Scope / Responsible for the operational management and supporting the Citizens in Policing Strategy Delivery Plan for the Special Constabulary.
Conduct strategic reviews of business areas within the Special Constabulary, as agreed with Chief Officers and Heads of Department. Advise COT and other senior managers on strategic matters relating to the Special Constabulary.
Providing leadership and direction to the Senior ranks within the Special Constabulary, ensuring support is provided in the delivery of the Operational Policing Model.

Working Patterns
Minimum of 20 hours per month.
Expenses
This is a voluntary position but out of pocket expenses will be paid including mileage.

Requirement to undertake refresher training as and when required
The post holder will be required to have a flexible approach to working hours and by the very nature of the role will necessitate considerable evening and weekend working. There will be a need to travel countywide and regionally.
Need to attend external meetings/conferences/work shops as required

Requirement to undertake operational policing duties as instructed / required
Responsible for the operational management of Norfolk Special Constabulary, supporting the implementation the Citizens in Policing Strategy and Delivery Plan with specific focus on the Special Constabulary.

Main Responsibilities : / ·  Responsible for the operational management of Norfolk Special Constabulary supporting the implementation of the Citizens in Policing Strategy and Delivery Plan with specific focus on the Special Constabulary.
·  Ensure that a consistent approach is being taken across all Command areas in respect of leadership, development (of individuals and the organisation) best practice and integrity of personnel performance management issues.
·  Develop and create the necessary environment within Norfolk Police to cater for the requirement to substantially increase the operational impact of the Special Constabulary on service delivery across the force.
·  Develop and maintain productive working relationships with the Chief Officer Team , Heads of Department and Commanders, providing them with timely advice/reports/recommendations appertaining to the Special Constabulary's performance and increasing contribution to Norfolk Policing plans and objectives.
·  Represent Norfolk Police at regional and national levels in relation to Special Constabulary issues including the Association of Special Constabulary Chief Officers. Maintain engagement with the College of Policing, ACPO, The Police Federation, The Superintendents Associations and together with implementing appropriate resulting action with Norfolk Police.
·  Promote Equality, Diversity and Human Rights throughout the Policing Family.
·  Undertake such other reasonable duties/tasks which may be required from time to time.
·  Assisting HR in the design and development of Special Constable Recruitment Campaigns in line with the requirements of the Police and Crime Plan.
·  To manage and co-ordinate monthly meetings with key stakeholders ensuring performance objectives and targets are met.
·  To ensure the Special Constabulary are rewarded through the appropriate reward schemes such as long service, NOSCAs and Lord Ferrars
·  Promote the Code of Ethics amongst the Special Constabulary
Essential Skills, Experience and Qualifications : / ·  Serving Special Constable who has successfully completed their probation or experienced and professional senior manager with evidence of leading and motivating teams.
·  Ability to effectively deal with stakeholders at all levels of the organisation.
·  Negotiating and influencing skills.
