MEETING OBJECTIVES & PURPOSE:

·  Main objective of this meeting is to review and coordinate current road maintenance activities, review current harvest plans, update users on road upgrades and to review/discuss and communicate potential road related safety concerns.

·  To address maintenance issues for the Prince George area roads that are used by multiple users with contractor representatives, independent trucking representatives, maintenance contractors and Company Road Maintenance Supervisors.

·  Planning of seasonal road maintenance requirements on shared roads.

·  Regular review of maintenance standards and whether standards are being met.

·  Compile and review road incidents, hazards and safety concerns.

·  Ensure information regarding road maintenance is being communicated to the right people.

·  Develop actions and make recommendations to address/correct road maintenance issues and communicate these actions to all users.

OLD ACTIONS:

  1. Sept. 2010 Done: New signs were put up once again at 533 on the Boot and 129

on the Carrier.

  1. Aug. 15, 2010 Done: With the side road being finished and a yield sign put up there is no

longer a problem at the 254 junction on the 200 road.

  1. Jan. 2010 Pending: Normandeau has sent an email to Walter Dagenais MOFR engineering,

in Fort St. James requesting that they change their signs to odd

instead of even in order to match the PG District signs on the

Boot 500 going to 129 km on the Carrier. No reply has been

received as yet.

NEW ACTIONS:

1.  Sept. 8, 2010 Done: Rud installed the frequency sign at 316 ½ km and 307 km, and brushed

out the sign at 310 ½ km.

2.  Sept. 2010 Pending: The suggestion of putting speed limits in the calling procedures will

be referred to the PGFRMG. There will not be any changes until the

annual review of procedures in the spring.

3.  Sept. 8, 2010 Done: The truck hauling without a VIN plate was a Wansa truck and the

Issue has been dealt with.

Safety Concerns:

Lakeland Mills/Winton Global – Stauble

Stauble passed on an email from Marsolais concerning a sign change at the Muskeg/600 Road junction.

This was an unauthorized change.

Action: Rud will put a stop sign on the Muskeg and Stauble will respond to Marsolais letting

them know what is being done.

Stauble reported a Lobar truck going off the road on the 600 Road at 642 km. The driver was not hurt but the truck was towed to town. There is a bit of a corner but it is not a problem. The cause has not yet been identified. Canfor will do an incident investigation.

Canfor – Normandeau

The hazard alert regarding traffic speeding around graders was discussed.

The issue can be resolved without signs by making sure there is radio communication regarding the grader location and slowing down to 30 km/hr. max and being prepared to stop. The grader operators should not be taking any direct action but should report problems to the road marshall.

Normandeau explained the decision to rescind the hazard alert re: the bridge at 212 km on the Polar 200.

The concrete deck at 211 crossing the Crooked will now be done in April 2011 at the same time as the 212 ½ bridge. This will avoid operations holdups. Rud will fix the 211 with installation of new running strips for the winter.

Rud Enterprises – Rud

No concerns noted.

Dunkley – Beauchesne

Beauchesne noted that some hunters currently on Forest Roads are calling incorrectly. Most are good and respond to correction but the odd one is belligerent as happened last Friday. Truckers should be aware that there are a lot of hunters currently and some are not following the rules.

Activity will depend on what sells, and BCTS does have sales upcoming. One sale is being developed at the end of the Caine.

Carrier Lumber

Activity on 300 Road on Grizzly at 142 km all winter. Activity in Dunkley area.

Canfor

Polar 200 off Weedon 300 on the 243 km

Pelican

·  Shut down early to Mid December

·  Clear Lake Mill will shut in January sometime

·  Very little wood left in Nechako-Westlake

-any blocks will go to Isle Pierre or Quesnel

Caine at 21 km

·  LTN has 18,000 m3 on the road

·  Brushing going on now with grading to follow

Government Creek Area

·  Active until mid November

Dunkley

Operations will be:

Polar 200 road back end 88,000 m3 35 loads/day

5900 Road at 31 km 105,000 m3 up to 40 loads/day

300 Road at 46 km 60,000 m3

100 Road at 113 km 95,000 m3

Canfor also has operations on the Polar 200

Clusko 32 loads/day

Stones Creek 38 loads/day

Warmac 18 loads/day

There are also other operators at the back who may have 30 to 35 loads/day.

There could be up to 200 loads per day on the Polar. Nevison noted that the road has handled

that level of traffic in the past. Beauchesne suggested this be documented.

700 Road

Caine

Bowron (300)

Action: All members will provide the detailed forecast scheduler to Einfeldt by Friday October 15, 2010.

Einfeldt will collate the material on the scheduler to identify heavy traffic areas.

Action: A Prince George Road Users Committee meeting will be held on Friday, October 22, 2010

at 8:00 am. This will deal with reconciliation date for the summer 2010 period, reviewing

the traffic scheduler, and discussing the finances.
