PURPOSE:

To deliver the aims and objectives of Tamworth Borough Council and the Planning and Regeneration Service Business Plan.

To manage the Policy and Delivery team and the production, monitoring and implementation of the Local Plan and supplementary documents for Tamworth.

KEY RESPONSIBILITIES:

1To manage the Planning Policy and Delivery Team ensuring that work is to a high standard, service performance is efficient and professional and high standard of customer care.

2To carry out annual appraisals of direct reportssetting objectives and identifying training and development needs that support the development of highly skilled and motivated staff.

3To lead in the delivery of the Local Development Scheme through setting out a work programme of planning documents to achieve specific key milestones.

4To ensure the continuous development of a sound evidence base to inform the preparation and monitoring of Development Plan Documents and the Community Infrastructure Levy.

5To ensure the statutory requirements relating to planning policy and the Community Infrastructure Levy are adhered to.

6To lead the production of development plan documents, supplementary documents, masterplans, planning briefs or other related planning policy documents.

7To lead on the preparation and maintenance of the Councils Statement of Community Involvement and to ensure that the Community are effectively involved in the development plan process.

8To represent the Council at the appropriate working groups and project teams with regards to strategic planning, such as the LEPs and the County Council.

9To provide professional advice as necessary to Members, the public and other Council Services on the Development Plan and Community Infrastructure Levy including the preparation of reports, provision of advice on planning applications and pre-application enquiries, on development proposals and the development of projects and business cases.

10Work with others to produce, implement and monitor the Community Infrastructure Levy.

11To lead work relating to conservation, environmental enhancement, infrastructure delivery and related matters including the implementation of s106 and CIL monies.

12To produce, maintain and review comprehensive, integrated project plans and other project documentation to enable the projects to be managed against a clear set of defined deliverables and milestones

13To effectively manage projects’ risks through identification, counter-measures and contingency planning. Develop and manage risk and issues logs, and monitoring, updating and reporting progress against the logs

14To manage project budgets and expenditure forecasts, ensuring delivery of the projects to an agreed budget, providing updates on a regular basis and the provision of management information in respect of budget setting.

15Plan, prepare and conduct meetings, workshops and presentations for a wide variety of audiences.

16Develop and oversee customer engagement programmes and initiatives ensuring that customer views and requirements are clearly communicated and included in decision making and planning processes

17Ensure that projects are formally closed and, where appropriate, subsequently reviewed against the business case and ensure that lessons learned are fully documented and shared.

18Directly deliver, or prepare briefs and externally commission specialist advice for key council services, workstreams and projects and to present the findings in such a way that they inform projects and service design, corporate strategy and policy.

19Directly deliver, or prepare briefs and externally commission specialist advice to assist with the development and delivery of physical regeneration projects such as development finance, development agreements, legal advice, marketing, landscape architecture, highways, urban design and masterplanning.

20Prepare development briefs for key sites

21Promote collaboration between delivery partners where there are opportunities to enhance deliverability and impact and minimise duplication/conflict.

22Develop and maintain networks with the development industry to gather intelligence on the current market and to promote development opportunities.

23To undertake all corporate requirements on health and safety, diversity and equality, safeguarding, data protection, risk management and financial regulations.

24To undertake any other reasonable duties commensurate with the grade and general nature of the post.
