Bechtel Parsons Blue Grass, a joint venture is seeking qualified Offerors to refurbish nineteen (19) rear loading, single, Enhanced On-Site Container(EONC) Trailer assembliesfor the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) at the Blue Grass Army Depot in Richmond, Kentucky.

Scope of Work Summary:

The EONC Trailer refurbishment will provide the off-site facilities, labor, and materials to return EONC trailers to a fully functional and compliant condition meeting or exceeding all applicable state, federal, and Department of Transportation (DOT) regulations. Minimum (non-inclusive) repairs to include i.e.:

  1. Replace all tires.
  2. Replace all hoses.
  3. Replace the wiring harness and connection cable.
  4. Replace the Airbags (axles).
  5. Perform a hydraulic fluid flush.
  6. Fluid shall conform to MIL-H-5606
  7. Replace the quick connect air fittings.
  8. Replace the Hydraulic Controls/Valves.
  9. Drain and flush the air tanks.
  10. Replace the brake linings.
  11. Check out all electrical systems/ repair-replace as required.
  12. Perform all preventative maintenance as required to axles, bearings, etc...
  13. Provide NDE inspection and testing of frame, hitch and hitch pin, and welds.
  14. Perform sandblasting, painting, and relabeling of all of the trailers.
  15. Primer Paint shall conform to MIL-P-53022, Type II
  16. Finish Coat Paint shall conform to MIL-C-46168D, Type II

EONC Trailer Pick-up/Delivery schedule

  1. Initial scope is to refurbish a quantity of six (6) trailers and be inspected and received at the jobsite by October 20th 2015.
  2. Two(2) refurbished trailersare to be inspected and received at the jobsite by June 20th 2016.
  3. The remaining eleven (11) refurbished trailers will not need to be received and inspected back On-site until January 15th 2017.

As a minimum, the supplier shall have past experience in the following:

  • Fabrication and maintenance of EONC and DOT Trailers per codes and regulations.
  • Performing NDE Inspections and Testing.

The supplier shall have the following:

  • Non-destructive examination (NDE) program
  • QA/QC program
  • Certified welders per ASME if welding repairs are required.
