DESCRIPTION OF ENTITY
- Stichting Mayday Rescue Foundation is a not-for-profit foundation registered and headquartered in Amsterdam with operational offices and projects running throughout Europe and the Middle East. Mayday’s mission is to save lives and strengthen communities in areas of the world that are entering, enduring or emerging from conflict and natural disasters. This is achieved by building partnerships with grassroots emergency response groups at the local, regional and national levels.
- The Batal (Hero) project is part of the international humanitarian effort to provide aid and assistance to those in need throughout Syria. With funding provided by the governments of the United Kingdom, Denmark, Germany, the Netherlands and Japan, Mayday Rescue provides equipment and training in urban search and rescue techniques, medical care and fire and rescue operations to Syria Civil Defence (commonly referred to as the White Helmets). Since the start of hostilities in Syria, the White Helmets have saved the lives of nearly 60,000 people caught in the effects of war.
PURPOSE
- In order to protect the communities that Syria Civil Defence serves, anorganization is invited to offer bids to train SCD trainers in MRE delivery and reporting so they may in turn provide MRE to the communities they serve. The bidder or bidders are expected to be able to provide training to SCD in Idlib, Aleppo, Hama, Latakia, Eastern Ghouta, Daraa, and Quneitra.
- The trainings are expected to take place over the Fall of 2017 and should not exceed 3 days due to the high tempo of operations.
- Providers are kindly requested to notify Mayday Rescue of their intention to bid as soon as possible. Mayday will acknowledge your intention and send updates, information and amendments as required.
- The following dates and times will apply to this RFP.

INTRODUCTION
- Mayday Rescue is a registered foundation in the Netherlands with operational offices in Amsterdam, Dubai (International Humanitarian City), Jordan and Turkey. Funding is provided to Mayday Rescue by the Governments of the United Kingdom, Denmark, Netherlands, Japan and Germany, who on a not-for-profit basis, provide training and support to communities entering, enduring, or emerging from conflict and natural disasters.
- The current conflict in Syria has led to millions of people needing urgent humanitarian assistance. As part of the international response to meet this need, Mayday Rescue provides materials, equipment, training and support to Syria Civil Defence (SCD).
- The purpose of this RFP is to request training services as outlined in Annex 1 to this RFP. All trainings will be used by the Syria Civil Defence to provide MRE for the communities they serve.
QUALIFICATIONS AND EXPERIENCE
- Mayday Rescue seeks a qualified Mine Action organization with experience training MRE partners inside Syria. The team must be able to work in Aleppo countryside, Idlib, Hama, Daraa, Quneitra, and Damascus Countryside.
a)Two trainers in each location.
b)Proven experience providing MRE trainings in Syria.
SCOPE OF WORK
- The project will provide MRE certification training to Syria Civil Defence inAleppo countryside, Idlib, Latakia, Homs, Hama, Daraa, Quneitra, and Damascus Countryside. Bidders are encouraged to work together to be able to cover all areas and form a curriculum that satisfies all areas. The successful bidder will need a good working relationship with the Mine Action community for Syria in order to provide reporting, monitoring and evaluation, and coordination mentorship after the training itself. The bidder will work closely with Syria Civil Defenceto deliver the planned training in time. The scope of work will also require a detailed implementation work plan starting from contract signature to project completion and handover. The workplan must show detailed list of tasks, duration, and allocated resources (labour) per task. Terms of Reference in Annex I outlines this in greater detail.
OUTPUTS AND DELIVERABLES
- Development of 3-day MRE certification course for areas stated below for SCD educators.
- Delivery of 6 trainings of 20 students per training in Idlib, Latakia, Hama, Eastern Ghouta, Deraa, and Quneitra.
- Mentorship for SCD teams during their MRE campaigns after the training to track their reporting skills and progress.
PROPOSAL FORMAT
13. Your proposal is to be submitted as a PDF document and include the following:
a)A covering letter that provides a brief description of your company and your understanding of Mayday Rescue’s requirement.
b)A Technical Proposal which includes:
(1) Your understanding of Mayday Rescue’s requirement.
(2) An outline of how you intend to meet our requirement, the resources you have to do so and the details of any subcontractors, consultants or agencies you will use.
(3) Levels of quality assurance and other safety standards you adhere to.
(4) A resume/curriculum vitae of key personnel who will be involved in the provision of engineering management and consultation. This should include their qualifications, experience and key achievements in their professional field.
(5) Examples of similar projects and those references.
(6) Any discount or advantageous price incentives you wish to offer.
(7) Any other costs and fees you may impose in the provision of services to Mayday Rescue.
INSTRUCTIONS FOR THE SUBMISSION OF BIDS
- Providers are requested to notify Mayday Rescue of their intention to bid as soon as possible. Requests for further information should be submitted to:
- Mayday Rescue reserves the right to select any option that best meets its requirement; and to hold discussions with any and all respondents.
- This document is provided for the exclusive use of your company and shall not be made available to other parties without consent being granted by Mayday Rescue. Both you and Mayday Rescue acknowledge that they may come in contact with non-public information, which is considered confidential or proprietary to the other (including this document). Each party agrees not to use such information for its own benefit or allow it to be released to, or used by others.
- Neither party shall use the name of the other in publicity releases, referrals, advertising, or similar activity without the prior written consent of the other.
- Transport and Shipping. All providers must have export permission or be able to supply locally from inside Syria.
- Technical Specification. Items must meet the technical specifications listed within Annex 1 to this RFP.
- Evaluation.An evaluation committee will be formed by employees of Mayday Rescue and Syria Civil Defence.
- Criteria. Selection for award based on, but not limited to the following criteria:
- Your company information and experience.
- The suitability and depth of your technical expertise
- Referrals that you name in your bid.
- Thoroughness of bid preparation.
- Payment Terms and Currency.
- Delivery timelines.
- Competitive pricing.
- Technical Specification of materials.
- In cases where Mayday Rescue require further information or clarification about your quotation we will notify you of the reason and method of response.
AWARD OF PURCHASE ORDERS
- Inspection. Mayday Rescue and Syria Civil Defence reserve the right to evaluate your work throughout the project.
- Payment Schedule. Providers are requested to propose payment terms within their bid. Mayday Rescue reserves the right to conduct negotiation in order to reach a mutually agreeable payment plan before award of PO takes place.
Provision
- Issuance of this RFP, the preparation and submission of responses by providers and the subsequent receipt and evaluation of responses by Mayday Rescue shall not commit Mayday Rescue to award Purchase Orders to any provider. Furthermore, in no event shall choosing a specific provider for further negotiations be construed to create any legal obligations on the part of Mayday Rescue.
ANNEX I
Terms of Reference
Mine Risk Education (MRE) is an integral part of mine action globally and in Syria. The key elements of MRE include: data collection, community and school based activities; media based works and emergency MRE.
According to international Mine Action Standards, Mine Risk Education is defined as follows:
“The term mine/ERW risk education (MRE) refers to activities that seek to reduce the risk of death and injury from mines and ERW, (including unexploded sub-munitions), by raising awareness and promoting safe behavior. These activities include information exchange with at-risk communities, communication of safety messages to target groups, and support for community risk management and participation in mine action.”1
Syria Civil Defence’s MRE Program ensures that communities are aware of the risks from mines, unexploded and/or abandoned explosive ordnance. They encourage the local population to behave in a safe way in order to avert negative consequences to people and livestock.
By certifying MRE educators we will have a strengthened MRE network in contaminated communities. The 3-day training for 20 participants in each province where SCD operates aims at ensuring minimum standards are followed by all MRE educators; it ensures a concerted approach with a common syllabus.
The training should be conducted by two facilitators with proven experience delivering ToT MRE in Syria.
The target participants will benefit from high quality training to develop their awareness about all roles and importance of MRE in mine action in the workshop sessions. The most attention will be also directed how to tailor MRE requirement among the various groups living at risky areas. As an MRE certified educator they will learn to prepare plans for the field activities taking into consideration the reasons of the high risk behaviour related to the economic, cultural, social and religious factors. They can obtain the best skills on effective communication, information sharing, teaching, and reporting for Monitoring and Evaluation of their MRE work.
Goals:
- Strengthen national ownership in mine risk education by training Syria Civil Defence in delivery and reporting techniques.
- Develop comprehensive understanding of the participants about the role of mine action, particularly mine risk education.
- Improve the MRE knowledge, message dissemination and quality of the organizing field activities through the educating and for the national educators represented various community institutes.
Objectives:
-Conduct MRE Certification Workshop for 20 SCD members in Aleppo, Latakia, Eastern Ghouta, Hama, Idlib, Daraa, and Quneitra.
-Mentor SCD students in reporting and evaluation, pre and post-test, and MRE delivery methods after the initial training. Certify SCD member with previous skills on MRE, who have been contributed great efforts on disseminating safe messages and organizing MRE community based activities in the past.
Expected results:
1. Certified MRE participants will be able to plan MRE field events and organize a MRE session for a defined village target group.
2. Target certified group will follow up community-based mine risk education activities and able to present it to at-risk populations.
Activity:
- Submit 3-day MRE certification training curriculum.
- Work with Mayday and SCD on using current MRE materials.
- Identifying the venue for the trainings with SCD.
- Provide the participants with breakfast, lunch and dinner as well coffee-breaks during the workshop and any other logistics.
- Organize transportation from centre to the workshop location and back if needed for participants.
- Provide other logistics services during the workshop.
Follow-up:
The future certified MRE educators have been already in the roster of the MRE pillar since their involvement and their key partners organizations will promote to their MRE community based activities.
Sustainability:
- Information exchange in Mine Risk Education activities will be facilitated among all agencies involved in the workshop.
- A close collaboration will be improved between all certified MRE educators in districts level.
Monitoring:
Based on the contract, the successful candidate will give SCD pre and post tests. Mayday will ask SCD participants for feedback on the training.
Experience and qualification requirements to applicants:
The interested agencies are expected to meet the following requirements:
- Relevant experience not less than 2 years in MRE trainings;
- Organizational capabilities (technical capacity, with the list of equipment/supplies and human resources with list of staff) to independently carry out the workshop and previous experience on logistical implementation of specific event;
- Adequate competence and experience in Mine Risk Education (certificates and other documentations proving);
- Good network among communities in Mine Risk Education in Syria:
Duration:
The courses will be 3 days long in each location. A timeline may be agreed to during the Fall of 2017 between your organization and SCD.
Reporting:
The contractor is responsible for submitting interim and final reports on work performed (number of students, performance, and plan for follow up mentoring)
- PAYMENT:
Total costs for Services includes expenses for materials, transport, fees for services and etc. in accordance with the submitted budget. Implementing partner is responsible for any tax payments resulting from Contract to be signed between Implementing partner and Mayday Rescue. No cost increases or additional payments will be made to the Implementing partner for any reason whatsoever.
Mayday Rescue will transfer payments to the Implementing Partners’ bank account or through SCD based on the agreement. The rate of exchange should be the official rate applied by Mayday Rescue on the date of the payment. Payments will be transferred in accordance with the agreed terms and schedules. Typically, Mayday provides 50% of the payment up front and the remaining 50% after the work is completed.
