Every year the council has a legal duty to undertake a canvass of households over the autumn and produce a revised Register of Electors by 1 December which lists all the people registered to vote within the district. Electoral Records Officers are employed throughout the district to call on residents who have not returned their household enquiry form, and if necessary, to help them complete the form.
Electoral Records Officers must be available from mid October until the end of November, with the possibility of this being extended to early January. It is expected that most of the work will need to be done during the evenings and weekends. This work can also be done in your spare time, alongside a full-time job.
The role
Electoral Records Officers typically earn in the region of £600 for carrying out this role. This payment is based on visiting 300 properties and a 100% return rate.
You would be expected to revisit properties as many times as required in order to complete as many forms as possible. We would expect Electoral Records Officers to complete a minimum of 90% of their workload. You would also need to plan your workload and organise your time to ensure that all properties are visited.

To be the right person for this role, you will need to:
- Be honest and trustworthy, with a commitment and pride in completing the work.
- Be confident to work alone and without supervision.
- Have good communication skills, be able to communicate clearly and tactfully with
residents in a polite, understandable but persistent manner.
- Be able to follow detailed written instructions and complete written paperwork accurately.
- Be able to adhere to strict guidance regarding handling and storing of personal
data and confidentiality.
- Be physically able to carry out this work, as you will be out moving around different areas of the district for extended periods (canvassing will also involve carrying large amounts of paperwork and the possibility of climbing stairs to properties).
There are numerous canvass areas around the district, and you can apply for more than one round if you wish, but we would ask that the first canvass round is fully completed before we issue the paperwork for the second one.
The canvass is currently scheduled to start in October 2016 and training will take place for this work prior to the canvass starting.

Duties of the Electoral Records Officer
The Electoral Records Officer’s main duties are to:
read and understand the procedure for electoral records officers (given to you at your training session);
familiarise themselves with the council’s codes of conduct on Lone Working, and risk assessment (given to you at your training session);
familiarise themselves with the council’s staff handbook and the disciplinary policy (these can be found at involved);
attend necessary training covering all aspects of your duties;
visit on one or more occasion properties within a designated area to collect / complete household enquiry forms and ensure that they are fully completed;
wear your ID badge at all times whilst visiting properties;
be contactable by mobile telephone whilst visiting properties;
advise electors on how to complete the household enquiry form;
where no contact is made, to leave a calling card. On your last visit to the property, if you still make no contact, leave the household enquiry form and freepost envelope;
attend the electoral services office in person at regular intervals as directed by the electoral registration officers;
adopt an un-officious, non-confrontational approach when making contact with households;
maintain your worksheets, as necessary; and
ensure that that all documentation has been completed fully and authorised by the Electoral & Registration Services Manager / Officer.
You will be working out of normal office hours therefore you must take all reasonable precautions for your own personal safety. Advice on this is provided in the electoral records officer procedures, given to you at your training session.
