14-9.02A. Use for the demolition or rehabilitation of a bridge or building requiring notification to the US EPA, California Air Resources Board, APCD, or AQMD to comply with air quality regulations.

Do not use this SSP for naturally occurring asbestos, which is not part of a structure.

Add to the end of section 14-9.02A:

The US EPA has established the National Emission Standards for Hazardous Air Pollutants (NESHAP). Under the Health & Safety Code § 39658(b)(1), your demolition and rehabilitation activities must comply with 40 CFR 61, Subpart M (National Emission Standard for Asbestos).

Submit a copy of the acknowledgement letter from the Bay Area Air Quality Management District (BAAQMD) as an informational submittal.

Do not start demolition or rehabilitation activities before the date specified in BAAQMD's acknowledgement letter.

14. Use if the asbestos survey report states that no asbestos-containing material was found in the bridge or building to be rehabilitated or demolished.

If you discover unanticipated asbestos-containing material during the demolition or rehabilitation activities, immediately stop work in that area and notify the Engineer. The Department will use other forces to remove and dispose of the material. Do not resume work in the area until authorized.

15. Insert the name of the regulatory agency for Asbestos NESHAP enforcement (e.g., the US EPA Region IX and the California Air Resources Board or the delegated APCD or AQMD in which the project is located).

Notify the ______of a change to your demolition or rehabilitation activities, including a revised work plan or the discovery of unanticipated asbestos-containing materials, within 2 days of the change or discovery.
