Networld Exchange: Company Overview

Networld Exchange is an Information Technology (IT) company and Federal Government contractor. Networld Exchange released the first version of its core e-commerce solution in 1998. This solution, called WorldCommerce, was used successfully by several commercial companies in the food-service, hospitality and janitorial-sanitation industries for online trading. Networld Exchange enhanced and expanded that first solution into a world-class application called Open Market Corridor (OMC). OMC is used by the Federal Government today. Networld Exchange is also a Prime on the Navy’s SeaPort-e contract, and a GSA Schedule contractor.

Through a Cooperative Research and Development Agreement (CRADA) and with zero up-front funding, Networld Exchange developed OMC as a joint project between Naval Postgraduate School (NPS) and the Department of Interior/National Business Center (DOI/NBC).

Through OMC, Networld Exchange is now engaged with more than 140 Federal Government activities and agencies, including various branches of the US Army, Navy, Marine Corps, Centers for Disease Control, Department of Homeland Security and Department of Justice. OMC has about 1,000 registered vendors, with approximately half of the top 35 Prime Government contractors and an extremely large contingent of small and disadvantaged business enterprises. Large corporate entities currently using this contract include Northrup Grumman, Computer Sciences Corp., SAIC, General Dynamics, Raytheon, Booz-Allen Hamilton, Dell and L-3 Communications. While these large Prime contractors are key OMC participants, approximately 64 percent of the total OMC award revenues go to small businesses.

OMC Contract (NBCH-D-02-0037)

OMC automates an Indefinite Delivery/Indefinite Quantity, Multiple Agency Contract issued by DOI/NBC. This contract vehicle allows any vendor on the Central Contractor Registration (CCR) to access government customers quickly. A registered agency and vendor can complete a transaction in hours. OMC Software Application

Government buyers using OMC obtain the products and services they need quickly while using an e-commerce tool that reduces the burden of paperwork and reporting now required. Buyers have several options for acquisition--solicitations, schedules and direct purchases in an electronic storefront. OMC has electronic modules for Solicitation (RFQ, RFP and RFI), Task Order Management, Storefront, Schedules, Transaction Records, Invoicing, Funding and Payment, Auction, Reverse Auction, and Purchase Card Administration and Tracking.

SeaPort-e Prime Vendor (N00178-05-D-4469)

Networld Exchange is also a Prime vendor on the SeaPort-e contract. SeaPort-e allows the Navy to consolidate its contracting activities, institute consistent acquisition policies, and eliminate duplication of procurement costs. The contract uses performance-based task orders to procure engineering, technical, and programmatic support services with the goal of reducing costs and improving productivity. The Navy estimates a maximum spend of $5.3 billion worth of services per year on this contract, supported by more than 900 Prime contractors. These contractors and their team members compete for individual task orders by submitting offers through the automated SeaPort-e bidding portal.
SeaPort-e is an Indefinite Delivery/Indefinite Quantity (ID/IQ), Multiple Award Contract (MAC). SeaPort-e will be used to procure support services for all phases of weapon systems acquisition and life-cycle support including research & development support, prototyping, acquisition logistics, modeling, test & evaluation trials and engineering support for the Naval Sea Systems Command (NAVSEA), Naval Supply Systems Command (NAVSUP), Naval Air Systems Command (NAVAIR), Space and Naval Warfare Systems Command (SPAWAR), Military Sealift Command, Naval Facilities Engineering Command (NAVFAC), Strategic Systems Programs and the Marine Corps.
