Subject: Request for considering various presently required HR-pertain issues in continuation of above reference letters.
Respected sir,
In connection of above cited reference & subject we earnestly request your Good self & GM (HR) including team of HR/Staff section, that keeping in view the interest of BSNL & individual, following issues are to be assessed & consider as much as possible. We are confident that ultimately all these will further generate more faith amongst all the executives and boost up their moral to work constantly with more devotion and dedication for the cause of our esteem organization. In this connections various Telecom-Finance-Electrical-Civil-PA/PS related core issues pertain to Staff-HR-Admn-Finance-Establishment sections are as under.
(1.Staff) It is worth to mention that in 2012-2013, Various Executives of different wings were transferred in interest of service & got relieved in month of April / May 2013, due to changes & finalization of Officiating policy replaced by L.A. issued by BSNL HQ. Hence amongst these executives who have applied for own cost request transfer completing 2 & more than 2 years on and after 31st March-2015 to 31st May-2015, their own cost request are to be considered and issued as per prevailing practice in the month of March-2015 in anticipation at a once mentioning the date of reliving (i.e. the date of completion of 2 years) to concern SSA Head. Along with this the long pending own cost request transfer in cadre of TDMs/DGMS who have completed 3 years is also requested to be considered.
Excluding this order, as per prevailing regular practice since the issue of Transfer policy, in the month of March, own cost request, interest of service / long stay transfer orders are issued implemented before 31st March to avoid the future complication and regularize the cycle & cut-off.
(2.Staff) It is worth to mention that due to Recruitment of TTAs, Promotion from TTA to JTOs as well as regular SDEs & DEs posted and joined to Gujarat from other Circles, strength of Technical hands has improved. The Executive / Technical skilled staff working status in terms of Working Assets, strength, % shortage, and Revenue after 31ST March -2014 is considerably improved compared to past in all the SSAs of Gujarat due to that.
Thus looking to the past four years trend and comfortable present status of staff position in SSAs, very minimum transfers on long stay / interest of service are carried out After assessment of % of shortage based on Assets/Revenue potential for fulfilling administrative need so as to minimize our future liabilities / expenditure. At the same time all the possibilities are to be explored that executives transferred on long stay should be accommodated in respective zone, to help individuals for overcoming their social & family hardship.
It is also requested to consider Uniform criteria of % of shortage based on Assets / Revenue potential, for the various Executives cadres of various wings such as Telecom, Account & Finance, Electrical, Civil, PAs / PSs.
(3.Staff) The own cost request transfer cases of BSNL recruited JTOs who have completed five years are to be considered as far as possible with some amicable solutions. Apart from that the other cases irrespective of the stay & wait list keeping in view the need of individual as well as BSNL interest, which are possible to consider within provision of vice a versa / mutual or with multiple chain where reliever arrangement are possible should be also considered as much as possible. While carrying out such cases, priority may be given to some categories such as genuine ground / of the nature of spouse working / compassionate or medical / vice a versa etc. to address the need of individual as well as BSNL interest.
(4.Staff) As per need and vacancy position of SSAs the orders of Look After arrangements are to carried out for various cadres of different wings (including Telecom, Electrical, Finance, Civil, PA/PS) considering the options submitted by the individuals which is available at CO as far as possible, keeping in view BSNL as well as individual interest and there by to avoid forceful transfer of unwilling executives to other SSAs increasing future liabilities.
(5.Staff) As per feed back received by us, we feel that it is necessary to review man power in IMPCS, CMTS, RTTC and various establishment of Circle office Ahmedabad and surplus if any may be accommodated in the Same SSAs to full fill the field level requirement of that Concern SSAs.
(6.Staff) Looking to very less quantum of work presently in WTP-wing, we need to pursue with DGM (WTP)-Ahmedabad, that for time being, additional strength of executives including JTOs is to be utilized / diverted to concern SSAs for OFC related work.
(7.Fin-Staff) The cases of Fixation of pay of Officiating JTOs as per FR (22) I a (I) invoking FR35 is should be carried out at the earliest. Further we also request your good self to take up the matter with BSNL HQ for pending cases.
(8.Civil/Ele/Account & Finance) It is requested to consider own cost request transfer and LA orders of Executives of Electrical, civil & Finance wing uniformly according to Telecom executives as mentioned at points (1.staff, 2.Staff, 3.staff, 4.staff).
(9.Staff) The pending cases of antedating are to be taken up with BSNL-HQ, as this is stopping individuals for getting their higher promotion & monitoring benefits, despite it is legitimate right of such eligible executive.
Apart from that as per the assurance given by the then Hon’ble CMD-BSNL during Gujarat visit the issue of Additional recruitment of TTAs may also be once again pursued at BSNL HQ.
(10.Staff / Finance) Change of date of Increment after implementation of 2nd PRC: On implementation of 2 PRC, numbers of cases were reported in which seniors were drawing less pay than juniors due to date of uincrement of junior falling earlier than senior. Instructions are issued on changing the date of Increment of Senior at par with junior, but it is found that it is linked with various other rulings not relevant to the case and cases remain pending. We request your good self to arrange a joint meeting of Admin, finance and if possible of Association to look into it and stream line the matter.
(11.Est) Ensuring revision of pay of Direct recruited JTOs / JAOs of 2007-2008 batches as per BSNL-HQ letter No: 1-29/2010-PAT (BSNL) dtd 03/01/2012. As well as settling cases of Departmental JTOs / JAOs falls under same criteria, by seeking clarification from BSNL-HQ.It is requested to ensure the implementation of above cited instruction in all the SSAs.And at the same time it is also requested to take the matter at BSNL-HQ for the cases of Departmental JTOs / JAOs falls under same criteria.
(12.Est) In view of the BSNL HQ Letter No: 400-61/2004-Pers I (pt-II) dated 18/03/2011 The Executives given E1 to E2 TBP in our Circle Vide Letter No: Staff 13-33/TBP/ under EPP / e1-e2/2010/97 Dated 17/11/2011,may be given benefit of fixation by opting revision of pay as on 01/01/ 2007 OR from the date of the promotion after 01/01/ 2007 OR from the date of next increment in the existing scale i.e. pay is to be fixed in 11875(E2 Old), then fixed as per 2nd pay revision committee recommendations. As well as BSNL HQ clarification for quarry Point 5 & 6 of letter No: 1-11/2009-PAT (BSNL) dated 31/03/2009.
(13.HR/DI) As per BSNL-HQ letter No: 400-61/2004-Pers.I (pt.II) dated 18/03/2013 and 10/10/2011, time bound upgardation of Executives are to be conducted twice in a year.
Hence it is requested to ensure the successful consideration & release of overdue / long pending review (last year drop but this year eligible) of TBP of various stages in respect of executives of Civil, Telecom, Electricle, and Finance.
In this regard main obstructions of finalizing DPCs is non submission of APAR by controlling officers or SSAs, not reviewing of the APAR by concerned competent authority, inaction on appeal of individuals regarding below bench mark entry in APAR, etc. Necessary ways & means with positive interpretation may be worked out to resolve such cases as a part of legitimate right of the beneficiary despite he / she is not guilty, negligent, or at fault.
(14.Staff/Civil/Ele/Finance) Stay particulars and wait list of Executives working in /Civil/Ele/Finance wing is to be maintained in the uniform Proforma as being maintained for various Executives cadres of Telecom.
(15.Staff) Launching & time to time updating information in uniform way in respect of, Status of Gradation / Seniority list related cases received & correction and in line of, NOC for passport/visa, and pay anomaly cases.
