Request For Information/Presentation: Public, Private Partnerships for Residence Hall Project

Laramie County Community College (LCCC) seeks interest from “public, private partnership (P3) entities” that would be interested in making a presentation to LCCC leaders on how a P3 structure could be used on our Cheyenne, Wyoming campus for a new Residence Hall complex.

LCCC has no history with capital construction developments in the P3 realm, and seeks to gain a more thorough understanding of how P3 developments work within the higher education environment, feasibility within the State of Wyoming, and how this option might be considered for our community college campus.

LCCC’s Cheyenne campus is about 280 acres in size with 27 buildings. We currently have an annualizedstudent headcount of about 4,700 students, although annualized enrollment peaked in 2011/2012 with about 6,300students. Currently, LCCC has two existing residence hall complexes, East & North built in 2005 with capacities of 84 and 100 beds respectively, and a West Hall built in 1990 with a bed capacity of 92. The total current residence hall bed capacity is 276 beds. LCCC views the expansion of its residence hall complex as critical to growing the college’s enrollment, and has identified untapped opportunities to actively recruit for this growth.

In the past year, LCCC underwent a thorough feasibility and architectural planning process for a $28M, 352 bed (largely traditional 2-bed rooms), wet core, Residence Hall expansion project. Tied to this project was a public bond election on November 7, 2017, that if passed would have contributed $8M in general obligation bond revenues to the project, with the remaining $20M in funding coming from the issuance of lease revenue bonds. The November 7th bond election failed.

Based on LCCC’s current financial viability model for a new Residence Hall project, the project is not predictably viable when de-scoped down to a $20M project solely using lease revenue bonds. Therefore, the need to learn about alternative approaches that LCCC could consider in accomplishing this important project are proving necessary. Hence, LCCC’s interest in learning more.

P3 entities are asked to submit a written proposal of interest to make a presentation to LCCC leaders. Written proposals should address the following items:

  • Capability of firm to present an educational and informative session on P3 structures for the higher education environment.
  • Describe why your company is well positioned to help LCCC leaders learn about P3-structured capital construction projects for residential living complexes.
  • Describe your expertise and experience executing capital construction projects within the P3 realm, highlighting projects led, nature of the structure and project outcomes.

Written proposals should not exceed 20 pages in length, and should be submitted electronically to:

An LCCC leadership team will evaluate the submitted written proposals, and identify up to three P3 entities to be invited to campus for presentation to LCCC leaders. Evaluations will be based on meeting the stated items above, along with the demonstrated capability of the entity to deliver a suitable educational presentation for LCCC leaders.

On-site presentations would most likely occur in the late January to mid-February timeframe. On-site presentations by the selected entities are expected to not exceed 1 hour in duration, with one hour reserved for questions. Invitations to the selected entities will be made with the expectation the invited entity will travel to campus at their own expense.

It is anticipated that after evaluating on-site presentations, LCCC may then later decide to issue formal Requests for Proposals for a P3 Residence Hall project.
