Dean’s Diocesan Council Report for May 14th 2016

Action Points from January Minute (30.01.16)

Holy Trinity Kilmarnock The position of Rector was verbally accepted in agreement with Vestry but after Easter the candidate decided to turn down the offer of appointment. The position is now being re-advertised.

East End Team: Rev Michael Crook has been appointed – Institution planned for August 27th.

St. Cuthbert’s Cambuslang/St. Andrew’s, Uddingston – Short term tenancy for the Rectory, via Fineholm, continuing. Respective new linkages with St. Mark’s, East Kilbride and St.Mary’s, Hamilton are agreed. St. Cuthbert’s and St. Andrew’s will begin negotiations with Dean about the Rectory.

Good Shepherd, Hillington Continuing with three overlaying issues being worked through with Vestry: Serious problem with drainage around nursery; condition of rectory, and vacancy.

Christ Church, Dalbeattie Planning consent given (Nov)) for removal of tower and design of new porch roof. Diocesan Architect is working with Vestry but unlikely to continue with construction until weather improves in the spring.

St. Mary’s, Port Glasgow Diocesan Architect discussing with Vestry / Rector to develop long term roof project for permanent repair. DPC warns of potential major expense.

Knightswood Sign Removed!! Remembrance Garden has been tidied.

Holy Cross buildings, DPC is seeking value and interest on the site as a basis for any future development negotiations. RW and RB have indicated two interested parties who may submit an offer. DPC to ask DM Hall for valuation re: potential residential site. Diocesan Surveyor will oversee this. Nursery owner has also indicated a desire to purchase site.

Canon Missioner: Audrey O’Brien Stewart from ECUSA has been appointed and will begin late August after an induction period beginning in June.

St. Mungo, Alexandria – Extensive roof repair: LPoW Roof Fund Application successful with £51,500 awarded. Total 75K project. Dunderdale grant was agreed by Province Feb 15 for £3,500. £2,500 from own funds + £12.5 VAT reclaim +SCT grant £5K. Work started18/04/16 with A. McCorquodale & Sons. Diocesan funds not required.

Dean’s Report : Jan2016 – May 2016

Property Summary

St. John’s, Dumfries Masonry repairs to spire being planned via application for LPof W scheme. Professional fees are to be met by the charge.

St. Mary’s Cathedral – Cathedral Development Project. Appointment of Richard Murphy Architects has been made for the Feasibility study.Meeting planned for June and Sandy Jamieson will attend on behalf of DPC.

Holy Trinity, Kilmarnock: Drainage problem at the re-furbished rectory with downstairs toilet. Tenant left 4th March. RC presented comprehensive report after extensive investigation with Prime Build and Dynorod. DPC agree proposal and Vestry to incur cost as part of normal maintenance.

All Saints’, Jordanhillhas offered proposal for alterations to hall incorporating new toilets plus request for financial support. Current plan, as detailed, is unlikely to meet building regulations. DPC seek rationale of layout and design, all necessary consents confirmed with submitted drawings, and procurement process before financial support can be recommended.

St. Aidan’s Clarkston Vestry reported drainage problem in early Feb at the side of the Hall. Ground drains uncovered and found to be wrongly installed. Level survey is to be completed.

Annandale Rectory - Suggested list of repairs internal to the Rectory agreed. Rector has been asked to organise tenders. Vestry will be asked to agree for future care and maintenance agreement.

St. Matthew’s, Possilpark: rot noted in church vestry. Estimate indicates £8000. Diocesan Surveyor is putting together a Dunderdale application, after BCM Steeplejacks offer best estimate on roof works at £4210. Rectories also require remedial repairs.

St. Bartholomew’s, Gourock A required maintenance report has been requested by DPC from RC . Bishop Gregor, after vacancy visit, is satisfied that church can be viable for worship. Dean exploring Gourock Schools and Churches trust interest in use of building.

Holy Trinity, Paisley - Considering other funding approaches to roof and internal ceiling with RC. DPC concerned about progress. Awaiting LPoWRRF decision in June.

Canon 35 Applications

All Saints’, Lockerbie – B listed Request to remove four west most pews on each side of aisle and replace with chairs as part of MAP and recycling tubular heater and placing on north & south wall. Bishop’s consent given. Work completed May 2016.

St. John’s, Eastriggs – B listed Bishop’s Consent given to replace High Altar, Choir Carpet and Nave Carpet (17metres) under all chairs (7m). Project completed in April 2016.

St. Andrew’s, Uddingston Request for Digital Hearing loop to be fitted to existing sound system. No issues. DPC seek Bishop’s consent.

Canon 35 Pre-Application

All Saints’, Gretna request consideration of uvpc inner doors at south and west entrance. DPC reject the proposal and ask that glass be considered.

All Saints’ Gretna request hearing loop and sound system. DPC require detail about speakers, colour of wiring and detail of fitting.

Grant Applications

St. Columba’s, Largs MAP Application referred to DPC due to property component for requested support for £3200 for Prayer Labyrinth (Nov). After correspondence DPC still recommend to Vestry other estimates as a comparison to the selected quote from builder. Dean contacted Rector (Dec) NFTR (Jan - May).

St. Ninian’s, Pollokshields Seek to repair and re-point west window to prevent water ingress. DPC concerned that trade suggestions of cement re-pointing are not acceptable. RC / RW are to assist Vestry. On-going May 2016

St. Cuthbert’s, Cambuslang Church boiler was replaced urgently between Christmas and New Year.50% of £3240 awarded as a Dunderdale grant in February.

Holy Name, Cumbernauld offering £15K for Phase 1 of a 2 Phase schedule of works with 2 tenders for internal works inc; toilets, flooring, electric heating & external lights and repair of wall. Canon 35 not required. DPC agree to support Dunderdale grant £3.5K awarded May and offer Diocesan loan / grant of £8000. Total 26.5K

St. Peter’s, Dalry Dunderdale grant awarded (May) of £3.5K for “like for like” replacement of 2 gas flue convector heaters. Bequest of £4K was received for the remaining sum.

Experimental Re-Ordering

St. John’s, Dumfries Experimental re-ordering period completed in April for Nave Altar, seating choir in Nave, and using this area for all age worship. Vestry and Congregation content with flexibility after SGM in April 2016.
