Minutes of Board Meeting

Directors present: Rick Spansail, Kurt Wendelyn, Scott Daniels, Christine Rivers. Absent: Greg Gillis-Smith

2. Introduction of Guests Ann Campbell, Chuck Roudebush, Janet and Tom Crabtree,

Matt Goldsmith, Fritz Shellabarger and Gladie Shellabarger

3. President’s CommentsRick Spansail statedthe transfer of records had been delayed as the records were removed from the district, they are still being reviewed by Kurt Wendelyn. Christine Rivers and Greg Gillis-Smith terms run to December 2015. Rick Spansail, Kurt Wendelyn and Scott Daniels terms run to December 2017.

6. Bills and Communications :

Outstanding bills:

CPA Hebebrand - $1985.00 for annual audit of 16 checks (Vouchers) issued by TulareCounty during FY 2012-2013. (TulareCounty collects all revenue and pays all bills for the AV-SC CSD.)

Walter Clark Insurance -$3181.91 for Liability Insurance, in addition to a payment of $1325.00 previously paid forDirector’s Liability Insurance.

Kurt Wendelyn discovered the policy had “Exclusion” for “snow and ice removal”. Kurt has had conversations regarding the “Exclusion” with agents at Walter Clark Insurance. They do not have an explanation for past policies, but assured Kurt the present policy will not have exclusions. Kurt noted, it is fortunate no claims had been made against the past policies.

A. Tulare County Roads Department Meeting. Rick Spansail and Kurt Wendelyn metwith supervisors of Tulare County Roads Department Oct 30, 2013 in Porterville and Nov. 4, 2013 at Sequoia Crest.

D. Proposal by Matt/Geoff Goldsmith

Matt Goldsmith presented a proposal to provide snow removal in Upper Alpine for $2,400 a year.

B. Revision of By-laws

Discussion of Rosenberg’s Rules of Order, recommended by LAFCO. Discussion of future meeting dates to accommodate property owners. Suggestions/helpful comments made by Janet Crabtree and Ann Campbell. The present By-Laws require changes be discussed at two consecutive meetings. The following motions will be on the agenda of the next regular meeting.

1. To adopt Rosenberg’s Rules of Order for conducting meetings.

2. To hold the annual required Public Meeting/Hearing allowing for protests/questions of the fees, to be Saturday of Memorial Day weekend 10 AM.

3. To hold at least 4 meetings a year, including meeting dates on the Saturday of the Memorial Day weekend, following the Public Meeting/Hearing at 10 AMand the Saturday of Labor Day weekend at 10 AM.
