MEMBERS REAPPOINTED TO THE SCOTTISH POLICE AUTHORITY BOARD.
The Cabinet Secretary for Justice, Michael Matheson approved the extension of the appointments of five existing members of the Board for a further two years. The appointments of Moi Ali, Graham Houston, David Hume, Lisa Tennant and Iain Whyte, all of whom were appointed for four years in October 2012, expired on 16 October 2018. Each reappointment is for two years and commenced on the 17 October 2016.
Moi Alicontinues to bring to the role a background in justice (she is Scotland’s first Judicial Complaints Reviewer); in regulation (as former Vice President of the world’s largest health care regulator); and in emergency services, she currently sits on the board of the Scottish Ambulance Service.
Graham Houstonis the current Chair of the Scottish Qualifications Authority and a councillor on Stirling Council.
David Humehas over thirty years’ experience in local government.
Lisa Tennanthas worked across the public, private and voluntary sectors and is currently Executive Director of a regional public/private partnership in Ayrshire and sits as a non-Executive Director of NHS Ayrshire and Arran.
Iain Whyte is a member of the City of Edinburgh Council.
The reappointments of each member require a commitment of up to five days per month for which remuneration of £300 per day will be paid.
Moi Ali is currently a board member of the Scottish Ambulance Service, attracting remuneration of £8008 per annum. Graham Houston receives remuneration of £14114 per annum as Chair of the Scottish Qualifications Authority. Lisa Tennant is currently aNon-Executive Director of NHS Ayrshire & Arran, attracting annual remuneration of £8008, as well as a member of the Scottish Land Fund Committee, attracting remuneration of £1200 per annum. Iain Whyte and David Hume do not hold any other public appointments.
Thesereappointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. Moi Ali and David Hume have not undertaken any political activity in the past five years. Graham Houston holds office as a local Councillor, stood as a candidate, held office as Chair of Dunblane SNP and canvassed for SNP. Lisa Tennant has declared making a recordable donation to a political party and Iain Whyte has been elected as a councillor for the Scottish Conservative party. He has acted as a political agent and canvassed on behalf of the party.
