COMMISSIONER’S PROCEEDINGS

REGULAR SESSION

February 17, 2015

The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, February 17, 2015, at 9:00 a.m. with the following members present: Chairman Leroy Choal, Ryan Huffman, Steve Perry, Adam Ehlers, Kim Halverson and Auditor Pam Michalek.

CALL TO ORDER:

Chairman Choal called the meeting to order with the pledge to the flag.

JUDGE, STATES ATTORNEY & SHERIFF:

Circuit Judge Kathleen F. Trandahl, States Attorney Anita Fuoss and Sheriff Steve Manger met with the Commission to discuss the increased jail expenses for 2014. Judge Trandahl presented a copy of the Court’s Consolidated Statement of Cash Receipts & Disbursements for the 6th Circuit showing the money UJS has collected from July 1, 2012 through June 30, 2013. Judge Trandahl explained how the clientele appearing in court has changed in the last five years, with more drug related arrests indicating drug cartel involvement. The court is trying to speed up the judicial process by using ITV and when possible limiting continuations to one. States Attorney Fuoss and Sheriff Manger reiterated the Judge’s remarks and Sheriff Manger provided information about the synthetic drugs flowing into our county, especially in the middle school. The Commission, Judge, States Attorney and Sheriff would like the county to retain a portion of the drug money and vehicles seized in these drug arrests, as the state retains all at this time. The Commission thanked Judge Trandahl, States Attorney Fuoss and Sheriff Manger for their dedicated service and efforts to maintain a safe and secure environment for the citizens of Lyman County.

Sheriff Manger also informed the Commission that he is going to upgrade rifles and armor plating for his personnel.

HWY/WEED DEPT:

Supt. Long presented two quotes for 2” closed cell foam insulation at the Reliance Shop. Motion by Halverson, seconded by Perry to accept the low quote of $6,600.00 plus excise tax from Cash Fees Construction, with May 15 being the completion date. All voting aye.

Bridge structure #43-244-200 (by Jim Anderson’s) needs repairs that will be completed as soon as possible and culverts on CO RD 22 (by Gary Urban’s) will need to be replaced.

Motion by Huffman, seconded by Ehlers to approve January 2015 reports. All voting aye.

AUDITOR’S ACCOUNT: Cash on hand: $1,341.15; Checks in Treasurer’s possession less than 3 days old: $11,593.33; BankWest Checking: $27,607.15; BankWest Savings: $1,967,930.25; 1st Dakota Bank CD’s: $107,436.42; Dakota Prairie CD’s: $652,358.11 for a total of $2,768,266.41. Of this amount the following entities received: State of SD: $78,705.77; School Districts: $93,396.15; Cities & Towns: $10,477.05; Townships: $7,204.01; SC Water District: $53.02; WR/LJ Water District: $915.54; Vivian Sanitary District: $45.38; Lyman County Ambulance District: $4,107.14 for a total of $194,904.06.

REG. OF DEEDS FEES: $15,392.17 less $154.00 sent to SDACO for the Reg. of Deeds Modernization & Preservation Fund.

BUDGET SUPPLEMENT:

Motion by Perry, seconded by Ehlers to approve a $3,515.91 budget supplement to the Sheriff’s budget. This amount is less the county’s $1,000.00 deductible for comprehensive damage. All voting aye.

JOHNSON & ASSOCIATES:

Health insurance agents Al Johnson & Debbi Ihnen provided two health insurance plans for the Commissions consideration. 1) Lyman County’s current grandfathered plan and 2) BCBS Complete Blue 2500 Silver ACA plan. Motion by Halverson, seconded by Ehlers to accept plan 2) BCBS Complete Blue 2500 Silver ACA plan; increase the County’s current self-funded benefit by $1,000.00 (out of pocked limit increased $1,000.00) and reimburse employees $200.00 for emergency room visits (if not admitted). All voting aye. The new plan will be effective April 1, 2015.
