Communication Plan Template

This basic template is utilized by the Communications Sector to develop a communications plan. Project managers are not expected to write communications plans; they are always to be developed and approved by the Communications Sector. However, this template should be utilized as a tool when considering how to communicate information to stakeholders, when developing the communications management component of the Project Plan. Communications plans are not developed for all projects involving the communications team. Often, only questions and answers, media lines or other communications products are necessary.

Communications Objectives
Describe desired communications outcomes. (clear and measurable).
Strategic Considerations
  constraints/challenges/opportunities
  public/media/stakeholder positions/expectations and likely reactions to the project
  linkages to departmental and federal priorities
Messages
Address the anticipated interests/needs of each key target audience.
Communication Activities
  address requirements of the Minister (or representative)
  other levels of government
  media
  other key target audiences
Budget
Specify all anticipated costs and whether these can be covered through existing project budgets or whether additional resources will be required
Evaluation
Indicate how the effectiveness of the communications plan will be measured (i.e., tracking media response, target audience reaction, etc.)
