Disaster Plan AssistanceAward

Oregon Heritage, a division of the Oregon Parks and Recreation Department (OPRD) will provide a free disaster plan toeligible organizations who maintain publically accessible archives, museums and historic or culturally significant collections. Institutions must be small, at risk from disaster and able to demonstrate dedication to the disaster planning process to win an award.

Criteria for Application

OPRD will grant the award by region on a first-come-first-served basis. For the purposes of this award, OPRD has divided the stateinto seven regions as illustrated in the map below this text. One institution from each region will be selected for an award. To qualifythe proposal must:

  • show that the applying organization is a “small” institution.- For the purposes of this grant a small institution is defined as having one or no full time staff;
  • demonstrate that natural disasters pose a high risk to the applying institution and describe those risks specifically- To demonstrate the potential risks their collections face applicants are encouraged to consult their county’s risk assessment maps or the Oregon Hazard Explorer at;
  • explain the significance of the institution’s collection to national, state or local history;
  • illustrate the organization’s commitment to disaster plan creation by including a list of who within the organization will participate in the planning process. Assigning responsibility to a single individual does not demonstrate a commitment for the purposes of this grant. Applicants are encouraged to assemble a board subcommittee or volunteer working group to assist with the disaster-planning project. Evidence of board involvement in the decision to seek disaster plan support in the form or a letter or other board action is required.
  • describe the institution’s commitment to “activate” the disaster plan once it has been composed and to keep it updated;
  • Be no more than two pages in length

In the event that multiple requests from organizations within a region arrive on the same day ORPD will convene a review committee to assess which of the complete applications best meets the listed criteria.Applications must be submitted no later than May 1.

Organization Responsibilities

For this award, OPRD agrees to:

  • Provide the services of a professional emergency services consultant to assess collections vulnerabilities, to create a disaster plan and training exercises, and provide other consultation related to emergency planning
  • Respond promptly to information requests from the Organization.
  • Provide Institute of Museum and Library Services logo to the Organization.

Awardee organizations will:

  • Assess disaster vulnerabilities and identify priority issues.
  • Use dPlan in Depth or dPlan Lite to create an emergency plan by July 30, 2015. Use of other disaster-planning tools, including multiple procedural plans, requires pre-approval by the Heritage Commission.
  • Ensure that appropriate supervisors, directors, board members, etc., are aware of and actively support the project work.
  • Have a committee work with the consultant to gather and provided information needed.
  • Contact county emergency planner to review draft emergency plan.
  • Use generally accepted best practices, ethics and standards.
  • Provide the Heritage Commission a copy of the completed plan.
  • Conduct at least one preparedness drill or tabletop test of the plan.
  • Submit a final report about creating the plan, training and procedures.
  • Be ineligible for other incentives offered by OPRD as part of the Connecting to Collections Project.
  • Use the Institute of Museum and Library Services logo on publications and publicity related to this project.
