URBAN REGENERATION, EBRINGTON BARRACKS, DERRY
The Department of Finance is currently seeking applications to tender from Contractors for the design and construction of a new iconic foot/cycle bridge over the River Foyle. The bridge is to be of the highest quality, iconic, modern and elegant. The bridge will also accommodate the existing railway line and historic wall on the eastern side and provide a link to the western river quay. It is expected the construction costs of the bridge will be in the region of £10 million. Construction work on the bridge is expected to commence in January 2008 and is expected to take in the region of 21 months to complete.
Applications to tender should be sent to the Department of Finance and Personnel prior to 15:00 on the 10th of September 2007.
The Department of Finance is currently seeking applications to tender from Contractors for the demolition and removal of miscellaneous buildings at Ebrington Barracks, Limavady Road, Waterside, Derry/Londonderry on behalf of Ilex URC Limited. The buildings are currently disused with some containing asbestos based materials. The Contractor shall be licensed to remove the asbestos based materials or employ a licensed asbestos removal contractor to carry out the removal of asbestos prior to demolition. Demolition works are expected to commence in November 2007 and will take in the region of five months to complete. The Contract is expected to be worth in the region of £700,000.
Demolition works are currently being carried out on various conservation sites at abandoned military sites in conjunction with a masterplan for the Ebrington Barracks site on the east bank of the River Foyle. Urban regeneration company Ilex is currently looking for feedback from public consultations for the sites. The masterplan proposes a mixed-use development on Ebrington's 10.52 ha. site to include commercial offices, facilities for the leisure, culture, community and tourism sectors, residential development and retail outlets.
Ilex has now been charged with using vacated army sites in the North West of the province to regenerate local economies. Conservation issues had previously slowed the steady progress of development at the Ebrington site. A total of 14 buildings are being listed by the Environmental and Heritage Service, with a further five buildings of architectural note are being to be retained to assist in redevelopment.
Overlooking the River Foyle, the parade ground is to redeveloped into a piazza with tourism, arts and culture and cafe, bar or restaurant facilities surrounding it. This will result in the creation of the city's largest civic amenity facility. The landmark building on the site is the 1841 Clock Tower, which, through local support, is favorably poised to become a public art gallery. The conservation study for the site has been completed and is the process of being assessed. The technical feasibility study of a proposed new footbridge has been completed.
It is expected work will commence in Spring 2008 on the overall development and will be ongoing over different aspects of the masterplan over the next 10 years. Initial site works and demolition works on some of the conservation areas of the site are currently being undertaken by Contractors, Deane Public Works and TK Brolly Enterprises.
An exact cost for the Ebrington Barracks site redevelopment has yet to be determined. Various design team members have been appointed at this stage.
There are three locations which are under focus for the redevelopment of DerryCity.
