Organisational Context / Aurukun Shire Council is an Indigenous community of about 1200 people. Council provides a variety of services to the community that include provision of community police, aged care, child care; operation of airport, postal and bank agencies; construction and maintenance of roads and housing.

Position Scope / This position has significant direct contact with members of the community and Council staff

Job Role & Key Objective/s / This position is responsible for the efficient and effective delivery of all Human Resource Management services to Aurukun Shire Council.
Responsibilities will include recruitment and selection, staff development and training, staff retention and workforce planning, performance and misconduct, grievance management, anti-discrimination and equal opportunity.
The ability to ensure that Council meets all legislative requirements and contemporary best practice in the management of its staff is essential.
Initially, the Human Resources Manager will be required to setup the Human Resources position including framework and relevant documentation management system.
Qualifications, Experience & Personal Attributes / ·  Demonstrated Human Resource Management experience including the setup of a Human Resources framework and strategic plan
·  Demonstrated ability to undertake operational generalist HR duties plus provide strategic advice and guidance to senior management
·  A sound understanding of the training and development including apprenticeships, traineeships, funding and Job Service Agencies
·  A passion for personal development of staff to assist them to reach their full potential and capacity building
·  An ability to understand and interpret legislation and develop and interpret industrial instruments
·  Strong interpersonal and communication skills with ability to negotiate, conflict manage and diffuse volatile situations
·  Ability to work independently and as part of a team to achieve positive outcomes
·  Computer literacy particularly Microsoft Office Suite of programs
·  Demonstrated experience and understanding of Aboriginal and Torres Strait Islander cultures, with ability to communicate effectively and sensitively with Indigenous people and knowledge of Aboriginal culture and customs
·  Capacity to demonstrate a high level of commitment to interact positively in a remote Aboriginal community
·  Understanding of legislation, or ability to acquire legislative knowledge of Aurukun Shire Council Local Laws
Duties & Responsibilities / ·  Develop and maintain to current practice a suite of Human Resource management policies, procedures and guidelines
·  Develop and maintain a suite of position descriptions for all roles in the organisation structure in conjunction with the CEO and Directors
·  Manage all recruitment and selection procedures in accordance with Council’s polices and to best practice standards
·  Develop a workforce plan that identifies Council’s skill requirements and strategies to provide those skills to the Council including a succession plan
·  Develop a training and development plan that will allow all staff to develop their skills in line with Council’s skill requirements
·  Support staff in seeking opportunities for education and training both on the job and through formal training courses
·  Develop a mentoring and coaching program to encourage staff to learn on the job
·  Ability to work with front line employees and assist in developing good working relations
·  Manage all grievance processes to ensure that grievances are dealt with effectively and in accordance with all policies, legal requirements and bet practice
·  Provide advice to the Council, CEO and Directors on the interpretation and implementation of all industrial instruments that regulate council’s workforce
·  Implement and develop strategic solutions to benefit Council operations relating to industrial relations
·  Ability to undertake operational HR duties and strategic level duties at the same time
·  Backfill HR Officer duties when HR Officer not avaible - recruitment, uniform ordering, administration
·  Other duties as required by the Director of Corporate Services
