Transition Arrangements

This qualification has been reviewed and replaced by the New Zealand Certificate in Dairy Processing (Level 4) with strands in Cheese Making, Cream Products, Milk Powder, Milk Protein, Milk Treatment, and Milk Collection [Ref: 2563].

The last date for entry into programmesleading to the qualification is 31 December 2017.

Purpose

This qualification is designed for experienced dairy industry operations personnel who are consolidating technical and specialised operational skills and knowledge of key products and processes which may be related to specialist functions in food safety, environment, bio-security, emergency response, and occupational safety and health.

The Compulsory section of the qualification covers the skills and knowledge, relevant to all areas of dairy manufacturing, related to implementing occupational safety and health principles and procedures, and implementing a quality system for a work area.

The Technical Operations Elective enables candidates to select standards from various domains, encompassing a range of technical skills related to health, safety, and quality areas of dairy manufacturing, that complement job roles. These include domains such as DairyTechnology, Dairy Quality and Process Improvement, and Dairy Workplace Health and Safety among others.

The Specialised Operations Elective enables candidates to select standards from a broader range of domains providing opportunities to acquire more specialised operational skills from related areas. This elective set includes domains such as Quality Management, Workplace Fire and Emergency Response, and all the domains under the Driving subfield.

The Advanced Product Safety Optional Strand enables candidates who have specialist roles in the food safety area to increase their knowledge and skills by selecting higher level standards from the Dairy Product Safety and Risk Management domain to fit with their job roles.

The qualification follows on from the National Certificate in Dairy Manufacturing (Process Skills) (Level3) with strands in Processing, and Supply Chain, and with optional strands in Performance Improvement, and Product Safety [Ref:1043] and could lead on to the National Certificate in Dairy Manufacturing (Technology) (Level 4) [Ref: 0001].

Replacement Information

This qualification replaced the National Certificate in Dairy Manufacturing (Workplace Safety) (Level3) [Ref:0740].

Requirements for Award of Qualification

Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Changes to structure and content

  • Title has been amended.
  • Credit total has been increased from 40 to 44.
  • Electives A and B have been renamed to the Technical Operations Elective and the Specialised Operations Elective respectively.
  • Standard 19986 has been added to the Compulsory section.
  • Additional standards and domains have been added to the elective sets.
  • Standard 20005, and the following domains, were removed from the qualification: Core Health, Non Specialist Security Functions, Public Sector ComplianceManagement,Security Staff Services, and Safety Legislation for Energy and Chemical Plant.
  • An optional strand in Advanced Product Safety has been added.

People currently working towards version 1 of the qualification may either complete its requirements or transfer their results to version 2 of this qualification.

It is not intended that anyone is disadvantaged by this review, and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to the standard setting body at the address below.

Previous versions of the qualification

Version 1 was issued to replace the National Certificate in Dairy Manufacturing (Workplace Safety) (Level3) [Ref:0740]. There were substantial differences between the new and replaced qualification. Differences included: the qualification structure consists of a compulsory unit standard (19989) and two elective sections – Elective A and Elective B (as opposed to Elective 1 and Elective 2); standards specified in the replaced qualification were not included in this qualification, but some may be used to satisfy the requirements of the elective sections; the Dairy Workplace Health and Safety domain (from Elective 1 of the replaced qualification) was included in Elective A; the Occupational Health and Safety Practice, Non Specialist Security Functions,and Security Staff Services domains (from Elective 2 of the replaced qualification) were included in Elective B.

This certificate will display the logos of NZQA, the New Zealand Industry Training Organisation and the organisation that has been granted consent to assess against standards that meet the requirements of the qualification (accredited).

Quality Management Systems
Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality Assurance Body before they can register credits from assessment against standards. Accredited providers and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards. Accreditation requirements and the moderation system are outlined in the associated Accreditation and Moderation Action Plan (AMAP) for each standard.
