Mayor Rick Olson called the meeting to order April 14, 2014 at 7:00 PM.

Present were City Auditor: Kelli Allen

Aldermen: Jack Cook and Terry Mollendor

Absent was: Alderman: Dean Van Horn and Troy Bohn

Guests: Pat Bohn, Pete Novotny, Jason Lee, Henry Gerving, Dennis Dietz, and Judy Stenberg.

Henry Gerving was present for Tax Equalization part of meeting for discussion and questions.

Mr. Gerving expressed that if anyone believes there is an error on their parcel, please call with questions.

Finding #1: I move that a finding be made that all classifications of property have been reviewed and find them proper as assessed or corrected as noted in the minutes. Jack Cook made motion to accept Finding #1. Terry Mollendor seconded. Motion carried.

Finding #2: I move that a finding be made that we have reviewed all Exemptions and find them proper as presented or corrected as noted in the minutes. Jack Cook made motion to accept Finding #2. Terry Mollendor seconded. Motion carried.

Finding #3: I move that a finding be made that the overall Assessment Roll for City of Sentinel Butte for 2014 has been reviewed and find it proper as assessed or corrected as noted in the minutes. Jack Cook motioned to accept Finding #3. Terry Mollendor seconded. Motion carried.

Motion #1: I move, based on the preceding finding, we declare the Assessment Roll for 2014 for City of Sentinel Butte Equalized. Jack Cook made motion. Terry Mollendor seconded. Motion carried.

Last month’s minutes were read and approved with corrections.

LANDFILL:Nothing new to report.

BUILDING /GROUNDS:Hot water heater to be installed in City Hall. Two faucets will be repaired. Electric completed at City Shop.

STREETS:Need grader to come in and grade roads. Need to fill holes. Will be putting in new signs.

WATER AND SEWER: Nothing new to report.

New City Attorney – Discussion held. Mike Maus recommended Gene Allen. Jack Cook made motion to offer position to Gene Allen. Terry Mollendor seconded. Motion carried.

Roosevelt-Custer grants are only for low income. Will not be able to use for new water meters.

Second and final reading done on Midstate Franchise agreement. Terry Mollendor made motion to accept franchise. Jack Cook seconded. Motion carried.

Discussion held on cost for mowing vacant lots that are not being maintained by homeowners. Will send certified letters to homeowners regarding this matter prior to having them maintained by City. Jack Cook motioned to set a resolution to charge $100 per occurrence to maintain property. Terry Mollendor seconded. Motion carried.

Discussion held on dilapidated property. Notice will be sent to owners regarding clean up.

Discussion held on survey of all lots. Approximate cost $12,000-$14,000. Jack Cook motioned to accept bid up to $14,000. Terry Mollendor seconded. Motion carried.

Discussion held regarding Ambulance Services requesting donations from local areas. Terry Mollendor motioned to donate $500. Jack Cook seconded. Motion carried.

Bills were presented for payment.

Terry Mollendor motioned to pay this month’s bills. Jack Cook seconded. Motion carried.
