NOTE REGARDING IMPLEMENTATION OF MID DAY MEAL SCHEME FOR
ANNUAL WORK PLAN & BUDGET 2010-11 IN DELHI
(1) INTRODUCTION
Delhi, the capital of the Nation has a length of 51.90 k.m., while its breadth is 48.48 km. It has an area of 1483 km. out of which 685.34 kms. fall in urban areas while 797.66 sq. km.s in rural areas. There are three local administrative agencies namely Municipal Corporation of Delhi, New Delhi Municipal Council, Delhi Cantonment Board. Schools in Delhi fall under the control of Directorate of Education, Municipal Corporation of Delhi, New Delhi Municipal Council and Delhi Cantonment Board.
Per capita income in Delhi as per census 2000-2001 is Rs. 38,864/- which is more than the double of national per capita income. As per the population census 2001, the total population of Delhi was s1.38 crore out of which 75.70 lacs are males while the female population was 62.12 lacs. The density of population is 9294 persons per sq.Km.
The literacy rate in Delhi is 81.82 percent. The literacy rate of males and females is 87.37% and 75% respectively. As per the census 2001 Delhi was ranked at fifth place as far as literacy rate is concerned but as per the study conducted by National University of Public Administration, New Delhi, Delhi is second in the country i.e. next to Kerala. The male & female ratio in Delhi is 821 females for 1000males. The % enrollment of Muslims at Primary and Upper Primary level is 5.4 & 7.36 respectively, which is much above the national average.
(1.1) BRIEF HISTORY
Government of NCT of Delhi decided to provide cooked mid day meal to children studying in all School run/aided by different agencies i.e. Directorate of Education, Municipal of corporation of Delhi, New Delhi Municipal council and Delhi cantonment board Initially the scheme was implemented in 410 schools run/aided Municipal of corporation in the month of July, 2003. Further the scheme was implemented in primary classes of Sarvodaya Schools under Directorate of Education in the month of April, 2004. Directorate of Education, New Delhi Municipal council and Delhi Cantonment Board are also providing the cooked mid day meal in Upper primary classes.
For ensuring the quality of food being served to the children, the agencies have entrusted the work of providing cooked food to approx. 19 lacs children to 27 NGOs/Service Providers. In the case of Municipal Corporation of Delhi Where cooked food is being provided to approx. 10.10 lacs children, the food is being cooked in semi-automated kitchens. In case of New Delhi Municipal council, 22 thousand children are provided Mid Day Meal by two Service Providers. in case of Delhi Govt. 8.38 lacs children are provided Mid Day Meal by 16 Service Providers and in case of Delhi Cantonment Board, three thousand children are being provided Mid Day Meal by one Service Provider.

As per the order of the Hon’ble Supreme Court of India and the guidelines issued by the Min. of HRD, Department of Elementary Education & Literacy, Government of India in respect of National Programme of Nutritional Support to Primary Education, 2006 cooked meal with minimum 450 calories and 12 grams of protein content, is being provided to all children studying in class I-V in all Primary & Govt. aided schools and 700 calories and 20 grams of protein content, is being provided in class VI to VIII. The supply of Mid Day Meal started in upper primary classes w.e.f.29-09-2009 form this session in Directorate of Education.
PROCESS OF PLAN FORMULATION:-
The copy (Format) of Annual Work Plan & Budget 2010-11 received from Ministry of HRD, is sent to other implementing agencies in Delhi state namely Municipal Corporation of Delhi, New Delhi Municipal Council and Delhi Cantonment Board for the preparation of Annual work plan & Budget for the year 2010-11 for their respective schools. After receiving the plan from them the same is compiled by the nodal agency i.e. Directorate of Education. The Annual work plan & Budget is finalized as per instructions and guidelines issued by MHRD on prescribed formats.
2.1 Regularity and wholesomeness of Mid Day Meals served to children; reasons for programme interruption, if any any planning to minimize them.
All the students of Primary & Upper Primary classes of Govt./Aided schools of Delhi were provided MDM throughout the year (2009-10). But in the schools of Directorate of Education MDM in upper Primary classes was provided w.e.f.29/09/2009.
The cooked MDM was provided throughout the year 2009-10 except some incidents of hospitalization of few children in three schools. In view of these incidents the supply of MDM was stopped from 26-11-09 to 07/12/2009 for comprehensive review of the whole situation to minimize such incidents. Necessary instructions were issued to all principals/Head of the schools, Education Officers and Dy. Directors of Education for intense monitoring of supply of MDM in schools & to ensure the quality of food as per norms so that no such incident is happen in future
Numbers of NGOs/Service Providers were also increased from 12 to 16 to decrease the maximum number of children allotted to each NGO/Service Providers. Rescheduling/ re allotment of schools was also done in such a way that distances of allotted schools to them also reduced. This will also help in minimizing such incidents and quality of MDM will improve.
2.2 Food grains management, including adequacy of allocation, timeliness of lifting, transportation and distribution, and suitability of storage at different levels. Challenges faced and plan to overcome them.
Mid Day Meal cards are received from the schools of Directorate of Education on monthly basis. From these, total no. of meals are calculated on the basis of students who have actually consumed Mid Day Meal. After this quantity of food grains are calculated @ 100 grms. per child per day for primary and @ 150 grams per child per day for upper primary classes. In that manner total quantity of food grains is calculated, which is to be lifted NGOs wise and the same quantities of food grains are handed over to NGOs/ Service providers from F.C.I. God owns every month.

Allocation of Food grains to Delhi state is adequate and is being lifted timely by all four implementing agencies and there are no problems in transportation, distribution and storage. It is informed that the supply of Mid Day Meal is out sourced in Delhi State through NGOs/Service Providers and they have their own proper arrangement of storage of food grains.
2.3 System for release of funds provided under cooking costs (Central and State). Please indicate the dates when the fund was released to Directorate / State Authority, District /Block /Gram Panchayat and finally to the Cooking Agency/ School.
After receiving the funds from MHRD under Mid Day Meal scheme for cooking cost, the Finance Department of GNCT Delhi releases the funds to all four implementing agencies as per requirement submitted by nodal agency. Then these funds are released to schools by respective agencies.

2.4 System for procuring cooking ingredients (Pulses, vegetables including leafy ones, salt, condiments, oil and fuel etc.), Commodities, which are centrally purchased and supplied to Schools or locally purchased at School level.
Not applicable for Delhi state since the supply of MDM is outsourced through 27 NGOs/Service Providers. But these NGOs/Service Providers are bound to use commodities/raw material of ISI/FPO/Agmark brand wherever applicable as per MOU/agreement.
2.5 System for cooking, serving and supervising Mid Day Meal in the school and measures to prevent any untoward happening.
The Cooking serving and distribution of MDM in schools of Delhi state is outsourced through NGOs/Service Providers from their 29 semi automated kitchens.
As far as supervision of MDM in the schools to prevent any untoward happening is concerned, fresh general instructions have been issued for the purpose which is placed as “Annexure A.” Supervision is done mainly by School Level Mid day Meal Monitoring Committee (SLMDMMC) in schools and also by zonal committees at zone /District level and District -DDEs.
2.6 Procedure for getting Kitchen shed constructed.

2.7 Procedure of procurement of kitchen devices from (i) funds released under the Mid Day Meal Programme (ii) other sources.

2.8 Capacity building and training conducted for different categories of persons involved in the Mid Day Meal programme.
A three day meeting was attended by three representative of Delhi at NUEPA, Avrobindo Marg, Delhi this year regarding MDM.
2.9 Management information system at School, Village/ Gram Panchayat, Block, District and State level.
A school level Mid Day Meal Monitoring Committee (SLMDMMC) has been constituted in every school to look after the Scheme and Principals/HOSs submit the information to Headquarter through MIS and in writing regarding Mid Day Meal time to time and same practice is adopted at District Level.
2.10 Systems to ensure transparency and openness in all aspects of programme implementation, including inter alia, food grains management, ingredients procurement, cooking and serving, appointment of cooking staff, construction of kitchen sheds, and procurement of cooking devices.
PTA Members, Mothers of children studying in the schools. Sr. citizens and Member of VKS are involved in the scheme to check and taste the quality of the food daily in each school. All guidelines issued by MHRD are followed in this regard. As the Mid Day Meal is out sourced in Delhi, procurement of ingredients, cooking & serving, appointment of cooking staff, construction of kitchen sheds and procurement of cooking devices is done by suppliers at their own level as per guideline of MHRD.
2.11 Measures taken to rectify:-
a) Inter- district low and uneven utilization of food grains and cooking cost.---N/A
b) Intra- district mismatch in utilization of food grains and cooking cost. ----- N/A
c) Delay in delivering cooking cost at school level. …..
There is no delay in delivering cooking cost at school level in Delhi state. After the release of funds by finance department of GNCT Delhi, the same are allotted to schools for payment to suppliers. Payments are made from schools.
2.12 Details of Evaluation studies conducted and summary of its findings.
Two independent agencies were engaged for research/evaluation studies during this year and one of them has submitted their final report namely M/s Krishna Foundation and their findings have been placed as annexure “B.”

2.13 Brief write up on best practices followed in the state.
In Delhi under Mid Day Meal scheme following menus have been approved and are supplied to students.
a) Atta and Besan Puri with Aaloo Curry/or Mixed Vegetabels.
b) Atta Puri with Chholley (mashed vegetables added to the gravy).
c) Suzi Halwa with Chholley.
d) Rice with Chholley (with mashed vegetables added to gravy).
e) Rice with Sambar/ Dal (with vegetables added to the gravy).
f) Rice with Kadhi (with vegetables added to the gravy).
As per menu, for three days wheat based and for three days Rice based foods are supplied to the students. There is no discrepancy among the students on the basis of cast and creed. Mid Day Meal is served to the students at the same time and at the same place to all students in all schools.
2.14 Instances of unhygienic food served, children falling ill, sub-standard supplies, diversion/ misuse of resources, social discrimination and safety measures adopted to avoid recurrence of such incidents.

In all the cases most of the students were discharged from hospitals on the same day of the incident and others within 2-3 days. PFA report of the samples of food in these cases is ok. Necessary instructions were issued to all principals/Head of the Schools, Education Officers and Dy. Directors of Education (during 2009-10) for intense monitoring of supply of MDM in schools & to ensure the supply of good Quality food as per norms. No diversion/misuse of resources was reported during the year and no social discrimination is done in all the schools of Delhi state.
2.15 Extent of involvement of NGOs and Civic Body Organizations (CBOs)/PRIs in the implementation and monitoring of the scheme.
Two organizations namely M/s Krishna Foundation and Institute of Home Economics were selected for the research study and Monitoring of Mid day meal supply in schools of Delhi. Two different topics were given for the research study to them as follows:-
