MEMORANDUM FOR Participants in The Ninth Annual Central Catholic High School Military Skills Meet on 17-18 April 2015.

SUBJECT: Competition Directive

1. Purpose: To establish procedures for conduct of the Central Catholic High School Skills Meet 2015.

2. Eligibility: The competition is open to all JROTC units in the 5th BDE area and other units on a limited basis. All cadets participating must be eligible to compete IAW Texas Education Agency rules for extracurricular activities. All team members must be validly enrolled JROTC cadets at the high school with which they compete.

3. General Information: The competition will consist of the following events:

a. ARMED DRILL: The team will consist of a minimum of 10 cadets, including the commander. The teams may be male, female or coed. The teams will be armed with service issued replica weapons (M1903, M1, M14). No lightweight dummy replica rifles will be allowed; rifles must be approximate weight of service rifles. The commander may carry this or any other weapon or no weapon, as authorized by individual service regulations. At the discretion of the team, one member may carry a guidon in lieu of a weapon. Commander's score will be included in team total score. There will be three phases: inspection, regulation (FM 3-21.5), and exhibition (fancy).

b. UNARMED DRILL: The team will consist of a minimum of 7 cadets, including the commander. The teams may be male, female or coed. At the discretion of the team, one member may carry a guidon. Commander's score will be included in team total score. There will be three phases: inspection, regulation (FM 3-21.5), and exhibition (fancy).

c. Color Guard: Color Guards will consist of 4 cadets. We will have a male category, a female category and a mixed/coed category.

d. Physical Fitness: The PT teams will consist of 4 males or 4 females. There will be no mixed gender teams. JROTC units may only enter two (2) teams for competition. You may enter one (1) male team and one (1) female team, or two (2) male teams, or two (2) female teams.

e. Rifle Team: Rifle Teams will consist of 4 members. The course of fire will be a 3x10 (10 prone, 10 standing, 10 kneeling).There will be precision and sporter categories.

SUBJECT: Competition Directive

4. Judging: The Competition Director is LTC (Ret) Dennis M. Zink, SAI, Central Catholic High School. The judges' reference is FM 3-21.5, Drill and Ceremonies, Jul 2003 and C1 12 Apr 2006. The decisions of the judges will be final. Team members, coaches and affiliated personnel are prohibited from discussing or arguing scores or scoring decisions with the judges. Any questions will be directed to the competition director. The director will require a written submission of any protest that may result in a change of scoring. Protest forms will be available from the director.

5. Uniform and Equipment: Uniforms worn and equipment carried by all teams must comply with Service specific directives including U.S. Army Cadet Command and Western Region (5th BDE) directives. Prohibited items will not be worn before, during or following the competition. For Army units, this includes the green, black, and maroon berets. The use of pyrotechnics, bayonets and blanks is prohibited. All weapons used must be demilitarized and are subject to inspection.

6. Facilities: Changing rooms will be available, if requested. Latrines will be available. Water at competition venues and pay-as-you-go refreshments will be available.

7.  Headquarters:

a.  The location of the competition headquarters is the SAI Office, Rm 057, CCHS, 1403 N.

b. Registration will be inside the Dallas Street entrance Gate. (See Encl. 7, Facilities)

8. Awards: An awards ceremony will be held immediately following the competition. A list of awards to be presented is at enclosure 1.

9. Reporting: Coaches or sponsors will report to Registration for instructions upon arrival. Teams departing prior to the awards ceremony are requested to check-out at the registration desk.

Central Catholic High School Military Skills Meet on 17-18 April 2015

ARMED DRILL

1. This event will consist of a minimum of ten cadets, including the commander. There is no maximum limit. The team may be made up of male, female, or coed members.

2. All team members except the commander and guidon bearer must be armed with the same type rifle. To qualify as a guidon bearer, the cadet must carry a team or school guidon.

3. This event consists of 3 phases: Inspection, Regulation (FM 3-21.5), and Exhibition (fancy).

4. The sizes of the drill areas are:

a. Inspection Phase: 25 feet by 25 feet.

b. Regulation Phase: 100 feet by 100 feet.

c. Exhibition Phase: 100 feet by 100 feet.

5. The tie breaker is the Regulation Phase score; if still tied, the tie breaker is the Exhibition phase score; if still tied, the tie breaker is the Inspection Phase score.

6. This event will have total point value of 3640 points.

7. There will be a Head Judge and two Field Judges in each phase. Their areas of responsibility are designated on the score sheets.

8. Time Allotted: See instructions for each phase.

9. Automatic Deductions: The violations listed below will result in the penalties noted:

a. Time limit violation: two points per second.

b. Boundary violation: Five points each time team or portion of team crosses a boundary.

c. Dropped equipment: Five points for each piece of dropped equipment or uniform.

d. Sequence deviations: Five points for each deviation from the prescribed sequence

e. Movement: two points for each movement not held for eight counts

ARMED DRILL - INSPECTION PHASE

1. This event will have a total of 900 possible points.

2. This event will have a Head Judge and a Recorder. The Head Judge will conduct the inspection of each cadet and evaluate the team preparation for execution of the inspection. The Recorder will accompany the Head Judge and will note all deficiencies on the appropriate score sheet.

3. Time Allotted: NA.

4. Procedure:

a. When directed to enter the competition area, the Team Commander will march the team to a location centered on the Head Judge. With the team in a line formation, the commander will salute and report: "Sir, (NAME of TEAM from NAME of SCHOOL) reports for inspection. We perform IAW Specify your Service Manual" The Head Judge will return the commander's salute and direct the commander to prepare for inspection. When the team is prepared for the inspection, the Team Commander will salute the inspector and report: "Sir, the (TEAM NAME) is prepared for inspection." The Head Judge returns the salute and directs the Commander to accompany him on the inspection. NOTE: All equipment used in the Regulation or Exhibition phases must be inspected.

b. The Head Judge will conduct the inspection IAW FM 3-21.5, accompanied by the Team Commander and the Recorder. Each individual will be inspected for uniform, rifle, haircut, general military knowledge, shave, posture manual of arms, military bearing, position of hands and feet. Rifles will be taken by the inspector and returned to the individual in the same manner. The individual will take the rifle, immediately close the bolt, pull the trigger and execute order arms. When the Head Judge has completed the in ranks inspection, the Commander will return to his original position and exchange salutes with the Head Judge and move his team to a designated holding area.

5. Tie breaker is the Head Judges score; if still tied, the tie breaker is the Head Judge's score for Overall Uniform Preparation and Condition.

ARMED DRILL - REGULATION PHASE

1. This event will have a total of 1540 possible points.

2. This event will have a Head Judge and three Field Judges. Their areas of responsibility are designated on the score sheets.

3. Time Allotted: NA

4. Procedure:

a. When directed to enter the competition area, the Team Commander will march the team to a location centered on the Head Judge, salute and report: "Sir, (NAME of TEAM from NAME of SCHOOL) reports for regulation drill." The Head Judge will return the commander's salute and direct the team to proceed. The Commander will then direct the team through the remainder of the sequence of movements, 2 thru 56, below. Pause for 5 Seconds (10 counts) after each BOLD, HIGHLIGHT cmd.

ARMED DRILL - EXHIBITION PHASE

1. This event will have a total of 1200 possible points.

2. This event will have a Head Judge and two Field Judges. Their areas of responsibility are designated on the score sheets.

3. Time Allotted: Each team will perform for a minimum of six (6) and a maximum of eight (8) minutes. The timing will start when the Head Judge drops his salute upon returing the salute of the team commander reporting in. The timing will end when the team commander salutes and begins the report out. Two points will be deducted for each one second violation of the time limits.

4. Procedure:

a. When directed to enter the competition area, the Team Commander will march the team to a location centered on the Head Judge. The commander will salute and report: "Sir, (NAME of TEAM from NAME of SCHOOL) reports for exhibition drill." The Head Judge will return the commander's salute and direct the team to proceed.
