Program/Area Purpose / The Programs and Servicesarea is the primary focus of initial service delivery and the most visible service to the community.Safe support is delivered through programs and servicesin the areas of Refuge Accommodation, Counselling, Advocacy and Outreach.
Patricia Giles Centre’s (PGC) reputation is driven by our ability to provide high quality sustainable services to clients accessing our programs and services.
In addition to the provision of accommodation and housing services, the area ensures timely and effective provision of advocacy, referral information and support to women and their children seeking relief from the impact of domestic violence.
Role Purpose and Outcomes / As a member of the Leadership Team, this position will:
  • Ensure PGC continues to be recognised as a strong and innovative leader in the provision of services in the sector and where our understanding of family domestic violence lead our work.
  • Ensure the provision of a range of high quality, evidence based and responsive services through appropriate policy and program development, supervision, support, professional development and staff appraisal systems.
  • Ensure quality improvements and compliance standards are adhered to for programs that operate through the auspices of PGC.
  • Provide strategic leadership and direction to staff delivering programs and services.
  • Will be accountable for demonstrating adherence to PGC’s values through their behaviours with staff, clients and stakeholders.
Key outcome areas across the portfolio will include:
Service Delivery Planning and Development
  • Oversees the development, review and running of an integrated range of innovative and evidence based services.
  • Facilitates the development and implementation of operational plans and activities identified in PGC’s broader Strategic Plan.
  • In conjunction with senior members of the team, ensure sound service delivery systems, processes and practice policies are in place; identify how policy and practice can be improved; and implement changes and innovations.
  • Ensures services are compliant with key organisational and funding body standards and requirements, including data collection and reporting.
  • Manage any serious client or staff incidents, including the completion of appropriate reports and debriefing.
  • Keep abreast of relevant theoretical, legislative and policy developments.
  • Provides after hours crisis response as and when required.
Business Development
  • Promote PGC programs and services to the wider community in line with PGC organisational and marketing strategies.
  • Identify areas of client needs and service gaps; identify opportunities to enhance and extend PGC services; and prepare tenders and submissions.
  • Identify potential for further enhancement and innovation of programs and services particularly in the areas of counselling and advocacy services.
  • Work in collaboration with the Director Growth and Partnerships to develop and implement growth strategies in accommodation, counselling and outreach programs and services.
Leadership and People Management
  • Ensure that appropriately skilled and qualified staff are recruited, inducted, supported and supervised.
  • Demonstrate and promote a culture of sharing and cooperation within the team
  • Demonstrate and promote behaviours that are compatible with the values of PGC
  • Ensure that there are regular opportunities for team building, communication, program and policy development and professional development through team meetings and other means as appropriate.
  • Ensure that staff performance is aligned to PGC’s strategic direction.
  • Monitor staff competencies and work collaboratively with Director HR to maintain a comprehensive staff plan and area work plan
  • Take financial responsibility for program areas, including the development of annual budgets and monitoring and reviewing expenditure.
Networking, Promotion and Community Development
  • Liaise with key Funders (State and Federal) about PGC programs and services.
  • Develop, promote and maintain positive relationships and alliances and a culture of cooperation and collaboration both internally and externally.
  • Pursue new partnerships and strategic relationships that add value to PGC.
  • Ensure PGC is represented on relevant interagency, external committees and working parties/forums and community eventsand contribute to policy development across the sector.
Ensure a Safe and Healthy Work Environment
  • Take all reasonable and practical steps to ensure the safety, health and welfare of all staff and clients.
  • Ensure relevant legislation, standards, policies and procedures are adhered to meet WHS compliances.
  • Intervene wherever unsafe work practices are observed and ensure risks and hazards are reported promptly.
  • Ensure accident and incident reportsare completed.
  • Demonstrate and promote a positive workplace culture that is free of bullying, harassment and discrimination.
Foster Research and Reporting
  • Undertake analysis of client needs and report as appropriate to CEO and Board/Management Committee and external agencies.
  • Undertake research on emerging client needs and practice trends and develop action plans as appropriate.

Position Requirements / Competencies
  • Demonstrated leadership, management and team development skills including the capability to motivate develop and lead staff through periods of stability and change.
  • Demonstrated capacity and proven experience in program management including direct oversight of a number of diverse sub-programs.
  • Demonstrated experience in the family violence and family services field, a thorough understanding of current issues and awareness of future directions/trends.
  • Demonstrated time management skills and the ability to manage multiple demands.
  • Demonstrated commitment to the provision of high quality services and a culture of continuous learning.
  • Demonstrated interpersonal and communication skills; the ability to liaise and negotiate with funding bodies, other agencies and partnerships; and the capacity to promote PGC in the community.
  • Demonstrated understanding of the values that underpin the organisation and its culture with capacity to lead and promote these.
  • Demonstrated analytical and conceptual skills with the ability to plan, review and implement quality improvements.
  • Demonstrated understanding of and commitment to the principles of equity, diversity, continual improvement, risk management and occupational safety and health.
Qualifications and other Requirements
  • Tertiary Qualifications in Social Work or related discipline (e.g. Psychology or Community Development) with relevant experience in a leadership position with the not-for-profit sector or relevant government sector agency?.
  • Hold a valid WWC Card and current driver’s licence at all times and undergo a Criminal Records Check (National Police Clearance) prior to employment. Subsequently staff must report any criminal charges or court appearances.
