1. This Specific Procurement Notice follows the General Procurement Notice for this program that appeared in the Development Business No.: AfDB608-09/14 of 16th September, 2014.
2. The Government of the Republic of Malawi through Ministry of Agriculture, Irrigation and Water Development received financing from the African Development Bank Group towards the cost of the Sustainable Rural Water and Sanitation Infrastructure for Improved Health and Livelihood project (SRWSIHL) and intends to apply part of the proceeds of those funds to cover the eligible payments under the contract for Construction and Rehabilitation of Hewe, Mlowe, Ntchenachena, Ng’onga and Mhuju Gravity Fed Piped Water in Rumphi District and Dwambadzi Gravity Fed Piped Water in Nkhotakota District.
3. Bidding will be conducted through International Competitive Bidding (ICB) procedures for works in accordance and is open to all eligible Bidders as defined in the ADB’s Rules and Procedure for the Procurement of Goods and Works.
4. The Expected works under this assignment shall involve construction and rehabilitation works of the intake, the treatment works, the transmission and distribution network, service reservoirs and water points.
5. The Procuring Entity shall hold a pre-bid conference in Lilongwe at the City Centre in Tikwere House, Conference Room, Floor No. 2 on 10th July, 2017 from 14.00 pm and conduct Site Visits from 11th July, 2017 at Dwambazi Gravity Fed Systems in Nkhotakota District and Hewe, Mlowe, Ntchenachena, Ng’onga and Mhuju Gravity Fed Piped Water in Rumphi District. All site visits shall be starting at 10.00 am.
6. The Government of Malawi now invites sealed bids from prospective bidders for the following works:

7. The Instruction to Bidders and General Conditions of Contract contained in the bidding documents comply with the Bank’s Standard Bidding Documents for the Procurement of Works. A complete set of Bidding Documents in English may be purchased by interested bidders at the address below in 10(b) and upon payment of a non-refundable fee of MK50, 000.00 or its equivalent in a freely convertible currency. The method of payment will be cash or bank certified cheque at the Sustainable Rural Water and Sanitation Infrastructure for Improved Health and Livelihoods project (SRWSIHL) from 08.00 to 12.00 noon and 13.00 to 16.00 hours local time (Monday to Friday, except national public holidays and weekends).
8. Bids shall be valid for a bid period of One Hundred Twenty (120) days after bid opening and must be accompanied by a bid security from a Commercial Bank of MK50 Million for Lot 1 and MK25 Million for Lot 2 or its equivalent in a freely convertible currency. Bids must be delivered to the address shown at 10 (c) and deposited in a box marked ‘Tender Box’ on or before 2nd August, 2017at 10.00 hours local time.
9. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address 11 (d) below at 10:00 hours Local Time on 2nd August, 2017.
10. Bidders MUST be registered with the National Construction Industry Council in the following Civil Engineering Categories: (i) Lot 1-Unlimited Category (ii) Lot 2- 1 Billion Category
