II. Approval of Minutes - April 4, 2016

Motion to approve minutes: Laurie Petta /s/ Carmen Salgado. All approved (Laurie Petta, Carmen Salgado, Jessica Taylor, Juanita Estrella, Hope Hamby). There were no “nay” votes or abstentions. The motion carried.

III. New Business

A. Job Link Report (Jessica Taylor)

Newsletter

i. Moving forward, any changes to information wanted?

Job Link is debuting the new newsletter and it will be presented to the WIB today. This is one of the tools used to share partner success stories.

The center part of the newsletter is a WIOA-required performance metrics and the back of the newsletter contains an update from the Youth WIOA program and a unique event. 20% of the Calistoga workforce comes from Santa Rosa. They wanted to work with Job Link to try and bring more people in by providing a shuttle service. The Hospitality Job Fair will be held at Job Link on Wednesday, May 25 from 10:00 a.m. – 1:00 p.m. This newsletter is intended to share the success of the system. The distribution logistics are still being figured out.

Patti Andrews will email her contact information out so partners may get in contact with her regarding anything they would like to add and share out. The newsletters will start quarterly in line with the WIB meetings.

WIOA Update (Workgroups)

i.Update to Changes at Job Link

Starting in July, Job Link is going to start regular job fairs instead of hiring events. Hopefully this can be something that the community starts to count on.Job Link wants to start charging employers in order to generate a marketing budget.

Jessica is continuing to tweak the services at Job Link.The Job Link Resource Center will be remodeled in order to make the best use of the space. There is no date set in place yet. Proposals are being put together and presented to management next week.

ii. WIOA Mandatory Partners Separate Meetings

Job Link is coming close to completion with MOU discussions with core partners.

iii. Requesting a refresh of Staff Development Committee, to Support WIOA Changes

iv. Add Business Services Sub-Committee

Jessica proposed adding a Business Services Sub-Committee from a WIOA perspective. The Steering Committee would have a structural oversight on this sub-committee. Its focus would be on generating more business participation, figuring out how this will drive business success and employer recognition,getting employers to view Job Link as a resource, and coming up with recommendations on what business services means for the system.

Motion to add a Business Services Sub-Committee: Carmen Salgado /s/ Juanita Estrella. All approved (Laurie Petta, Carmen Salgado, Jessica Taylor, Juanita Estrella, Hope Hamby). There were no “nay” votes or abstentions. The motion carried. The initial chair of the subcommittee will be Jessica Taylor.

Staff Development (PeggyParlee)

Staff Development is currently looking at UC Davis to facilitate the workshop. Prep work for the UC Davis facilitator is going to be key. The first facilitated meeting is coming together. There has been great partnership with the committee members. The committee is putting on a training for all Job Link partners so the Navigators can get together and learn about eachother.

Team Workforce (Heather LoBue)

Marketing (Jessica Taylor, Patti Andrews)

Last year, Jessica stepped into the committee to change the direction. In July 2016, Patti will take over. The committee had guest, Yale Abrams, attend a meeting. Hegave an overview of what marketing is. At the end, he illustrated the importance of focus groups and is helping the committee move forward with the next big project: focus groups. Chris Montgomerywas another guest who attended and did some marketing activities with Job Link’s vision.Starting in July 2016, the Committee’s primary focus is going to be on promoting Job Link’s Job Fairs.

V.Membership

With the change of WIA to WIOA, in order to chair a subcommittee you have to be a WIB member. Jessica has presented a couple ideas to the Executive Committee. There has been a suggestion of having someone from the private sector.

VI. Partner Agency Updates/Announcements

  1. Department of Rehabilitation (Carmen Salgado)

The Community Rehabilitation partners are being offered a bonus. DOR has two counselors stationed at the SRJC Career Center. DOR is trying to look at what is going to benefit the student in the long run. DOR is still conducting a lot of outreach to Youth. Orientations are still being held at SAY. Under WIOA, there is a push to attend more IAPs. There are also changes with our computer system. DOR is trying to capture what needs to be recorded under WIOA.

DOR has a Service Coordinator position open. The minimum qualification is a Bachelor’s Degree. The position closes on May 16th. The application can be found on the website: Jobs.ca.gov

  1. Economic Development Board (Al Lerma)

  1. Employment Development Department (Juanita Estrella)

EDD has been focusing on the WIOA changes and working with Job Link. Interviews for the new DVOP positions will be held tomorrow. EDD is working on having these two positions stationed at Job Link. Juanita also picked up a City of Santa Rosa Section 8 waiting list and has some applications.

  1. Experience Works (KayeOverfield)

Kaye has been here for one quarter helping place older adults in jobs and is excited to continue successfully placing job seekers.

  1. Goodwill Industries (Laurie Petta)

May is Mental Health Awareness month. All are invited to a special screening of Crooked Beauty by Ken Paul Rosenthal on Thursday, May 26th from 2:00 p.m. - 4:00 p.m. at the Glaser Center located at 547 Mendocino Ave, Santa Rosa. This eye-opening documentary is a story of a person’s journey from psych ward inpatient to pioneering mental health advocate. Laurie will forward the flyer to Jessica.

  1. Santa Rosa Junior College (Lily-Hunnemeder-Bergfelt)

Lily thanked DOR for their partnership and coming to the JC every other Tuesday and Thursday. Awesome feedback was received from employers who attended the SRJC Career Expo. One employer had five interviews from the Expo and is thinking about hiring two. Graduation will be held on Saturday, May 28th starting at 10:00 a.m. Summer classes will start on June 20th. The summer class schedule is on the website.

  1. SonomaWORKS (Hope Hamby)

The Board of Supervisors just approved having another worksite in Petaluma. This site will be located on the North side of Petaluma and will be comprised of some EA staff, CalWORKS staff, Adult and Aging staff and an on-site manager. This is a work in progress and will be the first of neighborhood services.
