FIELD OF DREAMS RFP GUIDELINES & PROJECT CRITERIA
All Field of Dreams proposals will be reviewed and evaluated based upon the following criteria:

1. Project Description / Rationale
- Ensures that children in need have the opportunity to make positive choices in life by providing youth space that supports physical activity, education and life- skill development
- Creates new or innovative ways of expanding and improving new or existing youth space
- Total youth served by project
- Specific purpose of the funds requested
- What volunteer opportunities exist for employee’s of Jays Care Foundation, Toronto Blue Jays and Rogers with the program/project
- Describe how Jays Care Foundation will be recognized
2. Location & Accessibility
- Situation: Where is the location and which neighbourhood will it serve
- Positive Co-location: Is the space situated in close proximity to a partnering agency i.e. youth service provider, aquatic centre, sports club, major shopping centre, recreation centre
- Accessibility: Is the potential site accessible for users by public transit, walking, biking, car et cetera
- Youth Magnets: Is the selected site well situated to local shops, a main road or other recreational facilities
- Impacts: Are there likely impacts to adjoining businesses, residents or other public space user groups from creation of an active youth space in this location
- Consultation: What do young people and parents think about the location
- Visibility: Is the space clearly visible from main roads, local businesses, and residential dwellings
- Amenity: Is there provision of shade, water, bins, seating
3. Demonstration of NeedKey Challenges
Applicants must demonstrate knowledge of key challenges and issues also identified by other key stakeholders. Challenges including but not limited to: funding, low cost service delivery, inclusion of culturally diverse and marginalized groups/individuals, transportation and access to spaces, programmed activities and events, safety, education, awareness of information, disenchanted youth et cetera.
- Must encourage youth that are not currently using existing youth space to do so
- Provide a range of opportunities appropriate to children and youth of both sexes to participate in regular physical activity
4. Youth Engagement
The youth space criteria, recognizes and values young people as integral components to activating these spaces and, as such, will require their involvement in aspects which include:
- Planning
- Design
- Implementation
- Management.
Being active will not be defined as solely participating in traditionally defined sporting activities. Instead, the scope will be expanded to include other activities which may involve components of physical activity such as sports and/or creative/cultural activities, recreation and arts.
5. Partnerships
The criteria for youth space will require partnerships with stakeholders for the provision of active and community recreation, infrastructure and events. These partnerships may include youth service providers and managers of publicly and privately owned spaces. The development of partnerships to create youth spaces will also support the notion of community engagement and give other stakeholders the opportunity to directly provide support to young people. The primary goal of partnerships is to work with community stakeholders in order to identify priorities at the local neighbourhood level. Other partnerships mayinclude:

6. Effective Management: Demonstration of Plan & Project Timeline, Funding Sources, Management Team
Plan & Timeline
Provide 5 point implementation plan (actions, goals, strategy, evaluation and outcome). Provide measurable objectives that are achievable within a specific time frame.

Funding Sources
Provide funding information which demonstrates appropriate mechanisms are in place to support implementation of project. Identify organizations or individuals that will be providing additional sources of funding. Demonstrate an effective, efficient and feasible project budget, based upon realistic costs and written cost estimates. Sources of funding for the entire budget need to be identified and confirmed. Consider options such as matching funds that equal or exceed the amount requested, donations in-kind such as materials, labour and other miscellaneous items for the project.

Management Team
The applicant must demonstrate solid leadership. The management team must incorporate a youth engagement model whereby, young people’s involvement in management is essential to ensuring the project strategy remains relevant and meets the needs of young people. The management team must be able to facilitate opportunities for young people to be involved in various aspects of design and implementation. Must demonstrate how young people are able to gain skills and a sense of ownership/empowerment, which in turn should directly feed into the provision of better active youth spaces.
Programming Capacity
The applicant must demonstrate the ability to make existing youth space setting inclusive, engaging, diverse and exciting. Must ensure that children in need have the opportunity to make positive choices in life by providing programs that support physical activity, education and life-skill development.
7.Financial Statement & Supporting Materials Checklist
Provide a copy of the organization’s Audited Financial Statements.
Provide a complete listing of Board of Directors with respective titles and contact information.
Provide a current Annual Report, if available.
Provide a copy of the T3010A Registered Charity Information Return from Canada Revenue Agency.
Provide 3 (three) recommendation/support letters from other organizations and or individuals you are currently working with or have worked with in the past. This may include one or two parents whose children have participated in your programs.
