V.Sécurity Levels

The Security Plan is broken down into four separate phases, characterized by the overall situation, security levels and a number of potential indicators that should assist decision-making when moving from one phase to the next. We are dealing withtrends. Each phase consists of specific security arrangements forresponding to identified risks. The decision to move from one level to another can only be taken by the CoM and/orthe Logistics Coordinator, and validated by the desk at Headquarters.

When a specific event occurs, the situation can develop very fast and we therefore may have to change the security level very quickly.

A.Level1: Overall situation calmwith permanent security risk

Security level 1 corresponds to a calm situation not requiring the setting up of any special security measures.

The decision to evacuate can be taken by:

  • The CoM following agreement by Desk (Desk/DO on call on Canal Urgence)
