Policy Memorandum 009-2015

Date: 1 November 2015

Subject: DIVISION 2 JUNIOR /SENIOR LEADerhip schools

Background: In the past several years the number of Young Marines attending /completing the required leadership schools has been shortcoming and very disappointing. This can be contributed to two major events: 1) Few Division 2 certified School Directors, and 2) poor database management in support of our Young Marines. By increasing the number of Division 2 certified School Directors by placing more emphasis on database management, Division 2 hopes to:

·  Increases a greater percentage of JLS and SLS candidates within Division 2.

·  With five School Directors spread across Division 2, increase the frequency /number of JLS and SLS courses offered within Division 2.

·  Enhance the number of Division 2 JLS and SLS graduates.

Criteria /Policy:

The objective of this policy is to establish the standards, processes and expectations by which Division 2 manages the National Young Marines’ Leadership Schools Program and satisfies the division commander’s training objectives.

This policy is published to increase Young Marine leadership school participation, expand school opportunities across the Division and standardize the entire spectrum of training management and oversight.

Young Marines Leadership Schools Directors execute National’s YM leadership development and training strategies to:

·  Maximize YM leadership education opportunities

·  Ultimately strengthen YM leadership throughout Division 2; and,

·  Standardize course projection and planning requirements that support Division Commander Objectives.

The expected results of this policy are that:

·  Leadership Schools Directors will possess a common understanding of Division training management; forecasting, planning, resourcing; their roles and expectations as Division Training Assets;

·  Certified and current schools directors have the necessary knowledge to effectively exercise their delegated authorities;

·  The schools directors will meet the certification standards established by the National Headquarters ‘Training Director;

Division (Local) JLS and SLS courses are Division 2 assets and all quotas will be shared /distributed across the regiments.

The Division 2 Commander has final approval authority of all class /candidate rosters.

This policy establishes a coherent process to forecast, resource, and manage Young Marines who may be eligible to attend leadership schools approach in managing the ongoing development of the Division’s Young Marines.

This policy reflects the Division Commander’s commitment to ensure the division young marines have the maximum opportunity to train and rank up. It is essential that this policy remains in compliance with and be implemented in conjunction with the National Headquarters Young Marines Standards on YM leadership schools

Consequences of Non-compliance

Only current RALS certified course directors with the Division Commander’s approval, have the authority to direct local JLS and/or SLS courses and will adhere to the current National Headquarters’ approved course curriculum. Uncertified or untrained RALS individuals are not authorized to teach or direct YM leadership schools. Non-compliance of this policy, invalidates the course(s) and no credit will be given.
