JOB TITLE: Resourcing Parishes Director

RESPONSIBLE FOR: Finance/Accounting Services, Stewardship and Funding teams

BACKGROUND

The Diocese of Leeds came into existence at Easter 2014 following the dissolution of the former dioceses ofBradford,Ripon & Leeds, andWakefield. It covers the whole of West Yorkshire, the western part of North Yorkshire, and small parts of South Yorkshire, Lancashire, and County Durham. The diocese has 656 church buildings.

JOB DESCRIPTION

MAIN DUTIES AND RESPONSIBILITIES

•  Engage in a review and implement a strategy for providing a Resourcing Parishes team to support parishes and individuals in the provision of accounting services, stewardship services, governance, funding and trustee compliance.

•  Manage and lead a team of giving, funding and finance officers supporting members in their individual responsibilities, building up the team and encouraging individuals to flourish and develop to ensure delivery of the diocesan strategy.

•  Line manage post holders across a range of disciplines with the Resourcing Parishes team, establishing appropriate support, accountability and performance.

•  Ensure a strategic approach to PCC Treasurer and other parish officers development that enables them to flourish and offer effective financial management in their parish. Ensure the provision of training for clergy and laity.

•  Set up and implement an accounting services provision for parishes to include payroll, bookkeeping, management accounts, independent examination, budgeting, financial management, Charities Act compliance, accounts preparation and clergy tax returns.

•  Work with the Diocesan Communications Team to publicise, launch initiatives and examples of good practice in parishes. Ensure the provision of regular bulletins, website updates and information leaflets using digital and other forms of media.

•  Plan and implement a strategic approach for parish share annual allocation calculations, implementation and monitoring including liaising with the episcopal area teams.

•  Take overall responsibility for the preparation of the annual budget for the Resourcing Parishes team as well as its implementation and review.

Other Key Tasks

•  Review existing staffing and make recommendations on restructuring to enable the provision of an effective service to parishes in stewardship, funding and finance services.

•  Make recommendations for an appropriate legal vehicle to provide and manage the work of finance services to parishes.

•  Make recommendations of income generation opportunities and strategies for the provision of finance services to the parishes.

•  With others, develop a Strategic Development Fund bid to support and enhance the Resourcing Parishes team.

•  Launch and implement a Parish Giving Scheme initiative across the Diocese.

•  Contribute to the educational courses of the Diocese, teaching on programmes relevant to the Manager’s range of skills and gifts.

•  Attend appropriate regional and national conferences.

•  Ensure information is available to clergy and parish officers about training opportunities regionally and nationally.

•  Interaction with a wide range of officers across departments to ensure integrated working.

Ongoing Delivery

•  Look at opportunities diocese wide and nationally.

•  Ensure the ongoing training for PCC Treasurers, PCC officers, PCCs Secretaries in respect of finance and governance.

•  Identify training needs across the diocese and support for parishes in liaison with the Senior HR Advisor.

•  Ensure the provision of an effective service to parishes in stewardship, funding and finance services.

•  Effectively manage ongoing income generation opportunities and strategies for the provision of finance services to the parishes.

•  Effectively manage the Parish Giving Scheme initiative across the Diocese.

•  Working with the Buildings for Mission Officer to support parishes in funding applications.
