1Purpose

The purpose of this proposal is to present Galorath Incorporated’s offer of SEER-H to <Company Name> that is responsive to its desires to apply the software’s capabilitiesand that satisfies the <Company Name’s goal of implementing and rolling out software tool(s) and supporting methodology to facilitate the analysis of its products.

3.2SEER Products

SEER for Hardware and Systems:

  • SEER-H is a robust decision-support tool providing lifecycle cost for any size hardware project, from individual components to a variety of complete product assemblies. Using parametric algorithms, extensive knowledge bases, or user-supplied data, SEER-H can reliably and accurately estimate the total cost of ownership for new product development projects. It provides cost and pricing vision from project inception to production, including systems level, product development, production, operations, and support and disposal costs. It also provides detailed insight into the risks, uncertainty and cost drivers associated with hardware development, acquisition and integration.
  • SEER-Spyglass is a plug-in module for SEER-H that adds specific features and estimation models to substantially improve the capability of SEER-H to estimate development and production costs of space-based electro-optical sensor (EOS) devices.
  • SEER-DFM is a bottom-up, process-based, decision-support tool that provides reliable estimates for manufacturing costs as well as design and producibility guidance to achieve the most efficient and affordable designs possible. Used in numerous industries, SEER-DFM directly contributes to significant reductions in cost and time-to-market for new products. SEER-DFM contains a comprehensive knowledge base of manufacturing processes covering state of practice and state of the art metallic, non-metallic, electronic fabrication and assembly processes. You can create custom knowledge bases to reflect your unique plant and equipment, making the estimate even more accurate. In addition to rapidly creating reliable estimates for new products, you also can apply SEER-DFM to bid-management tasks, procurement ("should-cost"), design trade studies, and market pricing.

SEER-DFM offers quick and easy integration with SEER-H. This SEER-DFM/SEER-H integration helps provides total system vision by integrating the detail production estimates for critical hardware with the life-cycle estimates of the systems/hardware to which it belongs.

  • SEER-RateMaker, an add-in to SEER-DFM, is a powerful calculation tool that helps determine global facility costs based on individual manufacturing processes. It is designed to quickly and accurately generate labor and machine cost rates to assist in the estimating process and help to control facilities costs on a global basis. SEER-RateMaker includes global rates for quick estimating and also allows the user to model the rates from actual suppliers using custom data. Based on global industry standards, SEER-RateMaker contains:

SEER-SEM Estimator Edition; includes:

  • SEER-SEM is a powerful decision-support tool that estimates software development and maintenance cost, labor, staffing, schedule, reliability, and risk as a function of size, technology, and any project management constraints. SEER-SEM is effective for all types of software projects, from commercial IT business applications to real-time embedded aerospace systems. This tool will help you make vital decisions about development and maintenance of software products, ensuring project plans that are realistic and defendable.
  • SEER-AccuScope with the SEER Repository Data Base (SEER-RDB)is a versatile tool designed for use by cost estimators and analysts, engineers and project managers. SEER-AccuScope supports analogy and pairwise comparison size estimation techniques that can be applied anywhere in the software development lifecycle; even prior to a detailed understanding of the project, and yield results in Source Lines of Code, Function Points, Use Cases, Parent Classes, Child Classes, and any other user-defined sizing metric. SEER-AccuScope’s estimation algorithm accounts for uncertainty in your comparisons and can be integrated with repositories of past corporate knowledge making it a powerful enterprise-wide solution. The outputs from SEER-AccuScope are fully associative to SEER-SEM.

  • SEER-SEMClient for Microsoft Projecttransforms Microsoft Project into a powerful tool for planning software development projects. With relatively few inputs the SEER-SEM Client automatically constructs a complete project plan, letting you anticipate every aspect of the development life cycle. You can also have the SEER-SEM Client automatically construct a complete project plan from your SEER-SEM project estimate. Use the SEER-SEM Client without any modifications or configure it to suit the needs of your business or organization. You can create custom life cycle templates that build best practices directly into your project plans. You can also customize labor categories to reflect the way that your organization assigns tasks to departments or labor categories to accurately plan staff allocation for a project.
  • SEER-PPMC (Parametric Project Monitoring and Control) couples traditional Performance Measurement methods with Parametric Estimating techniques providing project managers with progress tracking, status indication, performance-based forecasting, and support for analyzing course correction alternatives (re-baselining). This capability provides indications of project health that are more timely, accurate, and closely connected to the root cause of potential trouble. The standard metrics are an integral part of the status indications process and include schedule, cost, and time variances, schedule and cost performance, and to-complete performance index.
  • SEER-ScatterPlotis a repository analysis tool that allows users to view past data, perform regressions, develop and display trends, and provide and compare them to new estimates. Users may filter datasets to the points of interest based on numerous, configurable criteria and may click on individual points to examine their values or to drop outliers. SEER-ScatterPlot also generates an equation based on the data and shows the correlation and other statistics. SEER-ScatterPlot can be configured to work with different datasets and can use nearly any database such as SQL Server.
  • SEER-ProjectMiner produces regression-based estimates directly from historical data and provides an independent crosscheck to SEER-SEM parametric estimates.
  • SEER-DB, an optional open database for saving, maintaining, and sharing SEER-SEM project estimates across the enterprise is also available. SEER-DB allows for version control, estimate archiving, and access control of project data along with the ability to pre and post process data for integration with other applications.

SEER-SEM offers quick and easy integration with SEER-H. This SEER-SEM/SEER-H integration provides total system vision by integrating estimates for embedded software development and maintenance with the life-cycle estimates of the systems/hardware in which it operates.

All SEER products provide robust flexibility to import and export data between and among SEER applications and external applications.

All SEER products support COM based linking. You can easily create links to/from any of the SEER applications and any other COM-aware product such as Excel.

All SEER products support an Automation API called Server Mode. This provides an alternative to SEER’s interactive, graphic, user interface, allowing you run a SEER estimate from other applications such as a requirements tool, spreadsheet (Excel, for example), or project management tool. SEER-SEM can be run in a special non-interactive mode, allowing tight integration with other applications. There are two methods that can be used to interface with Server Mode: 1) True Server Mode and 2) OLE Automation.

Flexible Export is a powerful feature allows you to create customized reports using any combination of SEER inputs and outputs that can be exported as a text file or copied onto the Windows Clipboard.

4License Policy

(a)License options are available to accommodate seat, multi-seat, site and multi-site licenses. License options are described in Appendix A.

(b)License terms are for 12 months. The customer is free to renew and/or change the license options at the time of each year’s renewal.

(c)Multiple Year Discounts: Customer qualifies for 5% discount when committing to a 3-year license with annual payments. Customer qualifies for a 7% discount when committing to a 5-year license with annual payments. If 3- or 5-year license term is not completed, Customer agrees to reimburse Galorath for discounts.

(d)A Site is defined as a business division of the Licensee usually occupying a single physical location consisting of a building or a group of buildings. A Site license is entitled to unlimited usage, available only to employees permanently employed at that location of the business division.

(e)A Seat is defined as a single user on a single workstation. All users must be employees of a single Site. No more than one individual at a time may operate a Seat.

5Professional Services/Consulting

Galorath Professional Services has considerable experience customizing the SEER systems to specific customer requirements. To provide custom applications, Galorath combines an understanding of customer specific requirements with proprietary baseline tools and modeling expertise.

Installation. Included in Galorath Incorporated’s customer support is any necessary installation guidance and support. Installation of SEER tools is straightforward, well documented, and can generally be installed, without Galorath assistance, by individual users and by system administrators (in network installation situations).

Support is available 24/7 by phone or during normal business hours by e-mail and through web conferences. On-site support can be contracted for if needed.

JumpStart Services. The JumpStart Mentoring Service is a way to quickly and easily transfer estimating process knowledge to new customers. Galorath Incorporated consultants evaluate the customer’s unique environment (processes and products), tailor the SEER tools to fit that environment, and demonstrate, in a one-on-one on-the-job training atmosphere, how to approach specific challenges and problems using real customer organization projects. Each of the JumpStart Services are typically a 3-day engagement.

The JumpStart Mentoring Service is strongly recommended. Experience demonstrates that the tool can be implemented most effectively by someone who is intimately familiar with the features, capabilities and limitations, working in conjunction with individuals familiar with the customer organization’s infrastructure, processes and needs.

Additional Consulting Services Include:

Estimating Support Staff. Galorath Incorporated can supplement your own staff with experienced consultants on a variety of projects, from contract assistance to budget preparation to proposal preparation to ongoing management support.

Tool Implementation and Roll-out. Galorath Incorporated can provide implementation support services that insure maximum benefit from your SEER tools as quickly as possible. This includes smooth integration of tools and process.

Metrics Support. Galorath Incorporated can provide data collection, metrics analysis, benchmarking, and competitive positioning for your organization as the logical first step toward embarking on a process improvement program.

Custom Modeling Solutions. Galorath Incorporated has assisted world class companies and industry consortia with specific modeling solutions built around the highly evolved SEER interface. Our success is based on a flexible plug-in modeling architecture that offers many off-the-shelf features, combined with an integrated team of developers and consultants who are experienced at developing solutions focused on particular needs.

6Training

Training Workshops are available for end-users and administrators as Open Workshops held at Galorath Incorporated, or as Private Workshops arranged at individual customer locations upon request.Training is conducted as a combination of lecture, hands-on activity and problem solving using case studies. Galorath Incorporated trainers travel extensively to support SEER™ users worldwide.

Training Options/Prices

SEER-H Open Workshops are held quarterly at Galorath Incorporated’s headquarters in El Segundo, California. Students may register individually by visiting and clicking on Training to locate the online registration form.

The per-person workshop fee includes a Training Workbook and a User Manual. Breakfast, lunch, beverages and parking validation are provided.
