Purpose of Seniors Week 2012 funding / Seniors Week aims to promote positive attitudes towards older people and ageing, encourage older people to lead active lifestyles, and foster inter-generational relationships.
Funding is provided each year to community groups to hold collaborative activities that achieve:
- improved community attitudes towards older people and ageing
- community participation and activity by older people, including those from Indigenous and culturally and linguistically diverse backgrounds
- enhanced community connections and inter-generational relationships.

- Background
In May 2010, the Department of Communities released the Positively Ageless Queensland Seniors Strategy 2010-20. The Strategy focuses on key initiatives that promote positive attitudes towards older people and ageing, encourage older people to lead active lifestyles, and to foster inter-generational relationships. The Seniors Week 2012 funding initiative seeks to compliment the Strategy by promoting and celebrating the valuable contributions of Queensland Seniors.
$125,000 is available across the state to help organisations hold events or conduct special projects during Seniors Week 2012. Applications for grants of between $1000 and $5000 will be considered for Seniors Week events or projects.
The maximum amount that can be granted will be $5000 and is intended to support larger, collaborative events in regional areas.
Seniors Week will be held from Saturday 18 August to Sunday 26 August 2012.Events or projects scheduled during the month of August may also be considered for funding.
Applications for projects or events conducted jointly (submission may involve a number of organisations) are encouraged. Applications are also encouraged for events which involve:
- individuals or communities that would not normally participate in Seniors Week activities
- older people who are at risk of being socially isolated
- older people from Aboriginal or Torres Strait Islander, and multicultural communities.
(* Minimum funding amounts are provided as a preferred guide. Although submissions for amounts under $1000 may be accepted and assessed, they may not be considered a high priority compared to other projects. If your submission is for $300 or less, you are required to provide a response to Selection Criteria One only. Submissions for grants of between $301 and $5000 need to provide a response to all Selection Criteria.).
This paper is a guide for incorporated community organisations who wish to apply for funding to support their Seniors Week 2012 event.
- Purpose
Seniors Week aims to achieve:
- improved community attitudes towards older people and ageing
- community participation and activity by older people, including those from Indigenous and culturally and linguistically diverse backgrounds
- enhanced community connections and inter-generational relationships.
Collaborative or joint projects are preferred.
For Seniors Week 2012, the Department of Communities is providing funding to organisations for activities that meet these aims. Funding is not intended to cover the full cost of an activity.
- Target Group
Seniors Week 2012 aims to engage seniors and the wider community in a range of projects and events.
All people who identify as older members of the community, including Aboriginal and Torres Strait Islander communities, Australian South Sea Islander communities and older people from culturally and linguistically diverse backgrounds, are the target group for Seniors Week 2012 activities.
Events or activities which involve people from different generations and the wider community are encouraged.
- Important Information Regarding Funding
Organisations successful in obtaining funding will be required to:
- enter into a Small Grants Agreement
- comply with the requirements and conditions within the Agreement;
- comply with the Community Services Act 2007, and the prescribed requirements contained in the Community Services Regulation 2008; and

Key information to consider when planning your budget:
- Funds available for Seniors Week 2012 are provided on a one-off basis and there will be no further funding.
- Eligible costs include:
- salary-related costs for staff directly involved in the delivery of the service or the administration and coordination of the service; and
- operating costs directly related to the delivery of the service.
- Ineligible costs include:
- costs other than those listed above unless approved in writing by the Office for Seniors
- catering equipment purchases
- purchase of prizes, gifts or incentives
- events which are solely of a culinary nature (eg: barbeques, morning teas) are limited to an expenditure of not more that 50% of the event budget on food and beverages.
- Output Funding and Reporting
Services or projects funded under this Initiative will not be required to comply with Output Funding and Reporting due to the one-off nature of the funding initiative.
- Selection of Submissions
The Department of Communities will assess all submissions in accordance with the Eligibility and Selection Criteria, and in consideration of local needs and existing service provision. Organisations may be asked to submit further details or provide clarification during the selection process. Recommendations for funding under the Community Services Act 2007 will then be forwarded to the Minister for Community Services and Housing and Minister for Women for consideration.
The Community Services Act 2007 (the Act) sets out how the Department of Communities gives funding and other assistance under the Act to community organisations. The Act establishes an Approved Service Provider (ASP) system that is designed to ensure that services providers are financially and organisationally viable and have the capacity, within resources, to successfully provide services that are consistent with the objects and guiding principles of the Act. This Seniors Week 2012 Funding Initiative is for one-off funding. An organisation applying for one-off funding is not required to be an ASP.

- Eligibility Criteria
Eligibility Criteria
To apply for funds under the Seniors Week 2012 initiative applicants must provide evidence of incorporation. Alternatively if you are an Approved Service Provider (ASP) for the Department of Communities you may provide your ASP details.
NB Local Government Authorities are not required to provide evidence of incorporation.
State run entities such as schools and hospitals are not eligible to receive assistance under the Act. However, under the Education Act 2006 Parents and Citizens Associations are able to apply for assistance.
All organisations must also:
- Have no outstanding financial accountability, service delivery or performance issues for funding previously provided by the Department,
- Hold appropriate insurance (or provide plans to obtain insurance).
The Department may contact you to request a copy of your most recent Audited Financial Statement. If your organisation is currently receiving assistance from the Department, submitted financial and performance reports and consideration of outstanding reports may be taken into account when assessing your submission.
- Selection Criteria
Your submission must address each of the following criteria and provide evidence to support your claims against each criteria in the space provided. Your application may not be considered for funding if you fail to address all criteria adequately.
Note that there are three (3) selection criteria and that equal weighting is assigned to each.
In completing the submission ensure you:
- address each criterion on its own. Do not refer to other sections of the Funding Submission Form;
- address each ‘supporting evidence’ dot point. These are used to assess your submission;
- do not use attachments as part of your responses to selection criteria (letters from Collaborative Partners are accepted). Applicants may quote from other documents or summarise documents within selection criteria responses.
- Keep to the word limits.
Selection Criterion 1 Project/Event description (equal weighting, 300 words max)
Describe the proposed event or project, including the activities to be provided, and how the event or project contributes to:
- promotion of positive community attitudes towards older people and ageing
- encouraging the participation of older people, and
- building community connections between people of different ages, cultures and backgrounds.

Selection Criterion 2 Budget (equal weighting, 200 words max)
Demonstrate how you propose to use the grant to provide the event/project, and demonstrate how the activity provides value for money.
Eligible costs include:
- Salaries, including salary on-costs (eg: workers’ compensation, leave loading, superannuation, payroll tax, long service leave) for staff directly involved in administration and coordination of the funded event. Salaries should be paid in accordance with the applicable industrial award or registered industrial agreement.
- Running expenses (eg: gas, electricity, hire of premises, etc)
- Administrative expenses (eg: postage, stationery, printing, telephone, cleaning, book-keeping/audit fees)
- Insurance expenses
- Travel/transport expenses (eg: fares, vehicle allowances)
- Incidental expenses incurred by volunteers and staff in carrying out their work
- Training expenses, including volunteer training
- Advertising and publicity costs for fostering community awareness and involvement
- Catering costs (should not exceed 50% of total event budget)
- Sessional, tutor or consultants fees
- Performance fees for example, entertainers
- costs other than those listed above unless approved in writing by the Office for Seniors
- catering equipment purchases
- purchase of prizes, gifts or incentives

The minimum funding amount available is $1 000 and the maximum amount available is $5 000 per event or project.

If you are receiving in-kind or other financial assistance, attach a budget outlining this support. Note that grant funds may only be expended on "eligible costs".

Selection Criterion 3 (equal weighting, 200 words max)
Describe how your project will collaborate with other organisations in the area that have agreed to work with the proposed project to meet the aims of the Seniors Week Funding Initiative.
Supporting information may include:
- Letters from the collaborating partner organisations which must detail their contribution to the project/event. Letters of general support are not required.
- Letters should include the name and details of a contact person in the collaborative partner organisation.

Closing date: All submissions must be lodged by 4:00pm on Monday, 14 November 2011.
Late submissions may not be accepted.
Documentation: All submissions must be made by completing a Funding Submission Form and submitting it according to the instructions in the Funding Submission Form. The Funding Submission Form is contained within the Funding Information Package which is available with other related documentation on the Department of Communities web site at or from your local Department of Communities regional office.
