Position Summary: Plan, coordinate, and supervise the services provided by the Department of Human Resources to ensure efficiency and maximum support of instruction.

Essential Functions and Tasks:

  • Act as official designee of the Superintendent at appropriate stages of the grievance procedure and/or employee disciplinary proceedings.
  • Plan, organize, and represent the District in fact-finding arbitration and representation cases heard before public commissions or other such bodies.
  • Under the direction of the Superintendent of Schools, coordinate all aspects of contract administration during the term of various contracts with employee organizations.
  • Interpret the negotiated contracts to members of the staff, as appropriate.
  • Administer all assignments, transfers, dismissals, and promotions of staff members. Certify classifications and salaries for all positions in the District.
  • Confer with principals to determine needs for teachers of various classifications. Administer provisions of the School Code as they apply to personal, sabbatical, and general leave of absence policies.
  • Supervise and evaluate staff under his/her supervision and assume responsibility for all aspects of the Human Resources Department.
  • Cooperate with college and university schools of education and with career guidance offices regarding applicants.
  • Attend regular meetings of both the Superintendent’s Executive Staff and serve actively to improve communication, cooperation, and planning among divisions.
  • Regularly attend Board of Education Meetings as a member of the Superintendent’s Executive Staff.
  • Direct staff to provide necessary research for successful wage and salary administration.
  • Plan, develop, and revise Human Resources management policies in accordance with state legislation and submit to the Board for adoption; maintain up-to-date staff handbooks.
  • Plan and direct a program for selection and assignment of the best qualified individuals while ensuring that equal opportunity for employment is given to all minority/handicapped applicants.
  • Cause appropriate interviewing to occur and make recommendations for professional placement.
  • Direct Human Resource staff to prepare and distribute recruiting materials in cooperation with professional staff members concerned.
  • Organize a staff of guest teachers and supervise their assignment, as needed.
  • Counsel and advise applicants and current employees.
  • Make timely announcements of dates to be observed by applicants and employees to comply with state and district requirements.
  • Direct Human Resource staff to respond to questionnaires, surveys, and correspondence from research or professional organizations requesting information on the District’s Human Resources programs and the requests of district personnel on matters not clearly covered by regulation, policy, or legislation.
  • Administer the necessary procedures and policies required by the Worker’s Compensation system, Michigan Employment Security Commission, and the Bureau of Worker’s & Unemployment Compensation Office.
  • In cooperation with the Instructional Division, coordinate and maintain data relating to the Professional Staff Development activities provided within and outside the school district.
  • Perform other duties and responsibilities as assigned by the Superintendent.

Job Qualifications:

  • Master’s degree in Human Resources, Labor Relations, Administration, or related field such as Juris Doctorate Degree.
  • Successful administrative and leadership experience in a public school district in the areas of Human Resources and/or Labor Relations desired.
  • Expertise regarding labor contract management and interpretation, and Human Resources Administration/Compliance.
  • Ability to properly operate required office equipment such as a personal computer, fax machine, copier and the like.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Employment Terms:

Twelve month work year. Salary range of $105,388to $120,500 annually.The Director of Human Resources assigned to Pontiac School District is a full time employee of Oakland Schools. All employees assigned to staff the Human Resource Department, the Business Services Department, and the Technology Services Department at Pontiac School District are employees of Oakland Schools working pursuant to an Intergovernmental Agreement (IGA) between Pontiac School District and Oakland Schools. The IGA is a long term arrangement which cannot be terminated by Pontiac School District without the approval of the State Treasurer.
