CRICKHOWELL TOWN COUNCIL
The following is the report of the Planning Meeting that was held on Tuesday 16th September 2014 in the Crickhowell Resource & Information Centre, Crickhowell, commencing at 7pm.
PC Andy Pole, Neighbourhood Policing Update
Cllr Games opened the meeting and welcomed PC Andy Pole asking him to commence his update. PC Pole began with some crime statistics for February to August and reported that there were 11 Crimes recorded in that period specifically for Crickhowell, this figure is down 2 on the same period last year and 3 of those crimes were burglaries. PC Pole then went on to explain that the Policing Priority for Crickhowell was Bull Pit meadow and ran from the 1st May to the 31st August with lots of patrols and a visible police presence in the area, he said that there were 2 incidents of under-age drinking, one at the beginning of the period when Year 11 students had finished school and again on the 31st August, on both occasions the children involved were from Crickhowell and alcohol was confiscated. PC Pole is working closely with the school and the school Year in question. PC Pole reported that when the grass was allowed to grow in the Bull Pit meadow there was less of a problem with people congregating and suggested that next year the grass be allowed to grow and that paths are for dog walkers and anglers, which is also environmentally friendly. PC Pole reported problems with traffic around the Green Man festival on the Thursday and Monday with delays caused by traffic entering and leaving the site and said they will be working with the festival to try and avoid the gridlock in the future. The police have been monitoring the inconsiderate parking at Bellfountain Road with periods of education followed up by fixed penalties being given. Finally PC Pole reported that they are on Twitter and are using this to pass messages out as quickly as possible and also tweeting daily messages. PC Pole then answered several messages from Councillors and informed Council that the Police Station is not closing in Crickhowell, they will be keeping an office base here but not necessarily in the Police Station and will be gaining an extra officer over the coming months.
PC Pole then left the meeting at 7.21pm where Cllr Games opened the planning meeting proper.

2398 Planning Application 14/10984/FUL
Cllr Jeremiah said that after looking at this planning application last month she had noticed that the water course seemed to have changed. Cllr Jackson said that this was changed a while back but he didn’t know whether permission had been sought. Following a brief discussion Cllr Jeremiah proposed writing to Natural Resources Wales to find out if permission had been given for the alterations, this was seconded by Cllr Dietz For 10, Abstentions 2.

14/11147/FUL Proposed New Dwelling and integral garage at Dwyrain Clwyd, Brecon Road, Crickhowell, Powys, NP8 1SE.
Cllr's G Jackson and P Williams had looked at this application, Cllr P Williams reported no problems with the application but said that there was the need for some attention to retain the stability of the stream bank together with the removal of debris capable of blocking the culvert. Cllr Williams then proposed that Council have no adverse comments but asked that the aforementioned measures be taken, this was seconded by Cllr Jackson and unanimously agreed.
14/11190/FUL Conversion of a former Presbyterian church into a residential dwelling
Dan Y Castell, Castle Road, Crickhowell, Powys, NP8 1AP.
Cllr's G Jackson and P Williams had also looked at this application, Cllr P Williams reported that one of the neighbours had no objections and said that he would like to see it being used. Councillors discussed the parking requirements and noted that PCC had suggested refusal of the applications due to the number of bedrooms ratio not meeting the parking requirement rules. Cllr Dykes then proposed that Council do not agree with the planning application as Council understands that it does not meet with the parking space per bedroom regulation, this was seconded by Cllr D Williams, For 9, Abstentions 3.
14/11036/FUL Reconsultation Due to Amendment
Change of use of studio used as a sewing room and drawing office, with double garage to residential dwelling.
The Studio, Upper House Farm, Crickhowell, Powys, NP8 1BZ.
Cllr's D Williams and S Roach had looked at this application last month and for continuity Cllr D Williams had looked into the reconsultation due to amendment of the application, he reported that he had made 3 calls to the BBNPA to find out what the changes were, to be told that there was some subtle changes to the wording of the application therefore no further comments were required from this Council.
14/11237/FUL & Existing Boundary Wall to the South of the site which separates the 14/11238/LBC properties garden from Standard Street is to have an opening to be formed to allow for access off the main road into the car parking area, which is to serve Upper house and also Tools for Self Reliance.

Cllr's S Roach and P Williams had looked at this application, Cllr P Williams reported that they had spoken to Richard Webb as Webbs have a storage warehouse opposite the entrance to the boundary wall and he had no objections to the application and supported the proposal for the new entrance. Following a brief discussion Cllr Roach proposed that Council have no adverse comments, this was seconded by Cllr P Williams, For 10, Against 1, Abstentions 1.

MEETING WITH BBNPA OFFICERS

The report of the meeting with BBNPA officers held on the 17th July 2014 to discuss their proposals for a Town Plan, previously circulated, was received, proposed by Cllr Jeremiah, seconded by Cllr D Williams and agreed to be a true record.
