FIFTH HOUSE DISTRICT
Fifth. All of Grayson County; all of the Cities of Bristol and Galax; part of Smyth County comprised of the Adwolfe (701), Chilhowie (301), Konnarock (703), Royal Oak West (602), Seven Mile Ford (201), and St. Clair (302) Precincts; and part of Washington County comprised of the Clinchburg (201), Damascus (502), Glade Spring (401), Green Cove (504), Hayter's Gap (203), High Point (701), John Battle (703), Meadowview (402), Rhea Valley (501), and Watauga (301) Precincts.
Precincts shall be interpreted to refer to those in existence on April 1, 2011, and as reported by the United States Bureau of the Census in the 2010 Census reports provided pursuant to United States Public Law 94-171, notwithstanding subsequent changes made by localities.
The following descriptions are provided for information purposes only pursuant to § 30-264 of the Code of Virginia. The provisions of § 24.2-304.03 of the Code of Virginia, including the statistical report referenced in and on file with the Clerk of the House of Delegates, shall be controlling in any legal determination of the district boundary.
A. Part of Smyth County west and south of a line described as follows:
- Beginning at the point where Sugar Grove Highway (State Highway 16) crosses the Smyth County--Grayson County boundary:
- northeast on Sugar Grove Highway to Comers Creek Road (State Route 650)
- northwest and then north on Comers Creek Road to its intersection with South Fork Road (Forest Highways 10 and 11/State Route 670)
- northwest on a line approximately 1.8 miles to the top of Rich Mountain at a lookout tower, following the eastern boundary of census blocks 511730306002099, 511730306002104, 511730306002111, and 511730306002039 respectively
- southwest along the Rich Mountain ridge line, following the northern boundary of census block 511730306002039, approximately 1.15 miles to a point
- north .94 miles on a line, following the eastern boundary of census block 511730306002039, to the headwaters of an unnamed stream
- north on said stream, continuing to follow the eastern boundary of census block 511730306002039, to Scratch Gravel Road (State Route 658) at a point approximately 250 feet west of the intersection of Kennedy Lane with Scratch Gravel Road
- west on Scratch Gravel Road to Willow Springs Road (State Route 707)
- north on Willow Springs Road to Laurel Springs Road (State Route 707 continued)
- north on Laurel Springs Road to Lee Highway (United States Highway 11)
- northwest crossing Lee Highway on an extension of Laurel Springs Road to the Norfolk Southern Railway
- northeast on the Norfolk Southern Railway to Old Ebenezer Road (State Route 659)
- north, then west, and then north on Old Ebenezer Road to Wassum Valley Road (State Route 645)
- northeast on Wassum Valley Road to Murray Road (State Route 664)
- northeast on Murray Road to Walker Creek Road (State Route 617)
- east on Walker Creek Road to a point approximately 335 feet east of the point where Walker Creek crosses said road
- northeast on a line, following the northwest boundary of census block 511730301004089, to a property line identified in local ordinances as the boundary of Hungry Mother State Park
- counterclockwise north, west, and then northwest on said boundary to a point at the top of Walker Mountain, said point being the northwest corner of the park boundary and the northeast corner of census block 511730301004013
- southwest on the Walker Mountain ridge line to State Highway 107
- southwest on a line along the top of Walter Mountain, following the northern boundary of census block 511730301004064, to the Smyth County-Washington County boundary at a point approximately 1.16 miles northwest of the point where Plum Creek Road intersects the county boundary, the ending point.
B. Part of Washington County lying south and east of a line described as follows:
- Beginning on the Washington County—City of Bristol boundary and its intersection with Beaver Creek:
- north on Beaver Creek to the Norfolk Southern Railway
- northeast on the Norfolk Southern Railway to a vehicular trail that links the western track of the Railway to Wyndale Road at a point .19 miles southwest of the Wyndale Road/Spring Valley Road intersection
- northwest 48 feet on the vehicular trail to Wyndale Road (State Route 848)
- northeast on Wyndale Road to Spring Valley Road (State Route 662)
- northwest .29 miles on Spring Valley Road to a power line
- northeast on the power line 2.14 miles to an unnamed road (western boundary of census block 511910104022031)
- southeast on the unnamed road to Wyndale Road
