Project Background

Limerick Youth Service is recognised as a leading provider of a variety of quality programmes for the young people of Limerick city and county, Limerick Youth Service is a member Youth Service of Youth Work Ireland.

We work in partnership with a number of bodies including DCYA, Solas, Tusla Child & Family Agency, Irish Youth Justice Service, Limerick & Clare Education & Training Board, Limerick City & County Council, West Limerick Resources, Ballyhoura Development, PAUL Partnership, Limerick Regeneration Programme with Limerick City & County Council and a wide range of voluntary and community groups.

Limerick Youth Service works with over 3,000 young people annually. Our aim is to advocate on behalf of all young people whilst empowering and encouraging them to take a leading role in shaping their own futures and that of their communities.

Limerick Youth Service offers a range of specialist projects offering intensive interventions to targeted young people funded through a number of State agencies.In direct response to individual and group needs, Limerick Youth Service provides opportunities for second chance education and training through a Community Training Centre funded by Limerick & Clare ETB.

This training and education intervention provides second chance education to early school leavers who are aged between 16 and 21 years. It is expected that this intervention will prepare learners for further opportunities of employment or further education and training.

Learners are offered an opportunity to participate in training programmes at QQI Level 3, 4 and 5, City and Guilds Level 2 and the Leaving Certificate Applied as well as a real life work environment in the Catering Projects.

The purpose of the evaluation

The purpose of the evaluation is to independently review the current performance of the Community Training Centre through quantitative and qualitative data.

Such data will be measured against the criteria set out by Limerick and Clare Education and Training Board and will determine if Limerick Youth Service CTC is meeting the targets expected. It will also focus on the qualitative aspects to the training and education and the learners experience of attending Limerick Youth Service Community Training Centre.

It is expected that the views of young people, LYS staff, Limerick and Clare Education and Training Board staff, parents and guardians, employers and other key agency staff will be explored to determine

  • If the needs of young people are being met
  • The success of current education and training programmes
  • The needs of employers and industry
  • If current expectations of funders are being achieved
  • Explore current policies on working with early school leavers. In particular the Further Education and Training Strategy 2014-2019
  • To make recommendations for future direction of the Training Centre.

Evaluation Methodology

The evaluation will use a range of methodologies including but not limited to the following

  • Desk Research
  • Surveys / questionnaires
  • Structured / semi structured interviews
  • Data collection and analysis

It is expected that a report on the findings and recommendations will presented to the Board of Limerick Youth Service and Limerick and Clare Education and Training Board.

Timeline

The deadline for receipt of tenders is Friday 27th November 2015, with the award of a contract by the 11th December 2015.

It expected that the evaluation will be carried out in December and January with a final report presented in February 2016.
