Assignment Title: “Empanelment of State, District and Block level trainers under OLM”.
- The Government of India has availed a credit from International Development Association (IDA), towards the National Rural Livelihoods Project which aims to support the National Rural Livelihoods Mission under the Ministry of Rural Development, Government of India; and intends to apply part of the loan proceeds to make payments under the contract for the above services:
2. Background.
Odisha Livelihoods Mission (OLM) is a registered society working under Panchayati Raj Dept. of Govt. of Odisha for enhancing the socio-economic condition of the rural poor through promotion of sustainable livelihoods. This society is implementing the centrally sponsored DeenDayalUpadhyaya- National Rural Livelihoods Mission [NRLM]. Objective of the programme is to strengthen community based institutions like SHGs and their federations for promotion of sustainable rural livelihoods.
In order to provide training to the Community Cadres, different community level institutions and the project staff, OLM needs Resource Persons at state, district and block level on different thematic areas. It will enlist resource persons in different thematic areas and empanel their services as and when required.
3. Objectives:
In order to build up the capacity of the community by upgrading their knowledge and skill base, OLM has designed different training and awareness programs on relevant thematic areas which will help the community to manage their institutions effectively and also to carry out different livelihoods activities successfully. It is the responsibility of the staffwho are operating at different levels to ensure capacity building of these community level institutions. Project staff with their multiple roles in project execution, are not alone sufficient to meet the capacity building requirements of all types of CBOs and its cadres. Hence, it requires developing a systematic capacity building mechanism to cater to all kinds of capacity needs of the project. One of the options is to enlist Resource Pool at different levels like State, District and block and utilize their services as and when required.
4. Scope/ Deliverables:
- Interact with the concerned Project Officials of OLM and refer to the Project training plan and other relevant project documents to understand the Project objectives and its approaches & modalities in institution building, community financing and livelihoods promotion so as to deliver need based outcome.
- Study materials like training modules, operational manuals and guidelines, communication materials available with OLM & other similar projects like TRIPTI, Mission Shakti, OTELP, WORLP, OCTMP etc. are to be referred and accordingly suitable methodology and approaches to be adopted for delivering training
- Participate in ToTs organized by the project both inside and outside state as well as district and block level on respective thematic areas.
- Facilitate training sessions for all kinds of stakeholders like project staff, community institutions and community cadres as per the requirement of OLM.
5. Eligibility:
State Level:
- Graduate in any discipline
- At least 10 years of experience as a trainer at state / national level.
- As a trainer must have facilitated training/ToTs in Govt. or externally aided projects or for NGOs of national & international repute.
District Level:
- Graduate in any discipline.
- At least 5 years of experience as a state/district level trainer.
- Must have facilitated training/ToTs in govt./ govt. sponsored projects as a trainer.
Block Level:
- Minimum 7th standard Pass
- At least 3 years of grassroots experience in providing training to different community based organizations.
- Preference will be given to the community cadres (MBKs, CRP-CMs, Bank Mitra, Livelihood CRPs, SHG leaders etc.) of OLM or similar projects.
- Community cadres will be preferred for engagement as Block level trainers.
6. The Odisha Livelihoods Mission (OLM) now invites eligible consultant to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the prescribed format at Annexure-A
7. Period of Contract: The Period of service is initially for one year. It may be extendable further on the exigencies of workand based on the satisfactory performance.

12. Expressions of interest in sealed envelope must be delivered in a written form to the address at SMMU office for State Level trainer and at DMMU office for District & Block level trainers (in person, or by post/courier)latest by 14.07.2016,5 pm.
13. Authority reserves the right to accept or reject any proposal, and to cancel the procurement process and reject all proposals, at any time prior to the award of contract, without assigning any reason thereof.
