1.Background
The DIME/ITDG Steering Group was created in February 2015 when its mandate was adopted by the DIME/ITDG plenary meeting. Since then the SG had 4 meetings (3 in Luxembourg and 1 Budapest) in between the DIME/ITDG plenaries. In line with the existing mandate, the group's composition shall be reviewed every second year.
The countries are invited to volunteer for their participation to the DIME/ITDG SG during the following two years. New members will be given priority. The mandate and the composition will be reviewed again at the DIME/ITDG plenary taking place in 2019.

According to the DIME/ITDG decision in October 2015, the Governance will be reviewed in 2018.
Annex I: Mandate for the Joint Directors of Methodology and IT Directors Group - Steering Group (DIME/ITDG-SG)
for adoption by the joint DIME/ITDG plenary of 14-15 February 2017
1.Mission
The mission of the DIME/ITDG-SG is to support the DIME/ITDG in further developing the European Statistical System through:
- Facilitating the work of the DIME and ITDG in full respect of the responsibilities attributed to the members of DIME and ITDG;
- Discuss proposals, recommendations or actions related to statistical methodology, quality, enterprise architecture, security, standards and IT;
- Developing strategic ideas in the above mentioned areas;
- Supporting and promoting the modernisation of the European Statistical System in the areas under the remit of the DIME/ITDG through the activities above mentioned.
2. Activities
In order to assure the achievements of its mission's objectives the DIME/ITDG-SG undertakes, amongst others, the following activities:
- Facilitating the work of the DIME and ITDG especially on the areas of common interest:
- Prepare items to be approved by the DIME and/or ITDG and, ultimately, by the ESSC;
- Prepare the discussion of specific strategic issues at the DIME and/or ITDG meetings upon its own initiative or at the request of the DIME or ITDG;
- Discuss potentially contentious issues with the aim of achieving consensus among ESS members in the future DIME and/or ITDG meetings;
- Contribute to the preparation of the agendas of DIME and/or ITDG meetings;
- Discuss the substance of upcoming DIME and/or ITDG agenda items and, if appropriate, issue an opinion/advice for consideration by the DIME and/or ITDG;
- Monitor the coordinated functioning of the DIME and ITDG and their governance, in particular working groups and task forces created by the DIME or ITDG;
- Report regularly about its activities to the DIME and ITDG.
- Identifies and prepares proposals, recommendations or actions of strategic nature for the ESS, related to:
- Emerging topics for common research or development;
- Matters that require coordination over statistical domains;
- Strategic issues and related actions under the remit of the DIME and/or ITDG;
- ESS annual and multi-annual work programmes and priority setting.
- The Group shall be consulted on issues relevant for the implementation of the ESS Vision 2020.
3. Composition
The DIME/ITDG-SG is composed as follows:
The Eurostat Director responsible for methodology, corporate statistical and IT services, who will act as chairperson of the SG.
Five to twelve members of the DIME and/or ITDG, selected by the DIME and ITDG. The selected countries are free to decide whom to delegate to any particular meeting depending on the agenda of the meeting and availability. The DIME and ITDG will review the composition of the Group every two years.
Eurostat will provide the secretariat.
4. Meetings
The DIME/ITDG-SG should meet at least two times each year.
The working language for meetings is English.
All documents have to be in English and made accessible to all members of the DIME and ITDG. Members of the DIME and ITDG who are not directly involved in the SG may give their views on agenda items. As a general rule these comments will be made accessible to the entire DIME and ITDG in advance of each meeting.
5. Documents of meetings
All the documents relating to DIME-SG meetings should be made available to all DIME and ITDG members in a dedicated collaborative space at least 8 working days in advance of the meeting unless this is practically impossible.
Minutes of meetings will be limited to statements of proposals or opinions agreed in the meeting. Draft minutes will be prepared by the secretariat and distributed to the members of the group no later than seven working days following the meeting.
Group members should advise the secretariat of any proposed amendments to the minutes within three working days.
The final minutes will be approved by the Chairperson and subsequently made available to all Members of the DIME and ITDG on the dedicated collaborative space.
