There are a total of 268 hours required in this 12 unit class.
AJ-63 is the third and final modular course designed to meet the state mandated training requirements of the Basic Peace Officer Training Modular Program. This final course satisfies Peace Officer Standards and Training (POST) certification requirements for Level I Reserve Police Officer as well as full-time peace officer status. There are a total of 492 hours required in this 16 1/2 unit class.

· Currently there are 51 students enrolled in Module III, 32 students in Module II and 20 in Module I. Basic Peace Officer Training students come from throughout the Coachella Valley and surrounding communities. They are of diverse racial backgrounds with the vast majority being working Hispanic males, age 18-24, with high school diplomas. Roughly 15-20% of students are female. Al l three modular classes are in high demand among students. Attrition rates are consistently highest in the Module III Course due to new students unfamiliarity with stringent disciplinary and testing requirements.

Upon completing a certificate or associates degree, students in the CTE PROGRAM will be able to:
· Transfer to a higher level learning institution.
· Fulfill the requirements for an entry- level position in their field.
· Apply critical thinking skills to execute daily duties in their area of employment.
· Apply critical thinking skills to research, evaluate, analyze and synthesize information.
· Demonstrate the skills and aptitude necessary to pass certification exams in their field.
· Exhibit effective written, oral communication and interpersonal skills.
Program Accomplishments (source: Faculty)
With the exception of one full time faculty position instituted in 2009 to head the Administration of Justice non-peace officer curriculum, the POST certified Basic Peace Officer Training modular course program is taught by adjunct faculty who are either full-time or retired law enforcement professionals who meet or exceed all COD educational and POST instructional requirements. Since it’s inception in 2001 this program has directly served the reserve and full-time peace officer hiring needs of surrounding law enforcement agencies including Banning, Desert Hot Springs, Palm Springs, Catherdral City, Indio and Blythe Police Departments and the Riverside Sheriff’s Department. Additionally, many graduates have pursued successful careers in private security as well as in related fields of safety and service to local communities.
Program Challenges (source: Faculty working with Dean)
The Public Safety Academy Director is currently the only full time employee dedicated to the POST Basic Peace Officer Training Modular Course Program and the Fire Technology and Emergency Medical Technician Programs.This posses many challenges in terms of handling the day to day clerical, confidential and instructional requirements dictated by POST, the State Fire Marshall and COD. Secure data entry for POST course revisions, instructor certification updates, instructor scheduling, POST testing, classroom scheduling, filing, ordering supplies, processing correspondence, evaluations, etc. are just a few of these responsibilities. Al though COD Module II and III courses are fully certified by POST, the final, most rigorous and resource intensive Module I couse is currently presented by the Riverside Sheriff’s Department, who holds the required POST certification for this course. This arrangement posses administrative, instructional staffing, financial expenditure and logistical concerns for COD that affect overall program control and course delivery consistency. Although currently the Riverside Sheriff is absorbing most of the operational costs of this program, we have been advised that in the future COD will be charged the full amount for Module I operating costs which could easily exceed $80,000 per Module I course offering. To address this situation, COD will be pursuing it’s own Module I POST certification over the next two years with the firm belief that all three course modules can be conducted for less than what the Sheriff will charge for Module I.To ahieve this full academy Module I certification status, and to meet the many clerical, confidential and instructional support requirements this will also entail it is paramount that a permanent part time (19 ½ hour per week) Instructional Support Assisstant be hired.

The Basic Peace Officer Training Modular Courses must meet certification requirements from the California Peace Officer Standards and Training (POST). COD is fully certified by POST to present Modules III and II. Module I is currently presented by the Riverside Sheriff’s Department who holds a Module I certification from POST.

Narrative Interpretation (source: Faculty)
The student success rate has continued to increase overall from 80% in 06-07 to 83% in 09-10, while the student success rate has remained relatively stable at a respectable 92% since 06-07. FTES has continued to show gains as has the number of sectons offered. Generally speaking the Administration of Justice Program is one of the most popular and successful at COD and the Basic Peace Officer Training Program is an integral part of this success.

1) List of all facilities (Please indicate if any of these were added last year): The new Public Safety Academy facility opened it’s doors in May 2009 as part of Bond Measure B.
2) Assessment of adequacy of current facilities: Facilities are state of the art including multi-media access, mat rooms, weight training and exercise room, physical agility training area, and five classrooms.
