Whitmer made a motion, seconded by Schrock, to approve the August 7, 2017, Regularly Scheduled Session Meeting Minutes. Roll Call: Ishmael-yes, Schrock-yes, Whitmer-yes. Original file copy was signed by all.
Administrative
The Trustees reviewed the Fiscal Officer’s August 2017 Activity Report. (See attached).
The Trustees approved with their signatures:
· August 31, 2017, Bank Reconciliation/Fund Balances Report - Fiscal Officer Schrock reported that we have no outstanding warrants. Schrock asked if there was money in the checking account to cover the presented checks, to which Fiscal Officer Schrock responded “yes.” Whitmer made a motion, seconded by Schrock, to approve the August 31, 2017, Bank Reconciliation. Roll Call: Ishmael-yes, Schrock-yes, Whitmer-yes
Resolutions:
· Resolution 2017-8-1 (See Resolution Book) – to approve to spend no more than $2,000 to purchase chemicals
· Resolution 2017-8-2 (See Resolution Book) – to approve to spend no more than $5,000 to replace the overhead door
· Resolution 2017-8-3 (See Resolution Book) – to approve to sign contract with Matheson Valley for 1,200 gallons of propane at $1.290 per gallon

Whitmer made a motion, seconded by Schrock, to approve payments to cover payroll and non-payroll obligations. Roll Call: Ishmael-yes, Schrock-yes, Whitmer-yes
The next Madison County Township Association meeting is scheduled for Monday, September 11, 7:30 PM at the Madison County Engineer’s Building.
Action Items Fiscal Officer Schrock reviewed the August Action Items Register.

Health & Safety Schrock reported that September is Child Passenger Safety month. Using the correct car seat or booster seat can be a lifesaver: make sure your child is always buckled in an age- and size-appropriate car seat or booster seat.
· Rear-Facing Car Seat – Birth up to Age 2*
· Forward-Facing Car Seat – Age 2 up to at least age 5*
· Booster Seat – Age 5 up until seat belts fit properly*
· Seat Belt – Once seat belts fit properly without a booster seat.
· Keep children ages 12 and under in the back seat. Never place a rear-facing car seat in front of an active air bag.
*Recommended age ranges for each seat type vary to account for differences in child growth and height/weight limits of car seats and booster seats. Use the car seat or booster seat owner’s manual to check installation and the seat height/weight limits, and proper seat use.
4 out of 5 car seats are installed incorrectly. What first-time (& second-time) parents need to know for a correct installation.
· Selection errors – Make sure that you pick the right car seat for your child and your needs.
· Positioning errors – Once you’ve selected the right car seat, make sure that you position your child correctly in the car seat.

· Installation errors – Make sure to follow the instructions in your manual when installing the car seat, it’s a good idea to have your car seat checked by a certified Child Passenger Safety Technician.
According to Jennifer Michaelson, R.S., Director of Environmental Health, they received notification from the Ohio Department of Health that a pool of mosquitoes, found on the northwest side of London, tested positive for West Nile Virus This discovery is common across Ohio not only this year but since the early 2000s.
The Shekinah Festival and Auction is Saturday, September 9, 2017, at the Shekinah Christian School located at 10040 Lafayette-Plain City Road.
Fire Ishmael shared that the Pleasant Valley Joint Fire District (PVJFD) has lawsuits in the works against Ohio Insurance Services because they switched processes and made claims that were not accurate. The PVJFD has current health insurance coverage through Medical Mutual per court order.
PVJFD Chief Battalion Brent Smith is retiring after ?? years. Smith’s retirement party is scheduled for Friday, September 22, from 11 AM to 2 PM at the Fire House.
Plain City Mayor Darin Lane has concealed carry and requested to carry his gun to the Fire House meetings. Mayor Lane’s request was denied; Plain City Council voted it down.
Zoning Ishmael provided a list of zoning concerns in Canaan Township per the drive around he had with Madison County Prosecuting Attorney Steven Pronai in June.
Roads Schrock reported that we will complete the 5th round of mowing ditches this week. Fiscal Officer Schrock will submit bill to Madison County Engineer for 2017 mowing.
Schrock reported that the tar and chip on Kaufman and Smith Calhoun roads are complete. Schrock plans to meet with Madison County Engineer Bryan Dhume this week on several issues regarding roads. Cracks need filled in on the 4 cul-de-sacs in Canaan Township. Eli Gingerich, Lead Canaan Township Employee, will investigate the work required to fill in the cracks.
Schrock stated that the JD 265 high-speed mower needs repaired. Schrock provided several options regarding the high-speed mower: 1) trade it in; 2) purchase a new Frontier high-speed mower; 3) repair the JD 265 high-speed mower; and 4) repair the gearbox on the JD 265 high-speed mower and look at trading it in at a later date. After much discussion, Schrock made a motion, seconded by Ishmael, to spend no more than $1,500 on parts to repair the JD 265 high-speed mower. Roll Call: Ishmael-yes, Schrock-yes, Whitmer-yes
Eli Gingerich plans to take the International Truck to Gingerich Specialists this week to have them do maintenance on the truck to get it ready for the first snow fall.
Cemetery Whitmer waiting to meet with Madison County Engineer Bryan Dhume to determine where drainage boxes need to be placed at Big Darby Cemetery.
Building Ishmael reported that he has ordered a new overhead door with aluminum construction and stainless steel hardware with Weaver Overhead Doors, Inc. We plan to keep the good panels on the existing overhead door to the wash bay for spare panels for the existing other overhead doors.
We will need a place to store these extra panels. Ishmael suggested that we add a mezzanine, an intermediate floor in the building which would be open to the floor below, in the wash bay area. Schrock, Whitmer, and Gingerich agreed that adding a mezzanine in the wash bay area is a good idea. Ishmael is waiting on a quote to build a mezzanine with stairs leading up to the mezzanine.

Building (Contd.) Fiscal Officer Schrock suggested that we purchase a projector screen for our meeting room. A projector screen would benefit people who rent the building for meetings. It would also be a nice addition to the many amenities we already offer. Fiscal Officer Schrock will research pricing for a new projector screen.
Miscellaneous Ishmael shared that he attended a meeting regarding a Sports Coalition that could involve the Village of Plain City, Jerome Township, Canaan Township, Darby Township, and Monroe Township. The purpose of a Sports Coalition would be to provide a sports youth program for students in the Jonathan Alder School District. Ishmael stated that the idea of a Sports Coalition is in the infancy stages and needs a lot of thought and input from interested parties in the Jonathan Alder School District community.
