  1. The minutes from the Fall District 1 meeting were approved as written.
  1. Treasurers Report:Eddy Smith, Terry Young and Clair Hogg addressed the District 1 Fund. The District 1 financial statement shows a negative balance of $126.24. Glenda Guencher from TLA says that carrying over a negative balance is alright- we will make it up in this year.

The original budget included two donations of $400 each to Tall Texans and Legislative Day. When these donations were approved, members thought the money would come out after the Fall District meeting was paid for and there would be a chance to modify the donation amounts depending on the remaining balance.

However the $800 was taken out at the beginning of the new fiscal year and at that point we had a positive balance. The District 1 meeting ended and expenses were tallied.

Our beginning balance was $219.56. Allotments, fees and income totaled $817.20. Credits totaled $1036.76. Debits included $363 in meeting expenses and $800 in donations. This resulted in a negative balance of $126.24. The officers did not find this out until two weeks before Annual Conference when balance sheets become available.

This is the plan to address the deficit:

  • The FY15-16 District 1 budget will not include donations to either the Leadership Developmentor Legislative Day funds. (Motion made by Eddy Smith, seconded by Karen Hendrick)
  • Keep expenses down for Fall Meeting:
  • Get as much of the food for the District 1 meeting donated as possible.
  • Try to have the meeting space donated.
  • If after the fall meeting, there is money left over we will consider making a donation to the Leadership Development or Legislative Day funds or to District 1 members attending Tall Texans in 2016.

TLA Program Committee/ Denise Milton (Jasper Public Library)
- 2016 TLA Conference will be in Houston. The theme will be Open Libraries-Open
Opportunities. Denise shared a list of program ideas.

Executive Board/ Eddy Smith

-The new Exec Board liaison will contact Kristy Compton about the new officer’s budget
and Annual Assembly. Kristy will be unable to attend Annual Assembly and Kleo
Hidalgo has agreed to preside over the meeting in her place.

- The 3rd General Session on Friday has proved very popular. Tish Hinojosa will be the
speaker.

- The Bylaws Resolution committee will be presenting 12 amendments and resolutions
at Council

- Mary Ann Emerson with TLA is retiring.

- The TSLAC base Budget has been approved
-Two requested increases will be going to a Conference Committee

-The increase in TexShare has been approved by the House but not the Senate.

-The increase in TSLAC staff salaries will also be going to the Conference Committee.
TSLAC is losing staff because of low salaries. Several have gone to work for other state
agencies.

- There will be a Call to Action sent out requesting Library supporters write/
contact/email their representatives and the Conference Committee. This has proved
successful in the past.
- TexQuest (school databases) is in limbo, if there is money allocated for it, it will be
added in Article 1.

- The State Telecommunications Discount Program is going away. ATT pulled out of the
agreement.

New Business:

-Fall meeting will tentatively be held on the weekend of the West Texas Book fair,
September 26th.
