Purpose:

Mobile Solutions Technical Assistance and Research (mSTAR) is seeking quotations from vendors for the video production of up to five short videos to be filmed at different global field locations.

These videos, which will be three to four minutes in length, will feature a selected USAID field project by including short interviews with two or three field staff and film footage from the project in the field. Filming will take place at global field locations. Specific locations are currently undetermined.

Background:

Mobile Solutions Technical Assistance and Research (mSTAR) is a strategic investment by the U.S. Agency for International Development (USAID) to advance mobile solutions and close the gaps that hold back access and uptake of mobile technology. The project supports broad-based coordinated action by a range of market stakeholders — including governments, donors, mobile service providers, and their customers. mSTAR is designed to initiate and support game-changing interventions to support mobile money, mobile access, and mobile data collection and dissemination.

In March 2017, mSTAR and USAID are opening applications for the Digital Development Awards (Digis), which will recognize stand-out uses of digital technology in USAID programs around the world.

The Digis’ objective is to inspire USAID projects in the effective and appropriate use of technology, and to give well-deserved recognition to those who do while driving awareness and adoption of the Principles for Digital Development. The Digi Awards application will be open to all USAID funded projects. mSTAR and USAID are expected to award four USAID projects Digi Awards. One of the prizes for the award is a short video featuring each winning project.

Scope of Work:

The selected vendor would be expected to create up to five short videos (approximately four minutes in length) showcasing how each project has implemented innovative uses of digital technology to improve development outcomes. All videos will include at least one interview with a major USAID staff stakeholder, and will ideally include an interview with a beneficiary or implementing partner staff member. The selected vendor would be expected to coordinate remotely with each local office for the production and direction of the live footage interviews. Filming is expected to take place in the local offices and the field. This could include contracting a local production company to film the interviews. FHI 360 will assist in coordination with the local offices as necessary.

The videos will be used to recognize USAID projects as well as demonstrate to USAID staff and implementing partners how digital technology can accelerate impact. The tone of the videos should be clear, inspiring and engaging. Viewers should feel moved to incorporate digital technologies into their own work. Voiceover and title cards should be used to make the videos as helpful as possible.

The selected vendor will be expected to schedule three reviews throughout the production process for the rough cut, the fine cut and final cut. FHI 360 requests at least one week of review time for the final review.

The term of this contract commences with the notice to proceed and continues for three months, including post-production of the video.

FHI 360 will provide:

- Voiceover assistance as needed

- Assistance on script

- Assistance on talking points

- Assistance on interview questions

- Interview subjects’ contact information

- USAID, FHI 360 and mSTAR branding and marking guides

- Logo and other materials that may be required for post-production

Task Description:

Successful bidders shall provide the following:

1.  Pre-production services

2.  Video production services

3.  Post-production services

4.  Video and audio of the event delivered to DVD, flash drive and online

Submission Requirements:

FHI 360 is requesting quotations from qualified vendors.

Please submit to FHI 360 the following:

·  A brief description of the organization, its capabilities, and its ability to develop video stories. Please include information on and examples of past work of a similar nature in developing countries.

·  Illustrative quotes with the price for each service/good listed below for a video to be done in a rural area of each of the following two countries: El Salvador and Liberia[1]. Budgets should reflect distinct activities:

o  Pre-production services

o  Video production services

o  Post-production services

o  Video delivered to DVD, flash drive, and online

·  List all specifications for each service/good, including all fees and supplementary services required to provide the service/good.

·  Quotes should be submitted in U.S. dollars (USD).

·  Clearly list any taxes or other indirect costs as separate line items in the quote.

Submitted quotes should be valid for 30 days from the date of submission to allow adequate time for organizational approval. Vendors are encouraged to submit multiple offers presenting alternative items.

Payment Terms:

Quotes should include payment terms. Indicate bank charges/fees, if applicable, for receiving an electronic bank transfer.

Response:

Responses to this RFQ should be submitted by email to Clarissa Perkins at by Wednesday, March 31, 2017 at 5:00 P.M. EST with subject line “RFQ Digi Award Projects Video Production”. Any quotes received after this date and time may not be accepted and shall be considered non-responsive. FHI 360 will acknowledge receipt of the quotation by return email within 24 hours.

Any questions or requests for clarification can be submitted in writing to the same email address above by March 22, 2017 at 5:00 P.M. EST with subject line “Questions: Digi Award Projects Video Production”. Inquiries and answers to inquiries will be shared with all applicants. No telephone inquiries will be answered.

Contracting Mechanism:

A fixed-price purchase order may be awarded in U.S. dollars to the responsive vendor whose quote will be evaluated as most advantageous to FHI 360 (lowest price, technically acceptable offer). In the event that service/deliverable requirements need to be shifted during the time period between the signature of a purchase order with the selected vendor and the actual event, FHI 360 will modify the purchase order.

Note:

1) FHI 360 will not compensate vendors for preparation of their response to this RFQ.

2) Issuing this RFQ is not a guarantee that FHI 360 will award a purchase order.

3) FHI 360 reserves the right to issue a purchase order based on the initial evaluation of offers without discussion.

4) FHI 360 may choose to award a purchase order for part of the activities in the RFQ.

5) FHI 360 may choose to award a purchase order to more than one vendor for specific services/goods in the RFQ.

6) FHI 360 may request from short-listed vendors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original RFQ.

7) FHI 360 has the right to rescind an RFQ, or rescind an award prior to the signing of a purchase order due to any unforeseen funding or programmatic changes.

8) FHI 360 reserves the right to waive any deviations by vendors from the requirements of this solicitation that in FHI 360’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.

Request for Quotation Firm Guarantee:

All information submitted in connection with this RFQ will be valid for thirty (30) days from the RFQ due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFQ and negotiation process is contractually binding.

Offer Verification:

FHI 360 may contact offerors to confirm validity of the offer, contact person, address, and bid amount.

False Statements in Offer:

Offerors must provide full, accurate, and complete information as required by this solicitation and its attachments.

Conflict of Interest:

Offerors must provide disclosure of any past, present, or future relationships with any parties associated with the issuance, review, or management of this solicitation and anticipated award. Failure to provide full and open disclosure may result in FHI 360 having to re-evaluate selection of a potential offeror.
