APPOINTMENT OF NEW ASSISTANT GOVERNORS
The Monetary Board, at its meeting held on 15 June, 2010 has promoted four Staff Class Grade IV officers, Mr. Y A de Silva, Dr. W M Hemachandra, Mr. S Lankathilake, Mr. C J P Siriwardena to the post of Assistant Governor with effect from 15 June, 2010. These promotions have been made in line with the succession plan of the Bank to address the emerging challenges of the Central Bank
Mr. Y A de Silva
Former Director of Premises as the Assistant Governor in-charge of Support Services (Security Services and Secretariat).
Mr. Y A de Silva has served the Central Bank for a period of 33 years and has wide experience in the areas of Human Resources Management, Banking, Statistics, Rural Credit, Regional Development, Employees’ Provident Fund and physical infrastructure facilities management. He also serves as a lecturer in Economics at the Institute of Bankers of Sri Lanka since 1989. Prior to this appointment he held the position of Director of Premises Department for a period of over five years.
He holds two Bachelor’s degrees, BA in Economics with honours from the University of Ceylon, Colombo and a B. Phill. in Economics from the University of Ceylon, Colombo. He also possesses an MA from the University of Warwick in U.K. specializing in Quantitative Development Economics.
Dr. W M Hemachandra
Former Director of Policy Review and Monitoring as the Assistant Governor
in-charge of Support Services (Finance and Information Technology).
Dr. W M Hemachandra has served the Central Bank for a period of 29 years and has experience in the areas of Statistics, Economic Research, Public Debt, Staff Training and Policy Review and Monitoring. Prior to this appointment he held the position of Director of Policy Review and Monitoring Department for about two years.
He holds a B.Sc. in Business Administration with 1st Class honours from the University of Ceylon (Vidyodaya Campus), a Diploma in Accounting, MA in Economics from the University of Simon Fraser, Canada and a Ph.D. from the University of Colombo. Dr. Hemachandra has served in many Committees appointed by the Central Bank including Domestic Debt Management Committee, Focus Group on Public Debt Management and Tender Boards of Government Securities.
Dr. Hemachandra is a regular speaker at various forums in different capacities. He has authored many books and articles in reputed journals in the areas of financial and capital market deepening and its implications, public debt and debt securities market in Sri Lanka, terms of external aid to Sri Lanka, government securities settlement & depositary systems and financial sector development.
Mr. S Lankathilake
Former Director of Human Resources as the Assistant Governor in-charge of Support Services (Human Resources Development and Premises).
Mr. S Lankathilake has served the Central Bank for a period of 24 years and has experience in the areas of Training, Economic Research and Human Resources Management. Prior to this appointment he held the position of Director of Human Resources for over two years and Deputy Director and Senior Economist in the Economic Research for more than 13 years.
He holds a B.Com. with 1st Class honours from the University of Peradeniya, M. Phill Degree in Agricultural Economics from the University of Peradeniya, Postgraduate Diploma in Economics and Social Studies from the University of Manchester, U.K. MA in Economics from the University of Manchester, U.K. Mr. Lankathilake has also served as a member of the Board of Directors of Sri Lanka Export Credit Insurance Corporation and several other committees representing the Central Bank of Sri Lanka.
Mr. Lankathilake has authored many articles in reputed international and local journals in the areas of small scale industries, international trade, gem industry and apparel industry. Mr. Lankathilake has been a reputed lecturer in the areas of project management, project appraisal, sick projects and economics at various forums in different capacities.
Mr. C J P Siriwardana
Former Superintendent of Public Debt as the Assistant Governor in-charge of Economic Stability and Agency Functions (Statistics, Public Debt and Exchange Control).
Mr. C J P Siriwardana has served the Central Bank for a period of 24 years and has experience in the areas of Training, Regional Development, Rural Credit, Economic Research and Public Debt. Prior to this appointment he held the position of Superintendent of Public Debt for over two years and Deputy Director and Senior Economist in the Economic Research Department for more than 11 years.
He holds a B.Sc. with honours specialising in Agriculture from the University of Ruhuna, Postgraduate Diploma in Quantitative Development Economics from the University of Warwick and M.Sc. in Quantitative Development Economics also from the University of Warwick U.K.
Mr. Siriwardana is currently serving as a chairperson and member in a number of internal committees and also has represented Central Bank in a variety of committees as a member including the Committee on Study and Monitor Public Debt Sustainability, Working Committee on the Preparation of Blue Print for National Debt Policy, Steering Committee on Macro and Trade Policy Framework, Poverty Reduction and Growth Facility (PRGF) Monitoring Committee, Budget Implementation Committee, Focus Group on Public Debt Management, Core-Group of Taxation of MOF, Government Cash Flow Monitoring and Management Committee of MOF and Director of Kandurata Development Bank.
Mr. Siriwardana has designed a new Sovereign Rating Strategy for Sri Lanka in order to improve country’s rating to an investment grade by 2014, designed a scenario type risk assessment model, coordinated the Sri Lanka’s international sovereign bond issue in 2009, served as a member in international road shows, arranged the Central Bank’s first cross-currency swap deal, organised international investor awareness programme to promote government securities, organised the first “Club Loan” with international Banks, designed a new investment scheme for EPF retirees, issued new annual public debt management publication and has taken part in many similar initiatives.
Mr. Siriwardana has also authored many articles in reputed international and local journals in the fields of economics, finance and capital markets.
