Section 18 Project Manager
Status / Full Time Employment for 6 Week Period then Part Time Employment (24 Hours per week)Fixed Term- 12 Months

Salary Range / $80,000-$90,000 pa pro-rata plus superannuation

Key Responsibilities Overview / The Section 18 Project Manager will be responsible for the development of the Section 18 model and reporting the progress to the Chief Executive Officer. They will also supervise two case managers throughout the course of the pilot program.
ORGANISATIONAL CONTEXT
The Bendigo & District Aboriginal Cooperative (BDAC) is an ACCO (Aboriginal Community Controlled Organisation) registered as a member under the Umbrella of VACCHO (Victorian Aboriginal Community Controlled Health Organisation) and represented nationally through NACCHO (National Aboriginal Community Controlled Health Organisation).
BDAC was founded to represent and provide services to the Dja Dja Wurrung community (Jaara people) and Aboriginal residents living in the Dja Dja Wurrung Boundaries. BDAC has a responsibility to ensure growth of services, development of our Aboriginal community, better and improved health outcomes for our people, improved quality of life and be a lead agency in providing employment and career pathways for Aboriginal people.
LOCAL WORK ENVIRONMENT
Bendigo and District Aboriginal Co-operative’s (BDAC) Family and Community Services Team provides a range of specialist services for clients based primarily in the Dja Dja Wurrung community, including intense family Support, Family Violence, Placement and Support, Kinship Support, Aboriginal Family Led Decision making Program (AFLDM), Housing supports, Leaving Care Program, Pre-school assistance and Local Justice Services.

KEY POSITION RESPONSIBILITIES
Primary Responsibilities
/- Support and develop case managers to ensure best practice case management
- Development of the Section 18 program including policies, procedures and guidelines in consultation with the appropriate management and stakeholders
- Support the case managers to develop appropriate strategies for clients based on an individual’s needs assessment
- Lead and collaborate with existing services to ensure that referrals are responded to in a way that acknowledges the unique needs of each referral and situation by matching resources to referral information.
- Audit and review all client files (written and electronic) to ensure accuracy and compliance.
- Participate in community days/focus groups to promote pilot
- Development of promotional materials and information
- Ensure effective ongoing liaison with partner agencies, key stakeholders, services and personnel
- Participate on relevant interagency working committees
- Promote S18 Regional Pilot and BDAC to relevant external agencies and key stakeholders
- Be available for external consultation regarding S18 Regional Pilot and BDAC services
- Meet regularly with Anglicare and DHHS to assist in the development and implementation of initiatives that improve outcomes for Aboriginal people
Administration and Compliance /
- Ensure that you participate in team meetings, staff meetings and other community activities as requested
- Ensure that your client records are maintained with all relevant up to date information including client case notes and plan reviews, and participate in client file audit processes as requested
- Ensure that you adhere to legislative requirements & new reforms.
- Report to monthly operational panel on outcomes of the program
- Ensure that you report any risks identified immediately to your Line Manager
- Participate within the team to ensure performance against expectations including performance management and staff development, in accordance with BDAC’s policies and procedures.
- Ensure that all staff are provided with and operate in a safe environment in accordance with BDAC’S O H & S policies and procedures
- Participate in Continuous Quality Improvement (CQI) activities
KEY SELECTION CRITERIA
Required Education, Experience, and Competencies
1) Ability to interpret and apply authorities and delegations pursuant to the Children’s, Youth and Families Act 2005
2) Knowledge of development, implementing and evaluating projects including policies, procedures and guidelines.
3)Establishing and maintaining effective high level working relationships with all key stakeholders both internal and external.
4)Knowledge and understanding of Aboriginal Culture and the ACCHO environment
5)Implement, monitor and evaluate intervention strategies for clients.
6) Assess and endorse case plans and monitor effective case management
7) Evidence of advanced report writing skills
Education, Training and/or Competencies
1) Formal Qualification in Social Work or equivalent
2) Demonstrated experience in Project Management
PROBIDITY AND CONDITIONS OF EMPLOYMENT
- Must pass Criminal Police Records Check.
- Must pass Working with children’s check
- Must hold current Victorian drivers Licence
