Item: Welcome and Approval of Minutes

Discussion: / Minutes from May 2015 meeting approved. Jeff England Moved, Duane Braegger seconded the motion. Motion approved.

Item: Motor Carrier Division Update – Chad Sheppick – Division Director

Discussion: / ·  Uintah Basin POE – being utilized by UHP. Easier weigh in and protected spot for inspections.
·  Portable LPR/OCR unit undergoing factory acceptance testing at Perry. Will be deployed in Uintah Basin, but can be moved around the state.
·  SB Perry POE rebuild – will be a great facility, Hope to be functional by end of September.
·  Wendover – New inspection facility will begin construction in September.
·  I-70 – Thompson Springs – POE was preplanned with pullouts and a tunnel. We are putting in 240 foot ramp and scale westbound.. UHP will be main user.
·  Tow Truck industry – lots of discussion since our last meeting.

Item: Tow Truck Rule – Chad Sheppick

Discussion: / R909-19 proposed rule was reviewed by change – see handout.
·  Storage was not addressed in rule change in the interest of time in getting a rule in place. We will continue discussions to try and reach concensus.
·  Neil Schultz – 19-11-2 – admin fee calculation – we can discuss at a later time, do not want to hold up rule.
·  Don Ipson – charge Chad with more discussion to try and find consensus on storage before the October meeting.
·  Rand Austin moved to accept and approve R-909-19. Duane Braeggar seconded the motion. Board approved the rule change.

Item: Great Salt Lake Truck Show – Don Ipson

Discussion: / Don congratulated and commended Jeff England on another successful Great Salt Lake Truck Show. Great entertainment for the public and raise funds for a great cause – Kidney Foundation.
Jeff said that the show was maybe the best ever, had almost a hundred participants. They raised $40,000 for the Kidney Camp. They are approaching a million dollars raised over the history of the event. You can go to youtube and search for Great Salt Lake Truck Show.

Item: Safety Outreach to the CMV Industry – Steve Goodrich

Discussion: / A request for ideas on how to reach the CMV drivers and companies to share safety messages with them.
·  Terry Smith – Look at 7 minute videos form JJ Keller to show at safety meetings.
·  Jeff England – social media – facebook. Many drivers use facebook while out on the road to stay up with family friends and industry.
·  XM radio – NASCAR station – many drivers are huge NASCAR fans.
·  Rand – Use UTA seminars for safety directors. Many are begging for safety trining materials. Train them with materials for new employee orientation. Safety training there is often missed by companies. Great opportunity to create a safety culture.
·  Jason Davis – What are demographics of drivers involved in crashes? Work with Scott Jones on data. Maybe we can prioritize high school d red classes by potential risk. i.e. basin schools.
·  Captain Middaugh – Could use daily reminders to get people thinking safety.
·  Ron Butler – What about Qualcomm and other communication devices sending safety messages?
·  Rand – Have drivers come up with safety messages for their fellow drivers.

Results & Implementations: / ·  We will pass these ideas along to Penna Powers and incorporate them into our CMV safety outreach efforts.
·  Steve will send out a schedule of the driver education classes we have booked so far to the board.

ORGANIZATIONAL UPDATES

Item: UHP, Lt. Judd

Discussion: / ·  Trooper Scheers update – 8 days in the hospital, now at home in Parowan. Still looking at months before he can return to duty. IS working hard to be able to return.
·  June – participated in RoadCheck with UDOT
·  July – Part of the Passenger Carrier Strike Force with FMCSA. We worked National Parks, St. George shuttles and airport shuttles.
·  August – Multi-day enforcement in Utah and Summit counties for CMV and passenger interactions.
·  NAIC – Trooper Scott Theobald competed in St. Louis – 13th overall.
·  Fall school bus inspections are continuing for several weeks – over 2000 buses will be inspected.

Item: Utah Trucking Association – Terry Smith

Discussion: / ·  We had great participation with the truck driving championship – 190 drivers. Big thanks to UDOT and UHP. We sent 9 drivers to nationals. We will probably get the nationals back to Salt Lake City in the near future.
·  The Safety Rendevous was held in Idaho in July. Jim Hasler from IRH was named Safety Supervisor of the Year. It will be held in Park City next summer. Hope all of you can attend.
·  TruckPac golf tournament is Sept. 1.
·  Driver Appreciation Week schedule includes Echo POE – 15th, Wendover – 16th, Perry NB and St. George – 17th.
·  September 25 is date for our Safety Awards Banquet at Little America Hotel. You can RSVP on the website.

Item: FMCSA - Bob Kelleher

Discussion: / Lot’s of rule-making news:
·  Sept 30 – Safety Fitness Determination. Currently changes for a carrier only when a CR is completed. This will give a monthly score for each carrier.
·  Jan 20, 2016 – Drug/Alcohol Clearing House – National database with positive results posted. Companies may obtain driver results. Final Rule.
·  Sept 30 , 2015 - Electronic Logging Devices – ELD’s will be mandatory with 2 year implementation. Final Rule.
·  Aug 20, 2015 – Heavy vehicle Speed Limiters – Over 26,000 lb vehicles to have speed limiters at specific rate. Proposed Rule.
·  Oct 15, 2015 – Entry Level Driver Training. Proposed Rule.
·  Financial Responsibility Rule – to increase amount of insurance a carrier needs to have. This is an advanced notice of rulemaking – no schedule yet.
·  We will work with UTA to get the word out as things finalize for these rules.
Passenger Carrier Strike Force with help from UHP and UDOT. Deseret Bus have been placed on a Federal Out-of-Service order – longstanding problematic company – breached agreement with FMCSA.
Cpt Middaugh asked about referring people to a website for help in choosing a bus company. Bob mentioned the SafeBus app for phones and wondered ab9ut outreach to parents, schools and churches.

Discussion: / NHI is offering training for Size and Weight Enforcement Plan and Certification. Last time offered was 7 years ago. There is no fee, just travel cost for the State.
