The Ingham County Board of Commissioners has deemed it necessary to sell or otherwise auction surplus County-owned personal property which is of no significant value to County operations.

A. Determination

1. Departments with surplus items to be disposed of shall advise the Purchasing Director that they have such items.

2. The Purchasing Director will periodically dispose of such items through public auction, subject to a list of said items presented to the Controller and the County Services Committee for their respective approvals.

B. Valuation

1. No surplus County-owned personal property shall be offered for sale, auction or other disposition without prior review of the Purchasing Director for estimation of value and certification of non-utility in consultation with department heads, agency directors, etc., as appropriate.

2. The market value for items sold, auctioned or otherwise disposed of shall be presented to the County Services Committee whereupon final approval of the list shall be deemed as authorization to proceed with sale, auction or other disposition.

C. Public Auction

1. Public notice shall be given of any and all auctions to be held for the purpose of selling or otherwise disposing of County-owned surplus personal property.

2. Except for sales to other units of government or to non-profit corporations, the County objective shall be to maximize the net proceeds from the distribution.

3. No member of the Board of Commissioners shall purchase any surplus County-owned personal property.

4. Immediate relatives or business associates of County Commissioners may purchase property from the County only at public auction.

D. Criteria for the direct sale of individual surplus County-owned personal property shall be as follows:

Total Valuation of Surplus Properties as Determined by Purchasing Director / Authorization
Up to $5,000 / County Services Committee
$5,001 to $25,000 / County Services Committee and Finance Committee
Greater than $25,000 / County Services Committee, Finance Committee and Board of Commissioners

E. Unsold Surplus Electronic Equipment

1. All unsold surplus electronic equipment shall be disposed of in an environmentally-sound manner.

2. Recoverable assets and recycling fees shall be determined at the time of removal.

3. Certificates of data deletion, recycling/reuse and destruction documentation shall be provided by vendors providing surplus electronic recycling services to the County.
