DWI Planning Council Minutes

November 19, 2015

I.  Call to Order: by Dee Swope at approximately 2:05 p.m.

II.  Introduction of Board Members: Members present were: Dee Swope, Acting Lt. Chris LoCoco, Ardena Orosco, Leonardo Ornelas, Maureen Schmittle – proxy, and Holly Mata – new member.

III.  Introduction of DWI Staff: DWI Staff present were Paige Viscarra, Daniel Caywood, Cambri Johnson, Mary Carter and Rhonda Schuh.

A.  Present in the audience were: Sarah Kidd with Esperanza Guidance Services, Adam Prudencio with ADPS, Katie Ashe with National Park Svs and Karin Smith with MADD.

IV.  Determination of Quorum: There was a quorum with 6 board members or their proxy, Quorum was determined by Rhonda Schuh. Members not present, nor represented by a proxy, were Vivian Lueras and Ardena Orosco.

V.  Old Business:

A.  The Minutes for the September 17, 2015 meeting were reviewed. Dee Swope made a motion to accept the minutes, a 2nd motion was made; the motion carried.

VI.  New Business:

A.  Review of September/October Stats:

1.  September/October DWI Stats:

Number of DWI offenders NEEDS Survey’s entered in the ADE Data Base: 36; 23 from Magistrate Court; 13 from District and/or Municipal Court. Number of new DWI Clients: 27. The Average BAC was 0.16. Number of DWI cases through the court is 202. Number of drug screens administered by DWI staff: 23, negative: 14; positive 9. Number of DWI offenders currently being tracked (Active): 336; Number of clients that were closed successfully: 18; unsuccessfully: 3; Deceased 0; Number of Probation Violations issued by DWI Staff: 11; Number of Screenings/Pre Sentence Screenings (drug/alcohol): 23.

2.  September/October Teen Court Stats:

Number of MIP (Minor in Possession) Alcohol 7; Drug 3; Number of Juvenile Traffic cases 14; Number of Juvenile Criminal cases: 19; Number of Teen Court Offenders: Active 90; Number of Teen Court Community Service Hours served: 343; Number of Teen Court Completions: 3; Number of Teens referred back to referral agency: 1; Number of Teen Court outreach prevention activities hosted: 4.

3.  September/October Prevention Stats:

Number of Community outreach prevention activities hosted by DWI Staff: 9; Number of school based DWI/Substance Abuse prevention activities: 3; Number of schools which prevention activities occurred: 2; Number of students who attended prevention activities: 360; Number of adults attending prevention activities; 355.

B.  Introduction of new part time Teen Court person, Mary Carter. Mary told us a little about herself and her places of work. We are glad to have her aboard.

C.  Holly Mata, Maureen Schmittle and Cambri Johnson discussed “Shift +” to the group. “Shift +” is looking at the problem of underage drinking and what could be done about it. They are considering a Social Host Ordinance. It would hold the property owner accountable when underage parties occur on their property.

D.  Holly Mata was voted on to the Planning Council.
