Child Care Assistance Program (CCAP)
Information for Workers
The goal of the CCAP is to provide access to quality child care that enables parents to work, attend education or training programs and to participate in work programs required for K-TAP recipients. Subsidized child care is also available for child protection/prevention services and low income working families.
Types of child care
Eligible families may choose child care from three (3) following types of child care:
Licensed;
Certified; or
Registered.
Licensed and certified child care providers are regulated by the Office of the Inspector General, Division of Regulated Child Care. Eligibility Requirements
Resident of Kentucky;
Child is a U.S. Citizen or qualified legal alien;
Child is underthirteen (13) years of age;an exception forthirteen (13) to nineteen (19)
years of age if child has a special need, court order, or protective services;
Must have a need for child care: to maintain employment, support child
protective/prevention services, or participate in Kentucky Works activities.
Income Eligibility
Applicants for child care must have gross incomeat or below 150% of the federal poverty level to be eligible. Active cases must have gross income at or below 165% of the federal poverty level. Income guidelines do not apply to cases approved by Protection and Permanency.

DCC-85 Approval for Child Care Assistance
DCC85’s are loaded into the automated child care eligibility system (KICCS) by the CCAP service agent staff in your area. The Family Support or Protection and Permanency worker determines eligibility and approves the family for child care assistance.
Child Care eligibility is established by the DCC-85Approval for Child Care Assistance; however payments cannot be authorized until the client chooses a child care provider signs and returns the DCC-94 Child Care Service Agreement and Certificate.
The DCC-85 Approval for Child Care Assistanceshould provide all the requested information contained in the shaded areas of the form so the approval can be processed as quickly and accurately as possible. The DCC-85 Approval for Child Care Assistancewill serve as verification of the information listed.
DCBS clients are required to provide proof of immunization for their children who are care for by registered child care providers. They are required to sign and return the DCC-91A Client Fact Sheet generated by the service agent staff. Failure to return either of these items will result in discontinuance of child care assistance.
Child care providers who charge an enrollment fee will be paid by the Division of Child Care if the client is a K-TAP recipient. Enrollment fees are not paid for approvals from Protection and Permanency or income eligible child care clients approved by the service agent.
DCC85’s should be sent to the local CCAP service agent in your area. Changes impacting child care should be recorded on the DCC-87Change Report for Child Care Assistance form and sent to the same CCAP service agents. CCAP service agents in your area can be located at
DCC85’s are only appropriate for K-TAP and CPS cases. All other DCBS clients are referred to the CCAP service agents on a DCC-86 Referral for Low Income Child Care Assistance form to file an application. The service agent determines eligibility using low income guidelines.
Kinship Care
Kinship Care recipients are not eligible for DCC-85Approval for Child Care Assistanceapprovals but may apply for low income child care assistance through the CCAP service agent in their area. The DCC-86 Referral for Low Income Child Care Assistance form is used to refer these families to the service agent.
Co-pays
Co-pays are determined by the amount of countable income in the household. A co-pay chart is located on the intranet at
Protection/Permanency approvals may have the co-pay waived by the worker if the co-pay would be an extreme hardship to the family. Workers waive the co-pay on a case-by-case basis and with supervisory approval. Co-pays are not waived for Family Support approvals or for low income child care approvals.
The Division of Child Care has contracted with child care resource and referral agencies and service agents across the state to provide services. Resource and referral agencies serve families, providers and community based groups by identifying child care resources, providing referrals to families seeking child care,providing technical assistance to new and existing providers and groups in the areas ofprofessional development training, resource development, consumer education and advocacy. Service agent staffperform tasks related to the Child Care Assistance Program such as:accepting and processing income eligible applications, advising families of their rights, responsibilities and available resources for child care, processing registered provider applications, advising providers of program policies and procedures, re-determining eligibility, processing changes, processing and issuing payments.
